On October 23, in the Moscow region, the I All-Russian School of Internet-NO Danger of Youth completed its work

From October 20 to 23, the I All-Russian School of InternetSafety Youth was held in the Malyushina Dacha suburban complex. Its participants were more than 100 students from 35 regions, Russia as well as from, and Belarus. The school is organized by the team of the Youth Digital Ombudsman and the Moscow State Law University named after O.E. Kutafin (MGUA) with the support of the Alliance for the Protection of Children in the Digital Environment as part of the Priority-2030 strategic academic leadership program. Information partners were VK, ComNews group of companies and the Russian Internet portal TAdviser.

On October 21, the grand opening of the new federal youth expert platform took place. Youth Digital Ombudsman, Director of the Center for Ensuring the Rights of Youth in the Digital Space of O.E. Kutafin University (MGUA) Dmitry Gulyaev greeted guests and participants of the School and announced the establishment of the annual DIGITALIZATION FOR GOOD Award of the Youth Digital Ombudsman, which will be awarded within the framework of the Youth Forums on Internet Governance for outstanding results in the field of protecting the rights of children and youth and in the digital environment.

Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko addressed the participants with a welcoming speech.

The School was opened by the rector of the University named after O.E. Kutafin (MGUA), Honored Lawyer of the Russian Federation, Professor Viktor Blazheev. The first expert event of the School was a panel discussion on the topic "New challenges of the information space: how to stay safe?"

Its experts were Tatiana Matveeva, Head of the Office of the President of the Russian Federation for the Development of Information and Communication Technologies and Communications Infrastructure, Deputy Head of the Federal Service for Supervision of Communications, Information Technologies and Mass Media (Roskomnadzor) Milos Wagner, First Deputy Chairman of the State Duma Committee of the Federal Assembly of the Russian Federation on Education Maxim Gulin, Rector of O.E. Kutafina University (MGUA) Viktor Blazheev and Chairman of the Alliance for the Protection of Children in the Digital Environment Elizaveta Belyakova. The discussion was moderated by the Youth Digital Ombudsman Dmitry Gulyaev.

Viktor Blazheev highlighted the question of what competencies young people should have in order to modernize the old and develop new solutions to the current threats to the digital space, noting that much needs to be laid from school. Maxim Gulin supported the thesis and said that it is the School that can and should even teach media literacy, and it is young specialists studying educational organizations of higher education who should participate in this, that is, those who are able to convey information to children in an accessible form.

Milos Wagner told about how employees of Roskomnadzor and the Center for Legal Assistance to Citizens in the digital environment help people, inviting participants to get relevant experience in working with citizens' appeals, to find out what situations citizens get into on the Web, how to avoid these situations and how to act if this has already happened.

At the end of the panel discussion, Elizaveta Belyakova emphasized the importance and relevance of self-regulatory institutions in the IT sector, providing for the adoption of additional voluntary obligations by domestic companies.

The panel discussion continued with a visionary lecture by Anton Ivanov, Director of Research and Development at Kaspersky Lab, on the topic "Digital Professions: What Does the Industry Need?," The importance and strategic nature of which was noted by the participants themselves.

The main part of the first day of the School's work was an educational block, which covered 12 workshops providing for the instant consolidation of knowledge gained by participants in practice in an interactive format. The speakers of the bloc were experts from Kaspersky Lab, O.E. Kutafin University (MGUA), InfoWatch, the Center for Competencies in Global IT Cooperation, the Institute of Legislation and Comparative Law under the Government of the Russian Federation, CyberMoscow. They touched upon topics related to the basics of information security, the concept of cyber immunity, ways to counter verbal aggression on the Web, new types of fraud, cyber stalking, manipulation of information flows in the interests of transnational IT giants, digital profiling, etc.

For example, in the framework of the lecture-workshop "Verbal aggression in social media: how not to get into the networks of (auto-) destructive online communities?" Vladimir Nikishin, Ph.D., Associate Professor of the Department of Criminalistics of the University named after O.E. Kutafin (MGUA) paid special attention to the problem of uncontrolled influence on young people of destructive mass cultures through social media, distortion of the values ​ ​ of the youth audience in this regard, the problem of romanticization and glorification of a violent, aggressive style of behavior, as well as ways to identify such influence and counter it.

