2024: Footwear production for the year increased by 64.2% and reached 110 billion rubles
The volume of footwear production Russia in increased from 67 billion rubles in 2023 to 110 billion rubles a year later (an increase of 64.2%). This is evidenced by data Rosstat published in February 2025.
The total production of leather shoes in the Russian Federation in 2024 reached 144 million pairs, which is 10.9% higher than in 2023. The production of waterproof shoes on sole and with a top of rubber or plastic (except for shoes with a protective metal toe) increased by 1.4% and reached 20 million pairs. The production of shoes on sole and with a top of rubber or plastic, except for waterproof or sports shoes, decreased by 2.5%, to 18.1 million pairs.
In 2024, the production of shoes with leather tops in Russia amounted to 20.5 million pairs, which is 9.4% lower than in 2023. This indicator does not include shoes with a protective metal underbelt, as well as sports shoes and various types of special shoes.
It also follows from the materials of Rosstat that the production of ski shoes in Russia in 2024 amounted to 742 thousand pairs, which is 2.4% less than a year ago.
According to RBC analysts, in 2024 the Russian shoe market directly faced the following challenges:
- problems with logistics and the termination of cooperation with suppliers of materials and equipment, primarily from unfriendly states, difficulties with cross-border payments;
- the departure of a large number of international players working in various spheres of the economy from Russia;
- rising prices for shoes and other goods due to spikes in foreign exchange rates, increased logistics costs, "overclocking" demand and inflation against the background of general nervousness and a negative news background;
- negative demographic phonon, which is already reflected in the children's segment of shoes.
2023
Shoe sales up 12.7% to ₽234,7 billion
The revenue of companies in the Russian retail market for footwear and leather products in 2023 amounted to ₽234,7 billion, which is 12.7% more than in 2022. The analytical company AnalyticResearchGroup TAdviser got acquainted with such data in February 2025.
According to RBC, the average annual growth rate of the industry from 2005 to 2023 was 21%. At the same time, the volume of investments in fixed assets of companies in this segment in 2023 increased by 83.5% to ₽2,2 billion.
The market leaders in terms of revenue in 2023 were:
- Kari chain of stores - ₽93,8 billion.
- Rendez-Vous network - ₽34 billion.
- Zenden Group - ₽14,7 billion
According to geoinformation systems, the largest number of shoe stores is located in three cities of Russia:
- Moscow - 4.7 thousand stores.
- St. Petersburg - 2 thousand stores.
- Krasnodar - 1.2 thousand stores.
AnalyticResearchGroup analysts predict that the market will grow at a CAGR of 4.3% between now and 2028.
The study included more than 600 companies, their total revenue in 2023 increased by 12.2% and reached ₽267,6 billion. Statistics on the volume of investments take into account only organizations of medium and large businesses.
According to experts, the volume of investments in the industry until 2028 will grow by an average of 2.8% annually. In 2024, investments are expected to increase to ₽2,4 billion.
Since 2005, the Russian market for footwear and leather products has shown steady growth, despite periodic fluctuations. The expansion of retail chains and the increase in the number of stores in large cities contributes to the development of the industry.
Analysts note a high level of market concentration - the three largest players form a significant share of the industry's total revenue. At the same time, the development of retail chains and the opening of new retail outlets continues in the regions.[1]
Increase in shoe imports by 1.5 times to 474 million pairs
The volume of shoe imports to Russia increased from 309 to 474 million pairs for the period from 2020 to 2023. BusinessStat TAdviser got acquainted with such data in December 2024.
According to researchers, the largest increase in import supplies was recorded in 2021 - by 20.6%, which almost corresponded to the growth rate of footwear sales in Russia, which amounted to 18.2%. The chart shows a steady upward trend in imports from 2020.
In the next two years, imports continued to grow actively: in 2022, the figure reached 417 million pairs, and in 2023 increased to 474 million pairs. At the same time, the growth rate of imports significantly outstripped the dynamics of retail sales, which led to the formation of excess inventory.
In 2019, the volume of imports was 328 million pairs, after which in 2020 there was a decrease to 309 million pairs, which is reflected on the graph by negative dynamics of minus 6%. Since 2021, a steady upward trend has begun with an increase of 20.6%.
The long and warm autumn of 2024 significantly affected the market, causing a later start to the winter shoe sales season. As a result, the winter assortment purchased by retailers did not receive the expected demand from consumers.
Analysts predict a reduction in shoe imports in 2024 compared to 2023, but this will not be enough to normalize inventory levels by the end of the year. Market participants are already planning to further reduce the volume of purchases in 2025.
It is expected that a gradual reduction in import supplies in subsequent periods will help establish a balance between supply and demand in the Russian shoe market, as well as normalize the level of inventory in retail chains.[2]

