In 1991, Yuri Gromakova, as part of the scientific team of the NPO Astra, figured out how to use the 900 MHz spectrum to build systems of this generation of communications. This range at that time was occupied by aerial civilian and military navigation, and it was necessary to figure out how to place cellular communications there. The cost of clearing this frequency range was estimated at $700-900 million, which was unrealistic. I had to look for a fundamentally different solution. Gromakov's scientific group proved that under some conditions (certain levels of radiation, the necessary frequency difference of channels) it is possible to combine GSM and air radio navigation in this range. Thus, the development of GSM in the country was launched.
Gromakov authored the first publications in Russia on GSM communication networks, published in 1993 in the journal Electrosvyaz, monographs Cellular Communication Systems and Mobile Communication System Standards.
