In November 2024, the full cost of the high-speed railway from Moscow to St. Petersburg was disclosed - 2.35 trillion rubles. Of the NWF, only 300 billion rubles will be allocated for construction.

Another 329 billion rubles are added by the regions, Russian Railways and shippers (19 billion rubles) as the authorized capital of the HSR Two Capitals Management Company. Also, 29 billion rubles is a capital grant from the grantor to buy out the territory. In addition, another 450 billion rubles will be attracted at the expense of bonds of the Non-State Pension Fund (NPF).

The federal budget allocated 25.6 billion rubles for the creation of the high-speed railway until 2027

The state plans to involve shippers in the construction of the HSR. They were invited to buy 5.8% of the concessionaire's parent company for 19 billion rubles, and in exchange, in addition to dividends, get priority access to the cargo northwest direction, which, after the launch of the HSR, should significantly expand according to the plans.

GTLK signed a contract for 12 billion rubles for the production of trains for the high-speed highway "Moscow - Petersburg"

In August 2024, the State Transport Leasing Company (GTLK) signed a contract for the construction of 41 innovative trains for the high-speed highway (HSR) Moscow - St. Petersburg. The total amount of the contract amounted to ₽12 billion, which will allow the production of rolling stock to begin as soon as possible.

According to MFD-InfoCenter, funds for advance construction were allocated by GTLK from its own reserves. The main train manufacturer is the Ural Locomotives company, which is part of the Sinara group. According to the vice-president of the Sinar group, Alexander Misharin, the first elements of trains for the HSR will begin to be produced in 2024. During the production process, cooperation with Transmashholding is planned, which will ensure the high quality of rolling stock that meets world standards.

High-speed trains that will be operated on the highway will be able to reach speeds of up to 400 km/h, and in working mode - up to 360 km/h. Each train will consist of 8 or 16 carriages and offer passengers four classes of service. The trains will include first class, business class, standard class and comfort class carriages. A bistro car with a bar is also planned for the convenience of passengers during the trip. In total, 454 passenger seats will be provided in the 8-car train, of which 21 are in the first class car.[1]

Petersburg allocated 30 billion rubles for the construction of a high-speed railway to Moscow

It is important to note that the construction of the new terminal will be synchronized with the placement of the lobby of the Ligovsky Prospekt - 2 metro station. This station will take over the main flow of passengers arriving from Moscow in the future.

The governor stressed that the city authorities are accelerating all measures related to the project as much as possible. This indicates a high priority of the HSR for the development of the transport infrastructure of St. Petersburg.

According to Alexander Beglov, the implementation of the HSR project will contribute to the further growth of domestic tourism and open up new opportunities for the city. It is expected to increase the demand for Pulkovo airport, as well as more intensive use of electric trains of the Moscow railway station for intra-city traffic.

Special attention will be paid to the preservation of the historical appearance of the city during the construction of a new station. Allocation of 34.1 billion rubles from the Moscow budget

The construction of the Moscow-St. Petersburg high-speed railway is a pilot project in Russia, where there are no such roads yet. It is planned that the highway will be fully launched in 2028. In the future, it is planned to create a whole network of high-speed highways throughout the country.

The start of assembly of the first sample train for HSR is scheduled for 2026. In 2027, the train should be ready, and in 2028 it is planned to receive a certificate of conformity. In total, until 2030, Sinara will supply 43 such trains for the Moscow-St. Petersburg high-speed railway, including the first two for Russian Railways.[3]

The Moscow-St. Petersburg HSR project is part of the Transport Strategy of the Russian Federation until 2030. The new highway is expected to reduce travel time between the two capitals to 2 hours 15 minutes. The train interval will be 10-15 minutes. According to the plans, the first trains should be on the line by 2028.

Russian President Vladimir Putin has already given an official start to the construction of the HSR. In his message to the Federal Assembly, the head of state noted that the highway route will pass through Tver and Veliky Novgorod, which will improve the transport accessibility of these historical cities.

Approval of the construction of a high-speed railway between Moscow and St. Petersburg for 10.8 trillion rubles

Russian Prime Minister Mikhail Mishustin approved in early June 2024 a project for the construction of a high-speed railway (HSR) between Moscow and St. Petersburg. The cost of the project is 10.8 trillion rubles, which makes it one of the largest infrastructure projects in the country. This is stated in the infrastructure development strategy until 2030, prepared by the office of Deputy Prime Minister Marat Khusnullin.

The HSR construction project includes the main conditions of the concession agreement, on the basis of which the implementation will be carried out. The grantor is the state, and the concessionaire is the investor who will finance the construction at the expense of his own and borrowed funds, and will also receive the rights to own and use all the infrastructure created.

Mikhail Mishustin approved the project for the construction of a high-speed railway between Moscow and St. Petersburg

The document says that by August 1, 2024, the HSR project will be included in the list of self-sustaining investment projects, for the implementation of which the funds of the National Welfare Fund (NWF) will be used on a return basis. In 2025, it is planned to allocate at least 300 billion rubles from the NWF at a rate of no more than 1% to provide loans for the construction of the highway.

According to the data presented in the strategy, the construction of the Moscow-St. Petersburg high-speed railway is estimated at 1.7 trillion rubles, excluding the cost of entrances to the capitals. The launch of the highway is scheduled for 2028. Thanks to the new railway, the travel time between the two capitals will be reduced to 2 hours 15 minutes, which is significantly less than the current 4 hours.

In addition, the project includes the construction of three more high-speed highways:

  • Moscow - Voronezh - Rostov-on-Don - Adler, worth 3.2 trillion rubles, will reduce travel time to 7 hours 50 minutes.
  • Moscow - Nizhny Novgorod - Kazan - Yekaterinburg, worth 4 trillion rubles, will reduce travel time to 6 hours 36 minutes.
  • Moscow - Smolensk - Minsk, worth 1.9 trillion rubles, will reduce travel time to 3 hours 4 minutes.

The total passenger traffic for all four highways is estimated at 64.7 million people a year. In particular, the railway to Adler should carry 17.2 million passengers, to Yekaterinburg - 21.1 million, and to Minsk - 3.8 million passengers annually.[5]

Project approval, estimate of 2 trillion rubles

On February 15, 2024, Russian President Vladimir Putin arrived in Verkhnyaya Pyshma (Sverdlovsk Region), where he visited the Ural Locomotives plant. At the site of the enterprise, the head of state held a meeting on the construction of a high-speed railway (HSR) between Moscow and St. Petersburg. According to the plan, a new route will be laid for the HSR, which will pass through six regions of Russia, the travel time will be reduced to two hours 15 minutes, and trains will run every 10-15 minutes. The main HSR scheme between Moscow and St. Petersburg has been agreed

It is assumed that the project will be divided into two main stages: the St. Petersburg - Zelenograd section and exits from Moscow. Their cost is estimated at 1.75 trillion rubles and 221.5 billion, respectively. In the first case, they propose to sign an agreement with the concessionaire, in the second - to take money from the investment program of Russian Railways (the latter have already invested about 40 billion rubles).

The requirements for rolling stock required for operation on a high-speed railway (HSR or HSR) between Moscow and St. Petersburg are estimated at 44 high-speed electric trains. According to the deputy head of Russian Railways Oleg Tony, the train for high-speed railway highways will be equipped with a digital control system based on artificial intelligence. 2023: Construction begins