The production of sports shoes in Russia increased by 65%
The production of sports shoes in Russia in 2022 increased by 65% compared to 2021. Such data from the Ministry of Industry and Trade were released at the end of July 2023.
As Izvestia writes on the materials of the department, the sports segment has become the driver of the entire shoe market, the volume of which in 2022 reached 168 million pairs, which is 5% more than a year ago.
According to the Ministry of Industry and Trade, the increase in the production of sports shoes can be explained by a seasonal factor. We are talking about the involvement of people in sports topics. In addition, Russian manufacturers were able to occupy a niche of foreign brands.
The ministry noted that in Russia they began to create and develop new names while foreign sports brands of the mass segment suspended work in the country.
The department added that the consumer is more willing to learn about Russian brands, as evidenced by the fact that a number of stylist bloggers have reoriented themselves to Russian names. Also, data from specialized TV programs and print media also speak of a big response from buyers.

The whole world has gradually switched to more functional things. For example, these are jeans and sneakers, the wearing of which is permissible in a number of official institutions. There are other indulgences: for example, with strict suits or women's dresses, you can wear sports shoes.

Footwear sales in Russia decreased by 10%
The volume of the Russian shoe market in 2022 amounted to 290 million pairs, which is about 10% less than a year earlier. At the same time, the average cost of products in comparison with the same periods increased by 9.6%, to 2,445 rubles. This is stated in a review of the shoe industry prepared by the CRPT (operator of the Honest Sign system) together with the National Scientific Center for Competencies in the Field of Combating Illegal Trafficking of Industrial Products (NNCC) under the Ministry of Industry and Trade. The study was released in late March 2023.
The decline in sales in the shoe market is partly due to the departure of Western brands from the country. After dozens of large manufacturers suspended trade in Russia, a number of domestic companies began to produce shoes under their own trademarks.
According to experts, the average price of ked in Russia in 2022 increased by 20.4%, to 2802 rubles, sandals - by 19.5%, to 1913 rubles, felt boots - by 16.9%, to 1803 rubles, shoes - by 17.3%, to 2467 rubles. Boots for the year on average went up by 7.3%, up to 3330 rubles, slippers - by 8.6%, up to 630 rubles, sandals - by 4.5%, up to 4,056 rubles, galoshes - by 28.3%, up to 453 rubles.
Sales to consumers in retail outlets dominate the market structure for 2022: their share in the total volume is 68%. The growth of the remote sales segment is noticeable: its average contribution to sales increased from 5% in 2021 to 5.8% in 2022.
As Kommersant notes in 2022, Russian fashion market players began to experiment with new formats for themselves. So, large shoe manufacturers began to launch clothing lines under their own brands. It is assumed that such products should replace the goods of Western brands leaving Russia on the market.[4]

In September 2016, the DISCOVERY Research Group marketing agency completed a study of the Russian shoe market.
The volume of the Russian footwear market in the first half of 2016 decreased by 14.1% compared to the first half of 2015 and amounted to 135.2 million pairs. In value terms, the volume of the shoe market reached 700.1 billion rubles, which is 22% more than in the first half of 2015.
If we consider the segmentation of shoes produced in Russia by purpose, then the largest segment here is home shoes: in the first floor. In 2016, 7.96 million pairs were produced. Special shoes were produced 2.57 million pairs, sports shoes - 0.86 million pairs.