Lecture-workshop "We all know!" How not to become a victim of cyberstalking? "Conducted by Vladimir Chebyshev, a leading specialist in mobile threats at Kaspersky Lab, allowed School participants to understand the essence, signs of cyberstalking, and its socially dangerous consequences. Particular attention was paid to the technical features of illegal surveillance of network users, Internet"" methods of protection against it.

Konstantin Bogatyrev, Junior Researcher at the Center for Legal Expertise in the Field of Countering the Ideology of Terrorism and the Prevention of Extremism at O.E. Kutafin University (MGUA), as part of a lecture-workshop "Countering Information Threats in the Digital Media Environment as an Element of Ensuring National Security of Russia," considered the main features of the digital media environment as a communicative space, threats to media security.

With a lecture-workshop "Fragmentation of the global Internet space and manipulation of information flows in the interests of transnational IT giants: what are the risks and threats?" Yuri Lindre, an expert on international legal issues of the ANO "Competence Center for Global IT Cooperation." He spoke about the main trends in the development and regulation of the Internet in Russia and the world. Special attention was paid to methods of targeted impact on human consciousness in the interests of digital platforms, and also presented ways to identify such effects and protect a person from third-party manipulation.

The development of digital reality contributes to bringing fraud to a qualitatively new level. As part of the lecture-workshop "New ways of fraud: how to protect yourself in a changing digital space?" Denis Teplyakov, Head of Endpoint Business Development at Kaspersky Lab, helped School participants understand the types of fraud committed in the digital space by analyzing technologies used by cybercriminals, as well as typical fraudulent "schemes."

The lecture-workshop "What information security issues should be taken into account when developing your own software?" was aimed at creating an idea among the School participants about the nuances of developing your own IT product in terms of information security, understanding what information security issues modern developers face and how to minimize future risks at the stage of software creation. It was conducted by Yakov Goldfarb, head of IT projects, an individual entrepreneur.

The educational day of the School ended with a closed show of the youth interactive series from the VK company - "No big deal!," Which is based on the real stories of the victims of the persecution and the results of research on its various types, the participants were able to choose for themselves how the hero will do in a particular situation and this choice changed the further narrative. Natalia Geraskina, a member of the Youth Digital Ombudsman team, moderated the closed show. The second day marked the implementation of the School's project block and was remembered by 2 "OpenSpace" discussions and 8 project modules.

It all started with the OpenSpace discussion "The role of creativity in creating positive content in the field of Internet security." This was discussed with leading experts in the field of media: the head of the production department of Channel Five Ekaterina Kirillova, the program director of Children's Radio Viktor Privorotsky, the head of the development of school communities of VK Vadim Zhukov, the mentor of the TopBLOG project of the Russia - Country of Opportunities platform, mediator and lawyer Yulia Dubinina, as well as a member of the Union of Lawyers-Bloggers Anastasia Sladkova. The discussion was moderated by the head of the project of the All-Russian Popular Front "Legal Education of Citizens," Chairman of the Union of Lawyers-Bloggers, Deputy Head of the Department of Intellectual Rights of the University named after O.E. Kutafin (MGUA) Elena Grin.

Continuing the discussion, Viktor Privorotsky spoke about how to effectively convey information to the necessary audience, what methods and techniques to use.

The topic of "OpenSpace" discussion continued on the project modules. So, within the framework of the project module "Fundamentals of personal brand security on the Internet. Course on? IP"Elena Grin and Julia Dubinina told about building a personal brand and legal ways to protect against threats arising in the digital space. The result of the participants' work was the creation of checklists to protect their personal brand on the Internet.

On the design module "Socially significant video content. How is it created? "School participants got acquainted in more detail with the successful cases of creating and popularizing positive video content. Ekaterina Kirillova spoke in detail about the stages of creating socially significant content - from defining topics, preparing a script to mass distribution on digital resources. As a result, the participants of the module created brief scenarios of a social video on current topics in the context of Internet security. The best were recognized works covering the problems of teenage self-doubt and kidnepping.

As part of the project module "How to speak correctly and interestingly with the target audience?" Viktor Privorotsky spoke about effective ways to interact with a youth audience, as well as how to make audio content interesting and engaging for the target audience. The participants of the School practiced creating fairy tales that will teach children digital literacy. The guys who composed the best fairy tale during the project module recorded it on the same day with the sound engineer of the Children's Radio radio station.

