2026: Allocation of 2.21 billion rubles for the Fedproekt "Personnel for Space"

A total of over 7 billion rubles will be allocated for the implementation of the federal project "Personnel for Space" in the period from 2026 to 2028. This is stated in the passport of the state program "Scientific and Technological Development of the Russian Federation," published at the end of September 2025.

According to TASS, in 2026, 2.21 billion rubles will be allocated for the events of the Personnel for Space Fedproject. In 2027, the costs in this area will increase to 2.43 billion rubles, and in 2028 will amount to 2.5 billion rubles. Thus, a total of 7.14 billion rubles are planned to be spent in three years.

"Personnel for Space" is part of the national project to ensure technological leadership "Development of space activities of the Russian Federation for the period up to 2030 and for the future until 2036." Its goal is to become a technologically independent and globally competitive space industry, forming new markets in promising technologies and services. To solve the tasks set, as noted in the Government of the Russian Federation, it will be necessary to think over the programs of fundamental research of space objects and support measures to attract highly professional young specialists to the industry.

The tasks of the Fedroject "Personnel for Space," among other things, include the creation of school satellites, the launch of student spacecraft, the training of more than 55 thousand students and young scientists, registration of patents in the relevant field, etc.

In addition to "Personnel for Space," the national project included such federal initiatives as "Space Science," "Space Atom," "Production and Technological System," "Communication and Earth Observation," etc. Until 2036, it is planned to allocate approximately 4.4 trillion rubles of budget funds for the national project.[1]

Ministry of Education and Science Russia initiates the federal project "Personnel for Space" of the national project "Cosmos," which starts on January 1, 2026 and will last until 2030 with a perspective until 2036. The program will affect more than 1 million schoolchildren and attract more than 55 thousand students to train specialists in the space industry. According to ComNews, space classes will be created within the framework of the project and their work will be strengthened. The number of regions and schools where children study space directions will increase. There is a separate direction for involving schoolchildren through contests, creating platforms and payloads.

Vedekhin noted that schoolchildren will be able to participate in the creation of spacecraft and payloads, which will help interest children in space topics from an early age. The Ministry of Education and the Innovation Assistance Fund are jointly implementing this project.

In children's all-Russian centers "Artek," "Ocean" and "Eaglet" will create a special infrastructure for acquaintance of children with space topics. Work on space education has been ongoing in Russia for many years, and the federal project will strengthen existing initiatives.

Additional vocational training on modern educational programs in the space sphere will be held for students, teachers and other university employees. Universities that want to engage in space, but do not have sufficient competencies and experience, will receive a small spacecraft designer with a mission simulator.

The program simulates the behavior of the device in space and transmits signals, which allows you to train on an inexpensive but affordable designer. For universities with experience or ready to develop platforms and payloads for satellites, this opportunity will be provided.[2]

Approval in Russia of a national project on space with funding of ₽4,4 trillion

The national project for the development of the space industry with funding of ₽4,4 trillion was approved by the president. The rocket should become the basis for commercial and state missions for the coming decades.

Financing of the program is provided completely without budgetary restrictions. Bakanov noted the favorable attitude of the Ministry of Finance to the requests of Roscosmos. The total amount includes funds for the federal project on the space atom and the direction of development of space science. All planned expenses are indexed for future periods.[3]

The government first presented the national project "Cosmos"

For the first time, the Russian government has presented the structure of the Cosmos national project, which includes eight federal projects and provides funding in the amount of ₽4,5 trillion. Two federal projects - Space Science and Space Atom - are aimed at developing the solar system. The projects "Production and Technological System" and "Personnel" are aimed at developing the industry and increasing the efficiency of Roscosmos and its enterprises.

Four federal projects are devoted to the development of the near-Earth economy. These include "Modern Competitive Access to Space," "Manned Astronautics," "Communication and Earth Observation," and "Navigation and Time."

The national project has a wide partnership with the private sector of the economy. This will reduce the burden on the state budget and increase the efficiency of the industry through market mechanisms. Attracting private companies will be one of the key elements of the implementation of space programs.[4]
