The BI-system of compulsory health insurance in Moscow will move from Oracle to Russian software

On September 24, the Moscow City Compulsory Medical Insurance Fund placed a tender for import substitution of the analytical subsystem of the AIS of Compulsory Medical Insurance of the city of Moscow (AP AIS OMS). The starting price of the project is almost 202.5 million rubles[1].
Applications are accepted until October 10. The first stage (project development) must be completed by November 28, and the last - the transfer of the system to operation - by May 31, 2026.
The project includes the following types of work:
- Development of an architectural solution to replace individual components included in the AIS OMS AP (until November 28, 2024);
- Implementation of individual components from the AS AIS OMS on software included in the register of Russian software (until June 30, 2025);
- Translation of reports and data marts implemented by means DBMS Oracle to the Russian analytical platform (until December 9, 2025);
- Development of a set of documentation for the revised AS AIS OMS (June 30, 2025);
- Provision of services for the transfer of non-exclusive rights to the Russian analytical platform (until December 13, 2024);
- Pilot operation of the modified subsystem of the AIS OMS AS (until May 31, 2026);
- Commissioning of the revised subsystem of the AIS OMS AP (from June 1, 2026).
The existing analytical platform is based on Oracle products: Database 11g and Business Intelligence 11g, to which Postgres Pro Enterprise Certified 14.9.3 is connected through the Oracle Golden Gate connector. All these products run on the Red Hat Enterprise Linux Server operating system.
The specific name of the product to which the Moscow City Compulsory Health Insurance Fund would like to translate the analytical subsystem is not indicated in the terms of reference.
It is assumed that an analytical system will be supplied as a replacement, which provides users with the ability to perform the following actions:
- Report and use a set of pre-configured dashboards according to roles defined for the user;
- Creating and setting up multidimensional data sources, including setting access to data tables, defining relationships between tables, setting up rules for calculating and aggregating key figures;
- Export and print data using available reports and dashboards;
- Create, execute, edit, and save analytical queries (OLAPs) from predefined multidimensional sources available according to roles defined for the user;
- Set up reports and dashboards.
An additional requirement is compatibility with the Astra Linux operating system and correct work with the external data storage located in the Postgres Pro Enterprise DBMS. The server hardware platform for the new platform is not regulated.
Report presentation formats shall be supported by P7-Office. It is also necessary to provide a technical support portal in the system with fixing the time of access and all related events. The combination of the following two requirements is especially interesting: the presence of built-in programming languages to expand the capabilities of the analytical platform and the absence of the need to use programming to solve basic problems.
