ANO Digital Transformation Laboratory

The creation of the ANO "Laboratory of Digital Transformation" was announced at the St. Petersburg International Economic Forum XXIV (SPIEF), held on June 2-5, 2021.

The main activity of the organization is to support socially significant projects and initiatives in the field of artificial intelligence in three key areas: economics, social sphere, ecology.

Goals and Objectives

• Increase in satisfaction of citizens, authorities and businesses from obtaining reliable and up-to-date information on the state and plans of territorial and sectoral development;
• Enabling digital planning and forecasting using standardized economic and mathematical models;
• Ensuring the implementation of the Decree of the President of the Russian Federation "On assessing the effectiveness of the activities of senior officials (heads of senior executive bodies of state power) of the constituent entities of the Russian Federation and the activities of executive bodies of the constituent entities of the Russian Federation";
• Ensuring the implementation of the Decree of the President of the Russian Federation "On National Development Goals of Russia until 2030";
• Ensuring monitoring of the execution of orders, integration with the initiatives being implemented in terms of feedback with citizens (POS);
• Creating new offers for business, both in local markets and in the development of information technology exports;
• The formation of fundamental technologies to strengthen the sovereignty of the state, maintain its security and sustainable development;
• Growth and improvement of personnel in various sectors of the economy;
• Ensuring the readiness of regions to exchange information, ready-made models and processes among themselves through "digital bridges" that will create a reliable knowledge base, competencies and data sets.

The ANO is working on various models of access to government data sets, and at the same time resolving issues of transferring depersonified data.

The format of an autonomous non-profit organization is the lack of competition between leading participants in the field of AI development, it does not provide for profit extraction as the main goal in the implementation of activities.

One of the key goals of the ANO is to ensure the readiness of the regions of Russia for data-based management, the introduction of data modeling approaches to the practical activities of state bodies, - notes Andrey Yuryevich Belyaninov, Chairman of the Supervisory Board of ANO LCT. - To achieve this goal, we have to do serious work: to unite a large number of industry experts and specialists in the field of mathematical modeling, because mathematics is the international language for exchanging models Data Driven Governance; establish a network of sectoral regional centers throughout the country; Build data model development and application processes finally, teach civil servants to use these models to improve the quality of life of citizens and develop the economy. In addition, reliable data are necessary for calculating ESG indices, and most of the state financial corporations of Russia are already working in this area.

Support of the Ministry of Digital Science of the Russian Federation

The implementation of the project will contribute to the development of the digital agenda, - said TAdviser at the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. - Within the framework of the agreement, the Ministry of Digital Industry will assist in issues of regulatory regulation in terms of improving the processes of using state data both for the provision of public services and the implementation of government functions, and to ensure the need of individuals and legal entities for access to information, as well as in terms of standards and mechanisms for access to state data within the framework of the Federal Project "Artificial Intelligence"

Joint ventures with regions

Creation of joint venture with Belgorod region

In November 2021, ANO "Laboratory of Digital Transformation" concluded an agreement on the creation of a joint venture with the Belgorod region. The document was signed by the first deputy governor of the Belgorod region - head of the digital development department Yevgeny Miroshnikov and acting Head of the ANO Pavel Basin.

The parties will develop cooperation in the following areas:

• establishment of a joint autonomous non-profit organization in the Belgorod region;
• Create cross-platform solutions based on data models and automated processes
• development and implementation of projects, programs and measures for the development of resource potential and provision of the possibility of digital planning when calculating economic models in the Belgorod region;
• creating conditions for increasing the level of development and dissemination of best practices in the field of citizens' satisfaction from obtaining reliable and up-to-date information;
• preparation of data to create and support the activities of the Situation Center of the Governor of the Belgorod Region;
• creating conditions for combining commercial companies and authorities with the scientific and educational community, creating new proposals for business;
• testing and development of innovative approaches and practices, development of potential and formation of fundamental technologies for sustainable development of Belgorod region;
• work on data collection and analysis, scientific research, provision of expert consulting and information services;

Creation of a joint venture with the Tyumen region

In October 2021, ANO "Laboratory of Digital Transformation" concluded an agreement on the creation of a joint venture with the Tyumen region - a regional center for the use of artificial intelligence. The document was signed by the director of the department of informatization of the Tyumen region Maria Rudzevich and acting Head of the ANO Pavel Basin.

