As TAdviser discovered, in early December 2024, the Federal Grid Company - Rosseti (Rosseti) continued its purchases as part of a large project designated as "Modernization of the user collaboration system taking into account import substitution of office software." This time, the tender, where the maximum price of about 563 million rubles is assigned, is held for the introduction and migration of workplaces into the system of joint user work^[1].

This system is designed to ensure the joint work of Rosseti users with corporate office documents through electronic mail and other means of information exchange. It includes subsystems such as the postal service, the unified communications service, and the document collaboration service.

The terms of reference for the tender indicate that within the framework of the project it is planned to migrate to the user collaboration system within 17,368 thousand. User AWS at Rosseti facilities in different parts of the country.

The scope of the terms of reference includes the implementation of the system as part of the following components:

• Mail service based on the VK Workmail solution
• document collaboration service using the P7-Office Corporate Server functionality;
• remote connection and user administration system - "Atom Port";
• User AWS, including client OS - "Alt Workstation," text, table and presentation editors - "R7 Office" and graphic editor - "Autograph."

The full deadline for the execution of the terms of reference is 347 working days.

Earlier, in October, Rosseti also made a purchase as part of the "Modernization of the User Collaboration System Taking into Account Import Substitution of Office Software," but then - in terms of the introduction of the United Communications Service^[2]. Then a contract was signed with the winner of the tender in the amount of about 170 million rubles, and the stages of work on the project include the deployment of a user collaboration system in terms of solutions of the combined communications service, which is part of this system; pilot commercial operation of the combined communications service; warranty support.

The terms of reference for this purchase indicated that the joint work system is designed for up to 22 thousand users, and as part of pilot operation, it is required to connect a test group to the combined communications service in the amount of no more than 1.5 thousand users. And the winner in the October tender was the company that Rosseti Zyfra bypassed the second participant. "Lanit"

In addition, in October, Rosseti summed up the procurement of about 120 million rubles for the transfer of non-exclusive rights to use system software and its technical support as part of the "Modernization of the user collaboration system taking into account import substitution of office software"^[3].

In this case, the company acquired the RED OS server OS, and it was also allowed to supply the equivalent Astra Linux SE Orel OS due to the need to comply with the requirements for the implemented VK Teams product. And the requirements for the VK Workmail product recommend using one of two Servers OS: Astra Linux or RED OS, specified in the terms of reference. Licenses of the Alt Workstation, P7-Office OS were immediately purchased. Professional (base server + desktop), Autograph Standard, Kaspersky Total Security.

And in September, as part of the project "Modernization of the user collaboration system taking into account import substitution of office software," Rosseti purchased equipment worth over 772 million rubles^[4], which included servers, DSS of systems and switches. And the tender for the creation of the user collaboration system itself with an initial price of about 79 million rubles was played in December 2023^[5].

The terms of reference for this purchase indicate that the existing Rosseti e-mail system is built on the basis of Microsoft Exchange software, which is closely integrated with the electronic user directory, also built on the basis of Microsoft software. The directory service is based on Active Directory Domain Services running Microsoft Windows Server. The mail service is based on the Microsoft Exchange Server software product. And the existing workplace infrastructure is a desktop based on an x86 PC architecture with Microsoft Windows versions 7, 8, 8.1, 10 installed and MS Office. And already at that time, the contractor was required, among other things, to develop a draft work plan for the migration of AWS to domestic software.

The total volume of the above purchases of the Federal Network Company - Rosseti company related to the user collaboration system, including already concluded contracts and prices proposed by the winners of the already drawn tenders, is about 1.7 billion rubles. At the same time, a couple of tenders related to this system from individual companies that are part of Rosseti are also present on the Procurement EIS portal as of December 2024.
