2025: The beginning of regional rating using the ASUR platform

Eurasian Rating Agency (EPA) starts rating regions EEU and Eurasia. To do this, a platform has been developed to solve the problems of public administration, reported on February 6, 2025 TASS , with reference to the press service of EPA.

The platform gives a wide range of functionality: you can calculate the number of innovative enterprises in the region, the share of citizens covered by the services of digital public administration, and the provision of kindergartens. This allows you to make or adjust management decisions based on reliable and verified data. The Eurasian Rating Agency will give a comprehensive assessment of the territories, as well as use the opportunity to study and compare certain indicators in detail, including in the long term, - said the Director General of the Eurasian Rating Agency, Secretary General of the Assembly of Peoples of Eurasia and Africa Andrei Belyaninov, whose words are quoted in the message.

Smolensk, Saratov regions and Karelia are already introducing ASUR to solve public administration problems. The Eurasian Rating Agency plans to introduce ASUR with a rating module in the countries of the Eurasian space, where EPA representative offices will open in the coming years. According to Belyaninov, the most difficult and lengthy stage was the formation of a system of indicators for various industries.

Digitalization penetrates into any sector of the economy and the introduction of data technologies into rating has become a natural process. We will use a software solution - the Automated Solution Management System (ASUR) platform, which was created to solve the problems of public administration and received a certificate of state registration with the Federal Intellectual Property Service. For rating, the developers have created a specialized module, - added Belyaninov.

The digital platform was developed by the Council for Informatization and Digital Economy of the Assembly of Peoples of Eurasia and the ANO "Laboratory of Digital Transformation." The platform operates on the data necessary to make effective decisions obtained from the primary sources. Based on this data, calculation models and algorithms are created. Earlier, the approaches and methods laid down in the ASUR were tested in more than 20 regions of Russia to solve the problems of public administration.

It has been emphasized more than once that the digital agenda is one of the priorities of the Eurasian Economic Union. Russia's experience in digitalizing public services and implementing the national project on the digital economy is in great demand in the world: we hear this from partners from different countries, from Belarus to Angola. The Eurasian Rating Agency advocates the creation of a unified digital base for achieving social and economic indicators, work according to unified standards in the field of cybersecurity. We are talking more broadly - not only about the preparation of independent ratings, but also about the digitalization of interstate cooperation, IT support for such infrastructure projects as, for example, "North - South," concluded Belyaninov[1].
