2024: Three of the biggest gambling zones

At the end of 2024, the three largest gambling zones Russia - "" (), Krasnaya Polyana Sochi Tigre de Cristal (Primorye) and the SOBRANIE casino (Yantarnaya, Kaliningrad region) - showed an increase in tax deductions and visitor interest. According to Rambler, the leader in deductions is the Krasnaya Polyana gambling zone, which transferred ₽1,369 billion to the budget, which is slightly more than in 2023 (₽1,3 billion). Tigre de Cristal sent ₽626 million, and SOBRANIE casino - ₽284 million, increasing the figure by 20.15% compared to the previous year.

The second position on tax revenues was taken by two casinos of the Shambhala brand located in Primorye and the Kaliningrad region. The total amount of their deductions amounted to ₽271 million, with the seaside branch increasing payments by 22.08%. The Siberian Coin gambling zone in Altai transferred ₽122,8 million to the budget, which is 34.25% more than in 2023.

The increase in tax revenues is directly related to the increase in the number of visitors. In 2024, Krasnaya Polyana attracted 907,015 guests, which is 9.5% more than a year earlier. The Kaliningrad gambling zone received 415,325 people (+ 13.4%), and two Shambhala facilities served more than 621 thousand visitors. In Primorye, there is high interest from tourists from Asian countries, which contributed to an increase in the total flow to 2.1 million people, or 10% more than in 2023.

According to Dmitry Anfinogenov, executive director of the Association of Entertainment and Event Tourism Operators, gambling zones are actively integrating into the tourism infrastructure, offering not only gambling, but also cultural, gastronomic and sports events. In 2024, the efforts were aimed at expanding the range of non-gaming services, which stimulates the development of domestic tourism.[1]

Increase in casino traffic by 17% to 906 thousand people

In November 2024, the Association of Entertainment and Event Tourism Operators (AIRIS) presented statistics on the attendance of gambling zones in Russia. At the end of 2023, 906 thousand people visited three gambling zones, which is 17% higher than in 2022.

According to RBC, the largest share of visits fell on the Krasnaya Polyana gambling zone in Sochi - 631 thousand people. "Amber" in the Kaliningrad region received 204 thousand guests, "Siberian coin" in the Altai Territory - 71 thousand visitors.

AIRIS Executive Director Dmitry Anfinogenov connects the positive dynamics with the development of event tourism in the regions. Gambling zones expand the range of entertainment services, offering guests concerts, gastronomic dinners, sports shows and business events. Revenues from non-gaming activities increased by 37% compared to 2022.

Tax revenues from gambling zones in 2023 amounted to ₽1,5 billion. The leader in deductions was Krasnaya Polyana, which replenished the budget for ₽1,2 billion. Yantarnaya contributed ₽210 million, Siberian Coin - ₽101 million. Tax rates vary depending on the region: ₽125 thousand per month must be paid for one gaming table in the Altai Territory, and ₽250 thousand in Sochi.

The head of the InterMedia agency (Intermedia Information Agency) Yevgeny Safronov considers the potential of the industry significantly higher than the achieved indicators. Before the introduction of legislative restrictions in Russia, more than 6 thousand licenses for gambling were issued, and the market turnover was $6 billion.

There are four legal gambling zones in Russia: Krasnaya Polyana, Siberian Coin, Yantarnaya and Primorye. The fifth zone - the "Golden Coast" in Yalta - is at the construction stage. The organization of gambling is allowed only within special gambling zones. From slot machines to concert programs to gastronomic events, each area offers a variety of activities.[2]
