2.904 million subscribers are connected to services of a pay TV in Ukraine, follows from the report of the Ukrainian Public service of statistics. The cable television in the country is accepted by 2.542 million subscribers, Mediasat with reference to Gosstat writes in May, 219. By the number of cable subscribers are in the lead Kiev, the Dnipropetrovsk and Odessa[1].

Operators of paid satellite TV have 81.3 thousand subscribers. Paid IPTV is accepted by 281.1 thousand users.

In total the subscriber base of a pay TV in Ukraine as of April 1 makes 2.904 million subscribers at the population of the country of 41.9 million people. For comparison, in Russia with the population of 146.8 million people, according to TMT Consulting, according to the results of the first quarter of an abonbaz of paid TV reached 44.3 million people.

According to statistical data, the city of Kiev, the Dnipropetrovsk and Odessa regions are also in the lead by the number of Internet subscribers – 1.714 million, 1.116 million and 268.1 thousand respectively. In general in Ukraine there are 26.380 million Internet users. It for 1.2% (on 313 thousand) is more, than at the beginning of the current year.

As of January 1, 2019 revenue of the Ukrainian operators of cable TV made 2.076 billion UAH (about 5 billion rubles at a current rate), operators earned 12.273 billion UAH (about 30 billion rubles) from Internet services.

In Ukraine in 2013 the quantity of the households using OTT and IPTV was a little more than 340 thousand (5.5   % of a total quantity of households of a pay TV). And the previous year the given indicator was only 2.5   % — results of a new research of Expert & Consulting analytical company about which writes'#ixzz2z7HdQxkg Capital' report about it.

According to the research Expert & Consulting, according to the results of the IV quarter 2013 the quantity of the Ukrainian households watching cable analog TV was reduced by 7.6   by % and was 3.9 million. The satellite television occupies a share in 3.8 million households in a total amount of households of Ukraine[2].

Certainly, increase in penetration of the Internet and devices for acceptance of a signal of Internet TV (smartphones, tablets, TVs with function of Smart TV) contributes to the development of Internet television in Ukraine. So, according to data of Expert & Consulting, one household for viewing video content on the Internet uses on average in two computer, the TV and the smartphone. So in general it is 5‑6 devices.

If IPTV is a local network and is provided within one Internet service provider, then subscribers of all providers can accept a signal of OTT. And operators of IPTV can guarantee quality of acceptance of 'picture', but acceptance of a signal through OTT technology will depend on access rate to the Internet of the specific operator.

Video service of Divan TV began work in 2011, positioning itself as online movie theater, later having added forward translation of TV channels on the Internet (offers the most expensive packet at the price of 119 UAH a month — 181 channels on the screen of the TV and 75 TV channels on the website or a subscription only to a multimedia content for 35 UAH a month). Since 2012 earned Ìegogo.net and Oll.tv online movie theaters (the last enters into the Ukraine media group), which at first provided access only to a videoshop. If Ìegogo.net provided access on advertizing model, then Oll.tv — on subscription (the subscription cost for a month is 40 UAH, for a year — 399 UAH). The head of communications and public relations of the Ukraine media group Sergey Tovstenko-Zabelin reports that now the total quantity of subscribers of Oll.tv contains several hundred thousands, and constants — several tens of thousands. In 2014 representatives of data of video services thought of implementation of linear television. In the spring of Oll.tv obtained already more than 15 licenses for providing program service in IPTV technology. (it is going to use networks of Ukrtelekom operator with a potential subscriber base in 1.6 million users). Last week it became known that also Ìegogo.net prepares for start of interactive TV (for today the operator in the test mode provides access to seven Ukrainian TV channels).

Not only video services, but also the largest Ukrainian operators of cable television — Will and Triolan are interested in interactive television. In the spring of 2013 Will started OTT service 'the Will of Smart HD' (15 thousand subscribers from whom 3 thousand are also users of an online film library of the company, the cost of packets vary from 90 to 150 UAH, access to a film library — 30 UAH).

The director of the Kiev provider 'Triolan' Vadim Sidorenko told that the company provides access only to Internet television. 'The general base of subscribers at us is more than 40 thousand, however the number of subscribers who pay — only 2‑3 thousand' — he notes, explaining that users pay extra only for bonus TV channels separately (on average subscribers spend 20‑30 UAH a month).

Analysts of Expert & Consulting company note that on average users of Internet television monthly spend 80 UAH. Potential users are ready to pay twice less — only 39 UAH.

Concerning popularity of content the representative of Will selected foreign movies and series, the representative of divan.tv announced interest in independent niche TV channels, the representative of Oll.tv noted that 30   the % of content is the share of sports programs, 20   to % — of premieres of series, of a sensuality and premier movies — on 5   %.

Let's add that the head of the National TV Company of Ukraine (NTCU) Zurab Alasania suggests to impose a tax on public television for development of public broadcasting in Ukraine, referring to an example of Great Britain — write Kiev Vedomosti about it.

Alasania considers option which is used in Greece where the tax on TV joins for payment for the electric power not absolutely fair. However representatives of regional TV companies, in particular, the director of the Kharkiv regional broadcasting company, believe introduction of such payment by the only exit for Ukraine and regional TV channels.

Already Russian Vedomosti writes that debts of Ukrainian TV channels to the Russian TV companies and producers for earlier purchased content grew. Specially convened meeting with the Deputy Minister of Telecom and Mass Communications Alexey Volin was devoted to the matter. 'At the request of TV companies the ministry provided the platform for discussion of a situation in Ukraine and developments of the consolidated industry position' — reported in the ministry.

In 2013 Ukrainian channels purchased the rights to the Russian content with a total cost of $200-300 million according to KVG Research, the Russian TV channels spent only for purely premier content (in 2012) 38.8 billion rubles (there are no about $1.3 billion given for 2013). The situation in Ukraine will clear up within a month, the economic situation of local television therefore participants of the meeting decided to gather in a month for further discussion of a situation will be more clear.
