In March 2023, Yevgeny Miroshnikov, First Deputy Governor of the Belgorod Region - Minister of Digital Development of the Belgorod Region, announced some results of the digital transformation of the region over the previous year.
In 2022, Belgorod MPSC switched to electronic document management with departments when providing most services. This made it possible to reduce the timing of the provision of services, had a positive effect on reducing the financial costs of the region for the delivery of documents, and also made it possible to significantly optimize the process of transferring information.
For 2021-2022. more than 130 base stations were put into operation, which provided communication and mobile Internet to about 50 thousand residents of villages with a population of 100 to 500 people.
In 2022, automated metering systems for the consumption of communal resources began to be installed in houses under construction and houses undergoing major repairs. Work continues on equipping the elevators with dispatch control systems with the output of information on emergency situations to the Intelligent City Control Center. In addition, a system of digitalization of cemeteries was actively introduced in Belgorod, which will make control over the territories more effective.
By the beginning of 2023, 1.2 million users of the Public services portal became in the Belgorod region, which corresponds to 80% of the region's population. In 2022, the number of regional mass socially significant state and municipal services that are provided online increased to 90. In total, more than 600 thousand residents of the region used new services, said Evgeny Miroshnikov.
He also noted the appearance of electronic medical certificates for schools and a single payment document that will help parents get rid of paper receipts.[1]

Six dead and 17 injured in Ukraine missile strike on mall
On February 15, 2024, the Armed Forces of Ukraine delivered the most massive blow to Belgorod since the beginning of the year. Ukrainian troops fired at the city with Serbian 122-mm ER Grad 2000 extended-range missiles launched from the Czech MLRS RM-70 Vampire.
Russian anti-aircraft gunners intercepted part of the ammunition, but the rest hit one of the shopping centers and the territory of school No. 42. Some of the fragments fell into the school stadium, where a woman with a baby was walking at that time, the baby died.
According to the Ministry of Health of the Russian Federation, six people were killed as a result of the shelling, another 17 people, including five children, were injured of varying severity. At the moment, all the victims are provided with all the necessary medical care.
Ukraine shoots down the Russian Il-76 with 65 prisoners of war of the Armed Forces of Ukraine, transported for exchange
On January 24, 2024, a Russian military transport aircraft Il-76 crashed in the Korochansky district of the Belgorod region.
A fire broke out at the scene of the fall. On board were 65 Ukrainian prisoners of war, whom on that day, as part of the planned exchange with the Ukrainian side, they were preparing to exchange.
The launch of an anti-aircraft guided missile on the Russian board of the Il-76 was from Kharkov from a distance of 130 km.
"The defeat of the Il-76 was carried out by the Armed Forces of Ukraine from the area of the village of Liptsy, Kharkov region, using an anti-aircraft missile system.
Radar means of the Russian Aerospace Forces observed the launch of two Ukrainian missiles.
The Ukrainian leadership knew perfectly well that according to the established practice, today Ukrainian servicemen will be transported by military transport aircraft to the Belgorod airfield for exchange.
Nevertheless, the Nazi Kyiv regime took this step, pursuing the goal of accusing Russia of destroying the Ukrainian military. "
2023:14 people killed and 108 injured in Ukraine's missile strike on the city center
On December 30, 2023, the Armed Forces of Ukraine launched one of the largest attacks on the territory of the Belgorod region since the beginning of the Special Military Operation of Russia in Ukraine.
According to the Ministry of Emergency Situations of the Russian Federation, 14 people died, of which two children, 108 were injured.
Ombudsman Maria Lvova-Belova said that four injured children are in intensive care, a total of 17 minors was injured.
Media reports of several fires in the city center. Basically, the blows fell on crowded places - the Pobeda cinema, the shopping center and Cathedral Square.
According to the Ministry of Defense of the Russian Federation, the Armed Forces of Ukraine struck two cluster missiles "Alder" and MLRS "Vampire" of Czech production, some of which were intercepted.
Judging by the places of most of the arrivals, the goal of the Ukrainian formations was precisely the city center and places of accumulation of civilians.
2022: Construction of defensive structures during the conflict in Ukraine
In December 2022, the authorities of the Belgorod region published photos of the defensive structures being built on the border with Ukraine. Their construction began in mid-autumn with the active participation of civil companies.
The images show lines of anti-tank barriers. Previously, their installation attracted reasonable criticism due to the lack of connections between concrete tetrahedra, which made it possible to simply drag them separately. This defect has been corrected: now the elements are connected to each other by a metal cable.
Barbed wire is installed between the rows of barriers in order to complicate the passage of infantry when trying to break through the defense. The shot also included full-length trench lines.
Similar structures are being erected by civilian specialists on the front line in other directions. The construction is large-scale and is not limited to digging trenches: personnel locations are also equipped on site, reinforced with concrete slabs to protect against artillery attacks.
