2024: Russia is creating ultra-fast backbone networks for telemedicine and industry. The project is supported by the government
On October 7, 2024, it became known about plans to create interregional communication networks in Russia with a signal delay for priority traffic. The project, aimed at the development of telemedicine and remote industrial management, received government support and is included in the Telecommunications Industry Development Strategy until 2035.
According to CNews, the new infrastructure is designed to ensure the functioning of the so-called tactile Internet, which will allow the implementation of virtual and augmented reality technologies, high-quality video streaming telesurgery, as well as real-time control of unmanned aerial vehicles.
According to the Strategy, the development of digitalization of various sectors of the economy requires minimizing signal delay in mobile communication networks to guaranteed values, in some cases not exceeding 1 ms. Such characteristics are necessary for the implementation of smart city concepts, urban security systems, automation of production processes and the development of the gaming industry.
However, telecommunications market experts express doubts about the realism of achieving such low delays at the interregional level. The CNews source claims that a delay of 100 ms is enough for industrial control, and 10-20 ms for telemedicine.
Deputy Minister of Health Vadim Vankov said that a telecommunications infrastructure with three levels of information interaction has already been created in the healthcare sector: federal, regional and level of medical organization. In 2024, the infrastructure of the secure network is being updated in accordance with the requirements of regulators.
The implementation of the project of ultra-fast trunk networks is associated with a number of calls. According to the Strategy, by 2026 there is a risk of full utilization of the existing fiber-optic communication lines (fiber-optic lines) trunk infrastructure due to annual traffic growth of more than 25%. In addition, in the period until 2035, most of the main fiber-optic lines will have to be replaced due to the progressive darkening of the optical fiber.[1]

Approval of the strategy for the development of the communications industry until 2035
Prime Minister Mikhail Mishustin signed a decree approving the strategy for the development of the communications industry until 2035. The corresponding document was published in early December 2023. It follows from it that:
- by 2035, 98% of Russian Internet users should be able to network connection at a speed of 1 Gbps or more based on a secure communication infrastructure;
- by 2035, 50% of users will have access to 10 gigabit communication channels;
- by 2030, almost 100% of households and socially significant objects in settlements with more than 10,000 residents will have access to gigabit communication channels;
- 4.5 times the capacity of trunk lines for cross-border data transmission compared to 2022. The level of reliability of fixed communication will increase;
- 3G abandonment is planned to be completed by 2027;
- the deployment of 5G and 6G-Ready networks is planned for implementation from 2030;
- 5G coverage will be in territories where 60% of the population of the Russian Federation lives;
- the average mobile Internet speed will be at least 125 Mbps;
- by the end of 2035, access to 5G on domestic communication equipment should appear in all cities of Russia with a population of over 100 thousand people;
- the state orbital constellation of Russian satellites in geostationary orbits will be updated as part of the implementation of the communications industry strategy until 2035. 19 spacecraft will be created and put into orbit.
According to the press service of the Cabinet, the strategy for the development of the communications industry until 2035 is based on the following areas:
- building a modern and secure telecommunications infrastructure;
- introduction of new technological solutions;
- development of scientific and personnel potential;
- improving the regulatory legal framework for providing citizens, businesses and the state with high-quality, demanded and competitive communication services.
The strategy also provides for the phased introduction of new generations of communication networks based on domestic technologies, the development of a domestic secure data storage infrastructure, measures to improve reliability, security, fault tolerance of communication networks, the development of a domestic satellite group for the provision of communication services throughout Russia.
The development of a long-term strategy for the communications industry was instructed by Russian President Vladimir Putin. As noted in the government, the projects outlined in the document are aimed at achieving state goals to provide the population with high-quality and affordable communication services and broadband access to the Internet, strengthen technological sovereignty, and further economic development of the country.
The strategy was developed with the participation of major telecom operators, domestic manufacturers of telecommunications equipment, software developers and information protection tools, scientific and educational organizations, and industry associations.
At the direction of the president, the government has prepared and approved a strategy for the development of the communications industry for the next 12 years. The signed document forms the conditions for building a modern, secure information infrastructure, which is very important for the introduction of modern innovative solutions, − said Mikhail Mishustin. |
According to the Prime Minister, the strategy involves citizens' access to high-quality communication and data transfer services regardless of the region of Russia.

