On August 31, 2023, information appeared that the Ministry of Economic Development of the Russian Federation signed a contract with Prime Group LLC for the development of the Electronic Ticket state information system (GIS), an analogue of EGAIS for the tourism market.

Since 2017, the development of the Electronic Voucher has been carried out by the Radioelectronic Technologies Concern (KRET), which is part of Rostec. In 2022, it became known about the plans of the authorities to choose a new operator for GIS. It was assumed that the technical operation of the platform will be carried out by National Tourism Technologies JSC (NTT) - the structure of the KRET. However, the corresponding NTT application was rejected, and the contract was signed with Prime Group LLC. The contract value is 47.1 million rubles, its execution period is until December 20, 2023.

According to the terms of reference, the main tasks of Prime Group under the state contract are to adjust the composition of the fields in the Electronic Voucher for entering information by tour operators, finalizing personal accounts, modernizing the formation of QR codes, etc. GIS should contain all information about the tours implemented, their cost and part of the personal data of tourists.

It is noted that some Russian tour operators as of August 2023 use the "Electronic Voucher" in test mode. Working with the platform is free for business, but 2-3 million rubles are required from tour operators to connect to the system. However, there are difficulties: the main claims boil down to the unwillingness of tour operators to disclose the pricing procedure in terms of the commission size of agents and other partners.[1]
