776.8 billion rubles plans to allocate the Government of the Russian Federation for the development of hydrogen and electric transport until 2030
The Government of the Russian Federation has developed a "roadmap" for the development of environmentally friendly modes of transport. It is planned to allocate 26.1 billion rubles from the National Welfare Fund and 154 billion rubles from the federal budget for the implementation of the project. The total budget of the program can reach 776.8 billion rubles. Funding will be allocated as part of the implementation of the Strategy for the Development of Hydrogen and Electric Transport in Russia until 2030, the Russian Information Agency reports to TASS in May 2021.
Draft Concept for the Development of Hydrogen power. One of the key provisions of the document is the promotion of new types of technologies in the domestic market. The department believes that transport will become the most important direction of the use of hydrogen in Russia. First of all, we are talking about buses, trucks, as well as railway transport and special vehicles.
It is noteworthy that on May 26, 2021, Russian Railways and the SNCF Group (National Company of French Railways) approved a roadmap for the use of hydrogen fuel cell trains and systems for ensuring their operation, as well as the introduction of other "green" technologies. According to the press service of Russian Railways, the document defines the main areas of cooperation between Russian Railways and SNCF over the next 3 years. These are issues of safety, design, maintenance and certification of freight and passenger rolling stock.
The use of hydrogen has become a current trend in the past 5-7 years. For example, Toyota launched mass sales of its Toyota Mirai hydrogen car in 2015. In Germany, a hydrogen-powered suburban train manufactured by Alstom runs on a regular basis, and deliveries of another 27 rolling stock are expected.

Allocation of 1 billion rubles for the development of hydrogen transport in Russia
On April 16, 2021, the Ministry of Industry and Trade announced the allocation of 1 billion rubles for the development of projects in the field of hydrogen transport and equipment.
This year, within the framework of a government decree, we plan to subsidize companies for R&D costs to create competitive Russian equipment. Here we are talking about gas turbines on methane-hydrogen fuel, and about modern electrolyzers in terms of power, as well as the creation of some types of transport, - said the deputy head of the Ministry of Industry and Trade Mikhail Ivanov at a meeting of the supervisory board of the consortium of hydrogen technologies. |
According to him, 1 billion rubles will go to support five projects, including plants for the production of hydrogen without carbon dioxide emissions and prototypes of railway transport.
The Ministry of Industry and Trade proposed to create landfills and clusters for the development of hydrogen energy technologies in the fuel and energy complex, industrial production and transport in the Russian Federation. For them, existing mechanisms for supporting industrial clusters can be used, the deputy minister noted.
Russia also plans to develop, manufacture and test gas turbines using methane-hydrogen fuel, create a prototype of hydrogen-fired railway transport and experimental landfills for low-carbon hydrogen production at facilities for processing hydrocarbons or producing natural gas, as well as produce hydrogen using nuclear power plants.
According to the plans of the Ministry of Energy, by 2050 Russia will be able to earn up to $100 billion annually on hydrogen exports, while by 2021 its supplies abroad are almost not carried out. According to RBC with reference to the concept of the development of hydrogen power, by 2024 the authorities are preparing to increase exports to at least 200 thousand tons per year, a maximum of 1 million tons of hydrogen.[1]
In Russia, can establish the production of locomotives on hydrogen by 2024

Mishustin approved a plan for the development of hydrogen transport
At the end of October 2020, Prime Minister Mikhail Mishustin approved an action plan for the development of hydrogen power, including transport. Until 2024, it is planned to develop new measures to support this market, as well as the formation of a research base in the field of hydrogen transport.
According to Mishustin, in 2021 a working group will be created, which will develop and support technological projects, as part of the use of hydrogen technologies. Among the main developments is the creation of gas turbines based on methane-hydrogen fuel and plants for the production of hydrogen without carbon dioxide emissions.
As follows from the document published on the official portal of legal acts, the Ministry of Energy, the Ministry of Industry and Trade, the Ministry of Economy, the Ministry of Education and Science and the Ministry of Natural Resources should develop a concept for the development of hydrogen power by the first quarter of 2021 and prepare proposals to stimulate the development of hydrogen technologies.
The document notes that Russia has potential in the field of hydrogen power, namely, proximity to hydrogen sales markets in Europe and the Asia-Pacific region, a resource base and a scientific reserve in the field of hydrogen production, transportation and storage.
The plan mentions possible bilateral cooperation on hydrogen with Germany, Japan, Denmark, Italy, Australia, the Netherlands, South Korea and a number of other countries. Russia intends to form a reputation for itself as a reliable supplier of environmentally friendly hydrogen produced without carbon dioxide emissions.
The implementation of a set of measures, according to the press service of the Cabinet, will create a high-performance export-oriented industry, provide it with highly qualified specialists and a proper level of scientific support.[3]