Publication of the final document of the communication industry development strategy
In August 2023, a strategy for the development of the communications industry in Russia until 2035 was published. The document includes 9 key initiatives:
- introduction of economically justified indexation of tariffs for communication services, which will increase the investment opportunities of operators;
- the assumption of tariff indexation above the inflation rate when the operator reinvests a significant part of the additional profit received in significant projects for the development of communication networks and the development of new technologies;
- transition from implementation of network neutrality principle to rational and cost-effective distribution of communication network resources between consumers of their services. This refers to the creation of mechanisms to ensure the alignment of market conditions between telecom and Internet companies, which, among other things, provide for the possibility of the regulatory authorities introducing a minimum tariff charged by telecom operators for the passage of traffic from the largest Internet companies within the framework of concluded direct contracts.
- Lower operator and data center (DPC) costs with infrastructure deployments
- simple creation and modernization of communication networks, as well as providing access for operators to infrastructure for placing network equipment. To do this, we are considering the introduction of preferential tariffs for communication companies for placing communication facilities on state property, the introduction of preferential access for data center operators to electric networks and preferential tariffs for paying for electricity consumed, etc.;
- sharing of radio frequency bands by civil and special consumers;
- expansion of support for the production and introduction of domestic telecom equipment under the state program "Development of the electronic and radio-electronic industry," including by allocating additional amounts of financing (co-financing of expenses, preferential loans, compensation);
- creation and modernization of satellite communication groupings, including for implementation of hybrid networks;
- ensuring cyber security the infrastructure of the Russian Federation, which includes the transition to trusted solutions, the introduction of standards for the use of the one that meets the requirements; information security ON
- development of personnel in the industry.
We intend to implement the strategy in two stages: in the periods from 2023 to 2030 and from 2031 to 2035. In the first stage, it is planned to introduce domestic LTE equipment on communication networks, completion of 3G usage, development of infrastructure for 5G and 6G-Ready standards, development of support infrastructure sharing by operators to deploy fifth generation networks, establishment of a domestic low-orbit satellite constellation to provide broadband access in certain regions of Russia, expanding the interaction of scientific organizations with participants in the communications industry, etc.
The second stage includes an Internet connection using fixed-line networks of 98% of households and socially significant objects at a speed of at least 1 Gbps, the introduction of 5G networks on domestic equipment in all cities with a population of 100 thousand or more, commercial operation of the 6G, a massive transition to network virtualization technology and software-configurable networks with an open architecture and the ability to embed network applications, etc.
The final draft of the strategy for the development of the communications industry until 2035 was published by one of the co-authors of the document and the creator of the Telekommunalka Telegram channel Alexei Slukin. According to him, he does not like some points of the strategy, for example, about a single private note operator. At the same time, the strategy is a fundamental document that outlines the vector of development with broad strokes, the expert emphasized.

The Russian government has identified the main legislative changes that will be included in the strategy for the development of the communications industry until 2035 - the final list includes 25 initiatives out of 115. Among the most important legislative changes, the deputy noted those that will contribute to the development of the industry in the following areas - the elimination of intersectoral barriers to the development of the communications industry, ensuring the stability and security of the functioning of communication networks, the development of hybrid communication networks, dynamic management of the radio frequency spectrum, support for domestic manufacturers, as well as training and advanced training personnel for the communications industry.

This dependence has been built for many years, so it is almost impossible to get rid of it at once. As Kommersant writes with reference to the draft strategy, in 2022 investments in the Russian communications industry fell by 5.8%, primarily due to mobile operators, which form 38% of the total investment and reduced them by 17.6%. The drop in profitability led to a decrease in its investment attractiveness. However, the situation may change due to the accession of new regions to Russia, thanks to the development of domestic equipment and the refusal to develop outdated technologies, the authors of the document believe.
They clarify that for the development of the telecommunications market in Russia, it is necessary to completely replace LTE and earlier generations communication equipment on networks by 2023, and in 2027 the use of the 3G standard will be completed. MTS told the newspaper that they are going to disconnect 3G networks gradually after 2025, as subscribers abandon 3G devices without LTE support.
The publication writes that the roadmap for the development of communications, approved by the government of the Russian Federation at the end of 2022, said that already in 2023 about 100 thousand people in the Russian Federation will be able to use 5G based on domestic solutions, and in 2030 their number should increase to 50 million.
The strategy notes that the achievement of the "declared ambitious goals" will require new principles of interaction between operators, with government agencies, as well as with participants in the transport and energy infrastructure. In 2035, tools for "joint and dynamic frequency distribution between operators" will appear. At the same time, the civilian communication networks created will be "initially designed for the needs of public administration, defense, security and law enforcement."[2]
