2023: How is the digitalization of water supply systems in Russia
On April 12, 2023, the company RuSat Infrastructure Solutions"" (RIR; "subsidiary" Rosatom""), developing ON "Digital Vodokanal" in several regions of the Russian Federation, published the results of its study on the digitalization of water supply systems. According to experts, for the period from January 1, 2020 to January 31, 2023, water supply and sanitation enterprises (VIVOS) concluded at least 1,340 contracts for a total of 8 billion in the rubles field of IT and digital projects. The largest market volume fell on 2021 (3.1 billion rubles in total for 471 contracts). The average price of one such contract was 7 million rubles.
Most of the money is spent by VIVOS enterprises on various projects within the framework of dispatching (18% or 1.4 billion rubles) and IT infrastructure (17% or 1.3 billion rubles). This is mainly due to the high share of equipment in these projects (as a rule, it is more expensive than software). They are followed by various accounting systems (12% or 0.9 billion rubles).
As noted in the study, when analyzing suppliers in contracts, there is obviously a complete fragmentation in the market. There are many suppliers, all different, about 50% of them are individual entrepreneurs or companies without sites and any information on the Internet. More than half of the suppliers have not been published at all, the RIR noted.
Water supply and sanitation is traditionally considered one of the most conservative sectors of the economy. As a rule, there are no own budgets even for the reconstruction of networks, not to mention automation. The company added that the goals of the transition of industry enterprises to Digital Water Utility are to reduce costs and losses in the network and operating costs, reduce risks and manage production assets, and improve the quality of customer service.[1]
Digital Vodokanal from RIR is a comprehensive project for the digital transformation of a resource-supplying enterprise, providing for the phased automation of emergency dispatch and repair services, sales units. This includes work with consumers and losses, and the introduction of an automated system for controlling and monitoring compliance with the established operating modes of technological facilities.
