Casino revenue in Russia for the year increased by 11.1% to 27.1 billion rubles
At the end of 2024, the revenue of casino operators in Russia increased by 11.1%, amounting to 27.1 billion rubles. The largest share in the structure of total revenue (43.21%) is occupied by the Domein organization, which manages the Krasnaya Polyana gambling zone. These are the results of a study by the analytical company NeoAnalytics, which TAdviser got acquainted with in March 2026.
According to the analysis, the volume of the gambling market in the Russian Federation demonstrates steady growth, which is confirmed both by the financial reporting of operators and the dynamics of tax revenues. At the end of 2025, the total volume of tax on the gambling business (including all segments of the industry) reached 3.1 billion rubles. For comparison: in the period from 2020 to 2024, inclusive, the amount of funds transferred to the budget was in the range of 1.6-1.8 billion rubles.
NeoAnalytics experts note a change in the model of functioning of the industry. Despite territorial restrictions, the market is evolving through the transformation of classic offline casinos into multifunctional tourist complexes. Gambling establishments are increasingly positioned as centers of integrated leisure. This trend expands the competitive field, involving companies from related service areas in the casino orbit, and contributes to further growth in revenue and market volume.
Data from the Association of Entertainment and Event Tourism Operators (AIRIS) confirm this dynamic. In 2024, the attendance of the Krasnaya Polyana gambling zone reached 907 thousand people, which is 9.5% more than a year ago.
As the general director of the gambling zone Natalia Voldaeva explained, the increase in tourist flow is provided mainly due to the development of event tourism and joint events with the Krasnaya Polyana resort. According to Voldaeva, revenues from non-gaming business areas increase annually; at the end of 2024, they increased by 14.6% compared to the level of 2023.[1][2][3][4]

The total number of visitors to Russian gambling zones exceeded 2.1 million people in 2024, which is 10% more than in 2023, when 1,912,568 people were recorded. The growth was demonstrated by all the main gambling zones of the country, while the largest increase was shown by Siberian Coin with an increase in attendance by 215%. This is evidenced by the data of the Association of Entertainment and Event Tourism Operators (AIRIS), which TAdviser got acquainted with in July 2025.
The gambling zone "Krasnaya Polyana" received 907,015 visitors, which is 9.5% higher than the previous period. "Siberian Coin" served 165,055 guests, showing a record growth of 215% compared to the previous year.
The Sobranie Gambling Zone received 415,325 guests, increasing attendance by 13.4%. The two Shambhala casinos jointly served 621,025 guests, which together provided a significant increase to 2023.
The share of foreign tourists remains low in the structure of visitors to Russian gambling zones. In Vladivostok, the casino "Shambhala" and Tigre de Cristal noted the increased interest of guests from the Asian region.
AIRIS Executive Director Dmitry Anfinogenov noted that gambling zones maintain the correct course towards integration into the tourism industry. Russia He stressed that the growth of non-gaming revenues, new event formats and diversification of services show the industry going beyond gambling.
Anfinogenov explained that in gambling zones they create unique impressions, including cultural, gastronomic and sports. This strengthens the attractiveness of the regions and stimulates domestic tourism.
Non-gaming revenues continue to grow steadily in all gambling zones. Siberian Coin increased revenue from non-gaming areas to ₽650 million, which is 127.54% more than in 2023.
SSobranie increased non-gaming revenues to ₽89,7 million, showing an increase of 23.6%. Two Shambhala complexes earned a total of about ₽235,5 million in the non-game segment. The Shambhala complex in Kaliningrad received ₽38,9 million from non-gaming areas. Vladivostok complex "Shambhala" earned ₽196,7 million in the non-game segment.[5]
Three largest gambling zones in Russia: Krasnaya Polyana, Tigre de Cristal, Sobranie
At the end of 2024, the three largest gambling zones Russia - "" Krasnaya Polyana(), Sochi Tigre de Cristal (Primorye) and Sobranie casino ("Amber") - Kaliningrad region showed an increase in tax deductions and visitor interest. The leader in deductions remains the gambling zone "Krasnaya Polyana," which transferred ₽1,369 billion to the budget, which is slightly more than in 2023 (₽1,3 billion). Tigre de Cristal sent ₽626 million, and Sobranie Casino - ₽284 million, an increase of 20.15% compared to the previous year.
The second position on tax revenues was taken by two casinos of the Shambhala brand located in Primorye and the Kaliningrad region. The total amount of their deductions amounted to ₽271 million, with the seaside branch increasing payments by 22.08%. The Siberian Coin gambling zone in Altai transferred ₽122,8 million to the budget, which is 34.25% more than in 2023.
The increase in tax revenues is directly related to the increase in the number of visitors. In 2024, Krasnaya Polyana attracted 907,015 guests, which is 9.5% more than a year earlier. The Kaliningrad gambling zone received 415,325 people (+ 13.4%), and two Shambhala facilities served more than 621 thousand visitors. In Primorye, there is high interest from tourists from Asian countries, which contributed to an increase in the total flow to 2.1 million people, or 10% more than in 2023.
According to Dmitry Anfinogenov, executive director of the Association of Entertainment and Event Tourism Operators, gambling zones are actively integrating into the tourism infrastructure, offering not only gambling, but also cultural, gastronomic and sports events. In 2024, the efforts were aimed at expanding the range of non-gaming services, which stimulates the development of domestic tourism.[6]

In November 2024, the Association of Entertainment and Event Tourism Operators (AIRIS) presented statistics on the attendance of gambling zones in Russia. At the end of 2023, 906 thousand people visited three gambling zones, which is 17% higher than in 2022.
According to RBC, the largest share of visits fell on the Krasnaya Polyana gambling zone in Sochi - 631 thousand people. "Amber" in the Kaliningrad region received 204 thousand guests, "Siberian coin" in the Altai Territory - 71 thousand visitors.
AIRIS Executive Director Dmitry Anfinogenov connects the positive dynamics with the development of event tourism in the regions. Gambling zones expand the range of entertainment services, offering guests concerts, gastronomic dinners, sports shows and business events. Revenues from non-gaming activities increased by 37% compared to 2022.
Tax revenues from gambling zones in 2023 amounted to ₽1,5 billion. The leader in deductions was Krasnaya Polyana, which replenished the budget for ₽1,2 billion. Yantarnaya contributed ₽210 million, Siberian Coin - ₽101 million. Tax rates vary depending on the region: ₽125 thousand per month must be paid for one gaming table in the Altai Territory, and ₽250 thousand in Sochi.
The head of the InterMedia agency (Intermedia Information Agency) Yevgeny Safronov considers the potential of the industry significantly higher than the achieved indicators. Before the introduction of legislative restrictions in Russia, more than 6 thousand licenses for gambling were issued, and the market turnover was $6 billion.
There are four legal gambling zones in Russia: Krasnaya Polyana, Siberian Coin, Yantarnaya and Primorye. The fifth zone - the "Golden Coast" in Yalta - is at the construction stage. The organization of gambling is allowed only within special gambling zones. From slot machines to concert programs to gastronomic events, each area offers a variety of activities.[7]
