How to effectively apply AI and why the Gostech regions. The hottest topics of the second day of the IT forum in Salekhard

On April 15-16, the IT forum Zyfra. Dok "gathered in Salekhard, the capital of Yamal, about 350 IT specialists from different regions of Russia, representatives of regulators, Yamal municipalities and large development companies. At the same time, the great interest of the participants and many questions were caused by speeches at sections on AI the digital platform, to "Gostech" which the state calls on government agencies, including regional ones, to translate their information systems.

Alexey Kirichenko noted that Russian EDMS, as a rule, are not sharpened for this, few people are trying to make a convenient application for the user. The reason, he believes, is that EDMS is a complex system with many fields, processes, etc.

At the same time, the entire region works in the RSED. The number of documents that government agencies submit monthly and their summations through the RSED is about 230 thousand. And about 500 thousand resolutions pass through the system every month. Given the scale, the issue of convenience is extremely relevant.

In 2023, a lot of work has already been done to improve the system, including the refinement of the interface: both in appearance and in the mechanics of work. For example, the interface on internal documents has been finalized, since they are the most massive.

There are new changes ahead. They are implemented, including to save time for employees: according to a survey of users, the majority takes more than 5 seconds. to open a card in the RSED. The system is optimized so that it takes no more than 2 seconds. It is also necessary to optimize the search for documents in the system so that less time is spent on it.

The development of RSED includes, among other things, the expansion of the use of AI. Already, AI technology is "bolted" to the system, which allows civil servants to immediately see the essence of citizens' appeals through the Internet reception room. And a service is in development, which, analyzing the text part of the document, gives out its content, essence and suggestions what the region needs to do. Such a service will also save time for civil servants. It is planned to be extended to different types of documents with a text layer.

Among them is Alexander Bobkov, Deputy General Director for Work with the Public Sector of the THESIS EDMS, who continued the topic of food development.EDMS "THESIS," we recall, forms the technological basis of the RSED YaNAO and GIS "Typical cloud solution of EDMS," in which tens of thousands of users work.

Of the recent changes: to comply with the requirements of NPA and compliance with regulatory requirements within the framework of GosEDO, for example, support for the global address directory and regulatory reference information of the interdepartmental EDO was added to the EDMS "THESIS." And as part of import substitution, integration with the Content Reader Engine (a comparison and recognition service from a Content AI partner) and integration with the P7-Office (a service for generating print forms and reports, as well as the ability to edit online, including collaboration mode) are implemented.

The development of mobility includes the release of applications on the Aurora and Red OS M OS with the ability to work online and offline. Also recently, in March 2024, the developers released a new version of the EDMS "THESIS" mobile application. The main innovations concerned the modernization of design and improvement of UI/UX.

Among the plans for product development are the introduction of an artificial intelligence module, the emergence of new modules (archive and personnel), further support and development of mobility.

After lunch, a trip for souvenirs to the Yamal Gifts market and to the northern gifts salon was organized for the forum participants. Despite this temptation, the afternoon section dedicated to the creation of regional systems and services on the Gostech platform gathered a full hall.

Konstantin Makarenko, project manager of the project office of Gostech PKU, said that now regional InformSystems are already being implemented on the Gostech platform, which are planned to be replicated in the future. ROIVs can transfer or create their own IT systems on Gostekh, and then colleagues from other regions can use them. Now there is a finalization of how exactly the replication will take place.

He also explained the procedure for introducing a new project into the list of services implemented on the Gostech platform, the checkpoints of their creation and development. Updating the architecture of its GIS to meet the requirements for placement on Gostekh, the regions perform at their own expense. However, some projects are being implemented at the ASG (public services platform, Gostech platform component) together with the Ministry of Digital Development of Russia: the region in this case acts as a functional customer, and the Ministry of Digital Development - a technical customer who ensures the development of the system at the ASG, Konstantin Makarenko explained.

After the speech, the audience had a lot of questions for Konstantin Makarenko. One of the most pressing: what is the benefit for the region to spend its resources so that others can reuse its system?

No less interest was aroused by the report on the use of AI, neural networks in the EDMS and in the civil service. There were so many people wishing to listen to the head of the digital development department of DITiS of the Yamalo-Nenets Autonomous Okrug Alexei Kirichenko that not everyone had enough seats in the hall. He spoke in more detail about the practices of using AI in the Yamalo-Nenets Autonomous Okrug, which were briefly mentioned by the speakers earlier: AI to analyze citizens' appeals, determine the workload of sports, playgrounds and parks, etc.

AI is used in the Yamalo-Nenets Autonomous Okrug and in order to unload press officers who publish news. It is enough to write the main abstracts on the news, the message that needs to be conveyed, indicate the target audience of the news, and the model will generate the full text of the news. This greatly facilitates the work of content formation. And now the Yamalo-Nenets Autonomous Okrug is also adapting AI to write congratulatory speeches in the registry office for those who marry.

Alexey Kirichenko also spoke about the practices of using AI in healthcare. For example, on the basis of the data contained in the GIS of the YNAO Health Care GIS, patients are identified who have risks of certain diseases. Risks are identified based on analyses and other data contained in each patient's profile.

Another scenario for the use of computer vision in this area: CT, MRI, RG, MMG images in addition to the doctor undergo additional verification using neural networks. Systems diagnose potential foreign formations or disorders. This case is not only in the Yamalo-Nenets Autonomous Okrug, but also in other regions. There are only 2-3 vendors who have implemented this possibility, and the regions use their solutions.

On the second day, a working meeting of the IT and Communications Department of the Yamalo-Nenets Autonomous Okrug with municipal leaders of digital transformation, a seminar for those responsible for combating corruption in municipalities and a number of other events were also held.
