2019: Lukashenko signs decree on cyber resistance of critical facilities

In December 2019, President of Belarus Alexander Lukashenko signed a decree on cyber resistance of critical facilities. Decree No. 449 "On improving state regulation in the field of information protection" is designed to increase the security and reliability of information and communication networks and IT systems, according to the official website of the head of state.

The document was developed in order to update the legal foundations of technical and cryptographic protection of information in Belarus, create an effective regulatory legal framework for classifying informatization objects as critical, ensure cyber resistance of critical informatization objects (KVOI), information systems, prevent destructive information influences and other information threats, the document says.

President of Belarus Alexander Lukashenko signed a decree on cyber resistance of critical facilities

According to the official commentary, the new decree is aimed at further implementing the provisions of the concept of national security and is interconnected with the concept of information security.

The decree updates the basic requirements for ensuring the technical and cryptographic protection of information, clarifies the powers of state bodies, as well as the rights and obligations of owners (owners) of information systems and KVOI.

In addition, the industry criteria for classifying informatization objects as critical have been adjusted. This measure will make it possible to additionally include in the state register of critical objects of informatization a number of objects of the fuel and energy complex, industrial and financial sectors, spheres transport and communications, HOUSING AND PUBLIC UTILITIES health care and education.

The decree was signed after the mail of the Belarusian railway stations, the airport, the office of the Belavia airline, schools, universities, as well as shopping centers repeatedly received electronic messages about fake mining.[1]

2018: Information Security Company in the Belarusian Army

In October 2017, the Investigative Committee of Belarus held a meeting with representatives of the Council of Europe, who arrived in the republic to discuss problems related to interaction in the field of cybercrime investigation.
