2024: Ministry of Education of the Russian Federation approved 737 official educational digital resources

In August 2024, it became known that the Ministry of Education of the Russian Federation approved a federal list of electronic educational resources that can now be used in the implementation of accredited educational programs of primary general, basic general and secondary general education. The approved list includes 737 digital resources, which is almost twice as much as the previous list published in November 2023. A complete list is available in this document.

According to D-russia, the new list was significantly expanded compared to the past, which included 371 electronic resources. In addition to increasing the number of resources, the structure of the list itself was adjusted, which made it possible to offer teachers a variety of training courses in each subject. The list includes both programs for studying the Russian language and other disciplines that reflect modern requirements for digital educational technologies.

Ministry of Education of the Russian Federation approved a list of official educational digital resources

There are no guidelines for teachers to select suitable IT resources in the list. In particular, only methodological recommendations from 2020 are presented on the official website of the Ministry of Education of Russia, which do not contain specific instructions for choosing educational digital resources. This creates some difficulties for teachers who have to independently navigate a large number of offered courses and materials.

Despite the lack of clear instructions, the approved list of electronic educational resources is an important step in the process of digitalization of education in Russia. Listed programs meet state standards and can be used in schools to improve the educational process by offering students access to modern and interactive materials.[1]

The State Duma adopted in the third reading a law on verification of digital educational platforms

On December 8, 2021, the State Duma of the Russian Federation adopted in the third (final) reading a bill that obliges digital platforms, online textbooks and electronic educational resources for schools and institutions of secondary vocational education (SPO) to undergo mandatory verification.

In accordance with the amendments to the Law "On Education in the Russian Federation," schoolchildren will study online only on those platforms that are included in a special register.

The adopted amendments also regulate the circulation of personal data of students, which will now be stored in the state information system. If e-learning requires the processing of personal data of schoolchildren and students, the educational organization must ensure connection to this state system no later than January 1, 2023.

The Ministry of Education is developing a register of electronic services for teaching schoolchildren

Mikhail Myagkov, general director of Maximum Education, an online service that specializes in additional education of schoolchildren and preparation for the Unified State Exam and the OGE, considers it logical to introduce accreditation by the state of educational online programs, given that the country already has regulation in the field of printed textbooks. At the same time, the expert is not sure about the effectiveness of legislative changes, because the state faces a difficult task - to build a new system with a million audience.

Creating a register of educational online services

At the end of November 2021, it became known that the Federal Register of Electronic Educational Resources was being created in Russia. It will be formed by the Ministry of Education.

According to Vedomosti, the bill applies to schools and institutions of secondary vocational education that use e-learning and distance learning technologies. From September 1, 2022, they will have to use electronic educational resources included in the federal register as part of educational programs.

A register of educational online services is being created in Russia

GIS "My School," which is being developed by the Ministry of Education, will be used to process personal data during electronic education of children. To work in the GIS, educational institutions will need the necessary equipment, which the ministry, if necessary, will provide, according to the publication of the publication.

According to Olga Kazakova, Chairman of the State Duma Education Committee, after switching to a distance learning format, schools and SPO institutions began to use such educational resources as Yandex.Textbook, SberKlass, Учи.ру and others. At the same time, the chairman noted, many of the online services do not undergo state examination, unlike paper textbooks. Such resources are not protected in any way and the state cannot subject them to examination, since there are no legal grounds for this - accordingly, the ministry must be endowed with the right to such an examination, says Kazakova.

Initially, the bill was devoted to amendments to certain legislative acts concerning "the organization of vocational training in vocational training programs in the professions of workers, positions of employees." The authors of the bill were deputies Vyacheslav Nikonov, Liubov Dukhanina (her powers ended in October 2021), senators Lilia Gumerova and Victor Kreß.[3]
