2023: 1.5-fold increase in shoe imports to 474 million pairs
The volume of shoe imports to Russia increased from 309 to 474 million pairs for the period from 2020 to 2023. BusinessStat TAdviser got acquainted with such data in December 2024.
According to researchers, the largest increase in import supplies was recorded in 2021 - by 20.6%, which almost corresponded to the growth rate of footwear sales in Russia, which amounted to 18.2%. The chart shows a steady upward trend in imports from 2020.
In the next two years, imports continued to grow actively: in 2022, the figure reached 417 million pairs, and in 2023 increased to 474 million pairs. At the same time, the growth rate of imports significantly outstripped the dynamics of retail sales, which led to the formation of excess inventory.
In 2019, the volume of imports was 328 million pairs, after which in 2020 there was a decrease to 309 million pairs, which is reflected on the graph by negative dynamics of minus 6%. Since 2021, a steady upward trend has begun with an increase of 20.6%.
The long and warm autumn of 2024 significantly affected the market, causing a later start to the winter shoe sales season. As a result, the winter assortment purchased by retailers did not receive the expected demand from consumers.
Analysts predict a reduction in shoe imports in 2024 compared to 2023, but this will not be enough to normalize inventory levels by the end of the year. Market participants are already planning to further reduce the volume of purchases in 2025.
It is expected that a gradual reduction in import supplies in subsequent periods will help establish a balance between supply and demand in the Russian shoe market, as well as normalize the level of inventory in retail chains.[1]

The production of sports shoes in Russia increased by 65%
The production of sports shoes in Russia in 2022 increased by 65% compared to 2021. Such data from the Ministry of Industry and Trade were released at the end of July 2023.
As Izvestia writes on the materials of the department, the sports segment has become the driver of the entire shoe market, the volume of which in 2022 reached 168 million pairs, which is 5% more than a year ago.
According to the Ministry of Industry and Trade, the increase in the production of sports shoes can be explained by a seasonal factor. We are talking about the involvement of people in sports topics. In addition, Russian manufacturers were able to occupy a niche of foreign brands.
The ministry noted that in Russia they began to create and develop new names while foreign sports brands of the mass segment suspended work in the country.
The department added that the consumer is more willing to learn about Russian brands, as evidenced by the fact that a number of stylist bloggers have reoriented themselves to Russian names. Also, data from specialized TV programs and print media also speak of a big response from buyers.

The whole world has gradually switched to more functional things. For example, these are jeans and sneakers, the wearing of which is permissible in a number of official institutions. Footwear sales in Russia decreased by 10%
The volume of the Russian shoe market in 2022 amounted to 290 million pairs, which is about 10% less than a year earlier. At the same time, the average cost of products in comparison with the same periods increased by 9.6%, to 2,445 rubles. This is stated in a review of the shoe industry prepared by the CRPT (operator of the Honest Sign system) together with the National Scientific Center for Competencies in the Field of Combating Illegal Trafficking of Industrial Products (NNCC) under the Ministry of Industry and Trade. The study was released in late March 2023.
The decline in sales in the shoe market is partly due to the departure of Western brands from the country. After dozens of large manufacturers suspended trade in Russia, a number of domestic companies began to produce shoes under their own trademarks.
According to experts, the average price of ked in Russia in 2022 increased by 20.4%, to 2802 rubles, sandals - by 19.5%, to 1913 rubles, felt boots - by 16.9%, to 1803 rubles, shoes - by 17.3%, to 2467 rubles. Boots for the year on average went up by 7.3%, up to 3330 rubles, slippers - by 8.6%, up to 630 rubles, sandals - by 4.5%, up to 4,056 rubles, galoshes - by 28.3%, up to 453 rubles.
Sales to consumers in retail outlets dominate the market structure for 2022: their share in the total volume is 68%. The growth of the remote sales segment is noticeable: its average contribution to sales increased from 5% in 2021 to 5.8% in 2022.
As Kommersant notes in 2022, Russian fashion market players began to experiment with new formats for themselves. So, large shoe manufacturers began to launch clothing lines under their own brands. It is assumed that such products should replace the goods of Western brands leaving Russia on the market.[3]

In September 2016, the DISCOVERY Research Group marketing agency completed a study of the Russian shoe market.
The volume of the Russian footwear market in the first half of 2016 decreased by 14.1% compared to the first half of 2015 and amounted to 135.2 million pairs. In value terms, the volume of the shoe market reached 700.1 billion rubles, which is 22% more than in the first half of 2015.
If we consider the segmentation of shoes produced in Russia by purpose, then the largest segment here is home shoes: in the first floor. In 2016, 7.96 million pairs were produced. Special shoes were produced 2.57 million pairs, sports shoes - 0.86 million pairs.