Vadim Zhukov spoke in more detail about the tools of social networks that allow promoting author's socially significant positive content, including the work of algorithms within the framework of the project module "Tools for social networks to create and popularize positive content," where participants were invited to test the capabilities of the VKontakte platform in practice, create their own community and shoot a promo video for it.

In the afternoon of the project day, during the OpenSpace discussion on the topic "Keep our finger on the pulse of technological trends," vectors of digitalization of education, education and business were presented, as well as ways to support youth initiatives in the field of IT. Experts in the discussion were Alfiya Gafurova, curator of corporate social responsibility at Gazprom-Media Holding, head of commercial projects at the DataFusion practice of the League of Digital Economikimaria Kuznetsova and the Youth Digital Ombudsman, director of the Center for Ensuring Youth Rights in the Digital Space of O.E. Thus, the moderator highlighted the pool of technological trends and spoke about their impact on the education system and self-education, stressing the importance of forming the skill of project work.

Continuing the discussion, Maria Kuznetsova talked about how to create an IT product that meets the social order and brings benefits. She recommended that the guys look for solutions based on the problem: "Any idea that solves an actual problem becomes golden. Don't be afraid to look, look at the most basic problems and everything will definitely work out. "

Dmitry Gulyaev paid great attention to the methods and form of reporting information to children and young people. OpenSpace discussion smoothly flowed into the next block of project modules.

Thus, at the project module "Technologization in the modern educational process: world and domestic trends" representatives of the University named after O.E. Kutafin (MGUA): Maria Majorina, Maria Samsonova and Oksana Savenko, as well as a member of the team of the Youth Digital Ombudsman Polina Tumanova spoke about innovations in educational activities. The result of the practical part of the module was the development of a digital product concept aimed at ensuring the rights of Russian students.

Alfiya Gafurova, during the project module, told students about popular social projects, tools for their promotion and possible technological performance metrics. As part of the practical task, the participants developed their own social projects on the topic of digital security. The winner was a participant who proposed a project on the topic "Computer games for pleasure."

Maria Kuznetsova conducted a project module on the topic "Bringing an IT product to the market: how to diagnose and what to do after launch?" Based on its results, the School participants proposed to develop a "Pocket Doctor" - a smart watch that will instantly integrate the user's medical data into the medical record for direct access to them by the attending physician.

As part of his project module, Dmitry Gulyaev and his team member Anna Pokrovskaya spoke with students about the self-regulation of digital space and the importance of developing digital ethics today. As part of the practical task, the School participants developed the Code of Ethics for Children and Youth in the Digital Space with the aim of its subsequent popularization in the digital space. To refine and further develop this product, it is planned to create a working group soon.

Recall that in April 2022, within the framework of the Moscow Legal Forum, the team of the Youth Digital Ombudsman held a youth-expert dialogue platform "Communication on the Web: where is the line between the way of self-realization and violation of the law?" The Ombudsman's team was invited by the expert community to initiate a procedure for developing such an act of self-regulation for children and youth, which was reflected in the School.

The day ended with evening activities. The guys managed not only to spend time with benefit, but also to communicate productively with like-minded people. And at the general meeting, the participants noted the high level of the organization, a rich educational program, interesting speakers, and also proposed ideas for improving the School. So, at the initiative of the participants, the next School will already be held under a new name - the International School of Internet Youth Security "Digital Jerk." And the slogan of the School will be "As long as the Internet changes us, we can change it."

On October 23, the solemn closure of the I All-Russian School of Internet-NO Danger of Youth took place. Based on the results of the project modules, the School participants managed to present the results of their work to the members of the Expert Commission and receive proposals from them for further revision, implementation and promotion of projects. Some of them are planned to be implemented together with the team of the Youth Digital Ombudsman. In total, 10 projects were presented - each of them is unique.

I All-Russian School of Internet-NOdanger of youth became a pilot federal project that brought together young and talented children interested in the formation of interdisciplinary competencies and skills in the field of ensuring security in the digital space, as well as increasing the level of digital and legal literacy.

The school became an innovative platform for discussing the tasks and prospects for the development of the domestic IT industry, its participants received vivid impressions of the thematic platforms of the event. This project, of course, should be continued.

The I All-Russian School of Internet-No Danger of Youth will be held from October 20 to 23, 2022 on the basis of the Malyushina Dacha Country Complex and will unite 100 talented students of educational organizations of higher education in Russia interested in creating and developing a safe and comfortable digital space.

The School's program is divided into two blocks.
