The administration of Gorno-Altaysk develops electronic document management

2018: Development of EDMS

On November 13, 2018 the company "EOS GROUP" announced that in September, 2018 it bought additional automated workplaces Administration of Gorno-Altaysk. Also updating of the version EDMS "CASE" was carried out. Software supplier and the contractor of the project - the company "KS-Consulting".

Overall objectives of implementation of EDMS at the municipal level were accurately designated on start of the project:

• standardization of rules of record keeping and document flow in administrations of municipal entities;
• automation of basic functions of office-work;
• gain of control of execution of documents;
• increase in efficiency of work with citizens' appeals;
• creation of premises for the organization of electronic (paperless) document management between the Government of the Republic and MO.

In Administration of Gorno-Altaysk at the first stage automated registration of the entering and outgoing documents, citizens' appeals, control of completion dates, maintaining the nomenclature of affairs and some other processes. In a system specialists of organizational and documentary department (the division which is responsible for office-work processes) and a reception got access.

A bit later two industry bodies - Management of property, town planning and land relations and Management of housing-and-municipal and road economy of the city of Gorno-Altaysk were connected to "CASE". Additional options, including "Line scanning" were purchased that allowed to transfer documents to an electronic form and to attach their images to registration cards.

In EDMS stages of vising of documents were fixed, but for mailing on approval of projects in electronic form in divisions there were not enough jobs. For this reason in 2018 the decision to purchase licenses for the subsystem "DELO-Web" - it is made will allow to provide access to a system to chiefs of departments of Administration and will remove a problem of delivery of projects for review. The customer carries out scaling of EDMS by own forces with consulting support of specialists of KS-Consulting.

2011: Beginning of implementation

The administration of Gorno-Altaysk purchased additional jobs of the CASE system and the option "DELO-Web" at the partner of Electronic Office Systems developer – Corporate Systems — Consulting companies (Barnaul).

The project on system implementation "MATTER" in administration of Gorno-Altaysk began in 2003, all project works are carried out by Corporate Systems — Consulting company. In June, 2011 the customer made the decision on increase in quantity of jobs as a part of the used system.

Means for workflow automation based on the CASE system proved in executive authorities of Gorno-Altaysk long ago and successfully, including in city administration. The staff of administration highly appreciated convenience of work in this system owing to what the decision on acquisition of additional licenses was made. Since June of this year the city administration will receive 2 additional workplaces of the CASE system and 1 workplace of the option "DELO-Web" allowing to work far off with base of documents.

Such solution is connected with permanent increase in an information stream and documents and also with need of connection to the system of additional employees. Besides, using EDMS "DELO" it is going to increase efficiency of the organization in general and to adjust accurate control of execution of documents.

Under the agreement with administration of Gorno-Altaysk the Corporate Systems — Consulting company executes delivery of licenses and performs technical maintenance of a system.
