2024: Launch of Land and Property Complex Accounting IC

In the Nizhny Novgorod region, an information system (IS) has been launched to account for the land and property complex of municipalities of the Nizhny Novgorod region, developed on the basis of the software product of BFT-Holding "BFT. Property." The system provides comprehensive accounting of all movable and immovable property owned by municipalities of the Nizhny Novgorod region, provides access to all the necessary information to the copyright holders of objects, regulatory authorities, tenants and buyers, and also contributes to improving the efficiency of property management. BFT announced this on March 31, 2025.

Earlier, several disparate accounting systems functioned in the municipalities of the region, which complicated the comprehensive accounting of property and required significant resources to maintain and ensure security. With the increase in the amount of information about property objects in the region, there was a need to centralize all processes related to property management and a single information field.

In addition, the regional authorities also faced tasks, the solution of which was also achieved by centralizing and introducing automated processes. This is an increase in the collection of income under lease agreements for land plots and municipal property, building electronic interaction with tenants and balance holders, as well as reducing the personnel deficit in the field by removing the burden on employees in terms of performing such typical procedures as accruals, analysis of payments and reporting. 

The IP implementation project took place in two stages. So, by June 2024, the six first municipalities were connected to it in pilot mode, and by the end of 2024 - the remaining 44. As part of the work, the historical data of municipalities from more than 130 sources were transferred to the IP. At the end of 2024, the system took into account more than 300 thousand property objects, including more than 100 thousand real estate objects, 170 thousand movable and 20 thousand undefined land plots, and more than 26 thousand contracts with more than 1600 copyright holders were registered. 

As of March 2025, IP provides all the requirements of the region for the effective management of the land and property complex and property accounting. Users have quick access to the database of valid and archived contracts, accrual and payment history and other important information. Due to the maintenance of registers of municipal property, legal relations and contracts on a single resource, the quality of reporting was increased. Now, with the help of the designer of formulas and coefficient directories, the features of municipal regulatory legal acts in terms of calculating rent are taken into account (in total, about 290 unique methods have already been recorded).

In addition, the process of identifying copyright holders of previously registered objects was automated, as well as digital interaction with federal GIS was ensured. Another important result of the introduction of the system was the improvement of the interaction of the authorities of municipalities of the Nizhny Novgorod region with tenants of property by transferring all key processes to electronic form. The IS supports the functionality of tenants' personal accounts, signing documents with an electronic signature through the State Key mobile application, and sending registered emails. This allows property owners to reduce the timing of payments and prevent lease arrears.

Centralizing the property management process is a complex and large-scale task for any region. From the point of view of practical benefit, the resulting system allows us to see a complete picture of the state of the land and property complex, to conduct all typical processes in a single space. Employees have access to up-to-date information on each municipality, the formation of statistical reports and much more. It is no less important that as a result of the introduction of IP, transparency and control of property management have increased, which allow us to increase the collection of income and avoid unnecessary costs, for example, late payments of rent, - said Alexander Sinelobov, Minister of Digital Development and Communications of the Nizhny Novgorod Region.
