Well GIS start-up
The Russian government approved a decree on the creation of a state information system for management in the field of hunting and conservation of hunting resources (GIS "Okhota"), TAdviser got acquainted with such data in December 2024. The system, which will begin work on January 1, 2025, will cover about 4.5 million hunters and 4-5 thousand employees of hunting departments.
According to the "Veterinary Life," the functional customer of the system is the Ministry of Natural Resources, and the technical implementation is provided by the Ministry of Ministry of Digital Development. GIS "Okhota" will work on a single digital platform "GosTech."
First Deputy Minister of Natural Resources and Ecology of the Omsk Region Sergei Palaguta noted that the creation of a single system will save significant funds from the regions that previously spent from ₽10 million to ₽17 million on the development of their own information systems.
The system will provide five main government services: issuing and canceling hunting tickets, issuing permits for the extraction of hunting resources, for the maintenance and breeding of hunting resources, issuing certificates of hunting inspectors and providing extracts in electronic form.
Konstantin Ruzanov, Deputy Head of the Rosselkhoznadzor Directorate for the Altai Territory, stressed that the system will allow more effective planning of federal epizootological monitoring in wild fauna and warning livestock farmers about disease threats.
The system will maintain state registers, including a hunting register, a register of hunting agreements and a register of permits for the acclimatization of hunting resources. Also, production limits and quotas will be set through GIS.
Junior researcher Arctic Research Center Yakutia Vladimir Sosin pointed out the possible difficulties of introducing the system due to problems with digital literacy and insufficient development of information infrastructure in rural areas.
It is planned to integrate the Okhota GIS with the databases of the Ministry of Internal Affairs, the Federal Tax Service, Rosprirodnadzor and other departments. In the future, it is possible to connect the Rosselkhoznadzor to the VetIS system to improve the control of the epizootic situation.[1]
Creating GIS
The Russian government approved a decree on the creation of the state information system (GIS) "Okhota," which will begin to function on January 1, 2025. This became known in early September 2024. This system will become an important management tool in the field of hunting and hunting resources, helping to simplify the interaction of authorities and improve the quality of public services in this area.
The resolution was developed as part of the implementation of the new provisions of the federal law on hunting and conservation of hunting resources, adopted in December 2023. GIS "Okhota" is designed to become part of the unified digital platform of Russia "GosTech," on which its creation, development and operation will be carried out.
The technical customer of the system is the Ministry of Digital Development, Communications and Mass Media of Russia (Ministry of Digital Media of Russia), and the functional customer and operator is the Ministry of Natural Resources and Ecology of the Russian Federation. It is this department that will be responsible for the further development and operation of the Okhota GIS, ensuring its integration with other state information resources.
One of the key goals of the creation of the Okhota GIS is to generate reliable and up-to-date information on the state of hunting farms and resources. The system will function the state hunting register and other hunting-related registers, which will allow you to quickly identify changes in the state of hunting resources under the influence of natural and anthropogenic factors.
GIS "Okhota" will also provide interaction with digital resources of various state structures, including the Ministry of Internal Affairs, the Federal Tax Service, Rosprirodnadzor, the Federal Agency for Nationalities (FADN) and Roskadastre. In addition, the system will be integrated with regional structures responsible for the development of hunting, which will significantly reduce the time for the provision of public services in this area.[2]
