2024: Digital student cards and credit books are launched on the State Public services portal

In April 2024, Prime Minister Mikhail Mishustin signed a decree on the launch of an experiment to introduce electronic student tickets and credit books in Russia. These documents will be available on the State Public services portal.

According to the press service of the Ministry of Digital Development, in the application "Public services" the student card will be in the form of a QR code. It can be used in the following cases:

  • when buying a discounted travel ticket for students;
  • when visiting museums, concerts and other cultural events, which students can get to for free or at a discount. The list of such places can be found on Public services;
  • to enter the college or university grounds;
  • to track academic performance.

Electronic student tickets and credit books introduced in Russia

As explained in the Ministry of Digital Development, when buying travel tickets using special applications, the student discount will be applied automatically if you log in using the Public services.

The pilot project will be held from April 25, 2024 to December 31, 2025 on a voluntary basis and will affect college and university students, as well as graduate students and residents. It will be able to participate in the leadership and executive bodies of the regions, local administrations, unitary transport enterprises of the constituent entity of the Russian Federation or the municipality, federal, regional and municipal cultural institutions, universities and scientific institutions, railway transport organizations, a single operator of the biometric system. The Ministry of Education and Science, Rosobrnadzor, Ministry of Digital Development, the Ministry of Transport and the Ministry of Culture will be responsible for the experiment.

As Kommersant notes, one of the tasks of the experiment on the introduction of digital student cards and credit books is the testing of a mechanism for increasing the availability of obtaining and providing information about training in universities or scientific organizations.[1]

2023: Launch of an experiment to introduce electronic student documents

On November 13, 2023, the Ministry of Digital Development of the Russian Federation announced the introduction of electronic account books, student tickets and other documents confirming the training. They will be available on the State Public services portal.

As specified in the department, with the help of electronic documents it will be possible:

  • buy tickets at a discount for students on long-distance trains, electric trains;
  • issue a pass for city transport;
  • attend concerts, museums and other cultural events, where discounts are provided to students;
  • go to the university territory;
  • any time to track your performance.

It is noted that students of bachelor's, specialty, master's, as well as residents, graduate students will be able to use electronic documents. The service is being implemented within the framework of the Digital Economy national project.

According to the draft government decree, which the Ministry of Digital Development published on the federal portal of draft regulatory legal acts, it is planned to conduct an experiment on the formation of electronic student and credit books for their further display on the Public services portal from November 20, 2023 to December 31, 2023. The document defines the procedure and conditions for testing the mechanism, interaction with the portal of public services and the procedure for using information about student tickets and other documents posted in the personal account.[2]

2021: Introduction of a single electronic credit book in universities

The head of the Ministry of Digital Science Maksut Shadayev in early September 2021 announced the upcoming introduction of a single electronic credit book in universities. According to the minister, the innovation will work in early 2022.

"

The Ministry of Science and Higher Education notes that universities have autonomy, which means independence in the implementation of educational, scientific, administrative, financial and economic activities, the development and adoption of local regulations in accordance with federal law, other regulatory legal acts of the Russian Federation and the charter of an educational organization.

The department added that such a practice contributes to the development of the information society, the introduction of new services and the optimization of the educational process.[3]
