In the MPSC Lipetsk region launched the service of citizens on biometrics

Based on the decision of the BFT-Holding "MFC-Capella" in the Lipetsk region, the technology of servicing citizens in the MPSC using biometrics has been introduced. This service allows you to receive public services without presenting a passport. BFT announced this on December 26, 2024.

The prerequisite for the introduction of the service was the Federal Law of 29.12.2022 No. 572-FZ "On the Implementation of Identification and (or) Authentication of Individuals Using Biometric Personal Data, on Amending Certain Legislative Acts of the Russian Federation and Invalidating Certain Provisions of Legislative Acts of the Russian Federation."

In order to use the service, you need to register confirmed biometrics in the Unified Biometric System (EBS). This can be done at a bank branch that supports biometrics registration. You will also need to provide the MPSC with consent to biometric identification. To do this, you need to scan the QR code posted in the MPSC with the Public services of mobile application and confirm your consent in the application.

Citizens can issue more than 200 services, including opening a business, receiving social benefits, extracts from the work book, as well as replacing a driver's license. When visiting the MPSC, the applicant is identified using a terminal installed at the employee's workplace: the MPSC operator launches the terminal so that the applicant looks at it. The terminal "reads" the face and sends the received photo to the EBS. The system "recognizes" the person, checks for consent and returns data on the identity of the applicant to the AIS MPSC. After confirming the identity of the MPSC operator, a completed application for the provision of the service will be formed. This greatly speeds up the service process when applying. Data for substitution in the application comes from the digital profile of a citizen created on the basis of the Unified Identification and Authentication System (ESIA).

The project was implemented through the interaction of the AIS MPSC of the Lipetsk Region with the EBS and with biometric terminals. The MPSC of the Lipetsk Region was created on the basis of the decision of the BFT-Holding MFC-Capella.

It is important to emphasize that biometrics is an addition to existing methods of identification. The applicant can choose how to receive this or that service - by passport or biometrics. In the biometric system, each operation goes through special verification algorithms that prevent data spoofing and system deception. Biometric data is stored encrypted, isolated from other personal information and not shared with third parties.