The center will become a platform for supporting socially significant projects and initiatives in the field of artificial intelligence, will ensure coordination between the business community, scientific and educational organizations, state authorities in the joint implementation of projects in the field of artificial intelligence.

Creation of joint venture with Khanty-Mansi Autonomous Okrug

In October 2021, ANO "Laboratory of Digital Transformation" concluded an agreement on the creation of a joint venture with the Khanty-Mansi Autonomous Okrug. The document was signed by Pavel Tsiporin, Director of the Department of Digital Technologies and Digital Development of the Khanty-Mansi Autonomous Okrug, and Pavel Basin, Acting Head of the ANO.

The main goals of the created joint venture are the same as those of the joint venture in the Kaluga region (see below).

Creation of a joint venture with the Tambov region

In October 2021, ANO "Laboratory of Digital Transformation" concluded an agreement on the creation of a joint venture with the Tambov region. The document was signed by the head of the department of information technologies, communications and document management of the Tambov region Andrei Streltsov and acting Head of the ANO Pavel Basin.

The main goals of the created joint venture are the same as those of the joint venture in the Kaluga region (see below).

Creation of a joint venture with the Smolensk region

In September 2021, ANO "Laboratory of Digital Transformation" concluded an agreement on the creation of a joint venture with the Smolensk region. The document was signed by the deputy governor of the region Nikolay Kuznetsov and the acting Head of the ANO Pavel Basin.

The main goals of the created joint venture are the same as those of the joint venture in the Kaluga region (see below).

Creation of a joint venture with the Voronezh region

In September 2021, ANO "Laboratory of Digital Transformation" concluded an agreement on the creation of a joint venture with the Voronezh region. The document was signed by the deputy chairman of the regional government Artem Verkhovtsev and acting Head of the ANO Pavel Basin.

The main goals of the created joint venture are the same as those of the joint venture in the Kaluga region (see below).

Creation of a joint venture with the Kaluga region

In the summer of 2021, ANO "Laboratory of Digital Transformation" and "Agency of Information Technologies of the Kaluga Region" ("Kalugainformtech") agreed to create a joint venture - a center for supporting socially significant projects and initiatives in the field of artificial intelligence (RCPII).

The main objectives of the joint venture being created are:

• Creating cross-platform solutions based on data models and automated processes;
• Development and implementation of projects, programs and measures for the development of resource potential and provision of the possibility of digital planning when calculating economic models in the Kaluga region;
• Preparation of data to ensure the activities of the Situation Center of the Governor and in pursuance of Presidential Decree No. 68 of 2019
• Creating conditions for increasing the level of development and dissemination of best practices in the field of citizens' satisfaction from obtaining reliable and up-to-date information;
• Support and development of projects and research in the field of integration with the unfolding initiatives in terms of feedback with citizens in the Kaluga region;
• Carrying out activities aimed at disseminating knowledge and skills corresponding to the modern level of technological development;
• Creating conditions for combining commercial companies and authorities with the scientific and educational community, creating new proposals for business;
• Testing and development of innovative approaches and practices, potential development and formation of fundamental technologies for sustainable development of the Kaluga region;
• Performance of data collection and analysis, scientific research, provision of expert consulting and information services;
• Holding conferences, round tables, seminars and other events to share experiences and raise public awareness of the needs, development vectors and growth potential and improve the personnel in various sectors of the economy;
• Conducting educational and publishing activities aimed at disseminating modern knowledge in the field of statutory activity.
