2023: Development of Situational Surveillance System

Дом.ру Business (ER-Telecom Holding JSC), by order of the Center for Strategic Development of Information Resources and Management Systems, subordinate to the Regional Ministry of Information Technologies and Communications of the Kirov Region, is implementing a project to develop a situation video surveillance system on the streets of the regional capital. This was announced by "Дом.ру Business" on August 8, 2023.

The number of video cameras and their locations are determined taking into account the proposals of the Departments of the Ministry of Internal Affairs and the Russian Guard in the Kirov region.

In total, the operator will mount and configure 84 cameras at 26 locations. These are busy intersections and public spaces. 14 video cameras installed on the street. Spasskaya (from Karl Marx St. to Kazanskaya St.).

{{quote 'The installation of situational video surveillance cameras is carried out as part of the construction of the regional system "Safe City" and the project "Pedestrian Spasskaya," which is being implemented on the occasion of the 650th anniversary of the city of Kirov at the initiative of Governor Alexander Sokolov. The plans for 2024 are to continue expanding the camera coverage area primarily in places where festive events are planned, - commented Aleksei Sukhikh, Minister of Information Technologies and Communications of the Kirov Region. }}

Traffic transmission is carried out via fiber-optic communication channels, the image from video cameras is transmitted to the Safe City data processing center online around the clock, which allows the regional security agencies to receive data from these cameras for further analysis in order to ensure law and order and the safety of citizens.

Using modern video processing techniques, the system continuously collects, transmits and archives video data from a large number of cameras. The video stream is protected from unauthorized access.

Video surveillance equipment is reliable: the metal case withstands extreme weather conditions, including low air temperature. High-speed shooting mode and an advanced digital image stabilization algorithm help prevent video blurring due to vibrations that occur, for example, when there is heavy traffic near a video camera or a sharp gusty wind. Optical zoom, wide viewing angle and FullHD format allow you to view details at a distance of several tens of meters.

In the future, the system can be equipped with voice modules to warn citizens about emergency situations, modules for recognizing state license plates of vehicles and situational analytics - detecting an abandoned object or object in a prohibited zone, detecting unauthorized crowding and atypical movement.

In total, in August 202, Дом.ру Business in Kirov and the region installed more than 1000 outdoor surveillance cameras, most of them in local territories, social facilities, the city's road network, other crowded places where special control over the situation or the safety of property is required.

Video control within the framework of the "Safe City" has established itself as an effective tool for maintaining law and order and preventing emergencies. This allows public security services to quickly assess the situation, respond to any incidents at the site, promptly send special services to the site or identify false calls, easily find the necessary video information in real time and in the record, use it to draw up an evidence base in case of offenses. Our cloud solutions help municipalities implement important state projects and form a comfortable environment for the population, - said Anton Kazarin, Director of the Ministry of Energy and Energy of the Middle Volga Region "Дом.ру Business."
