The largest research center in Russia for the study of plant protection products was put into operation in the urban district of Chernogolovka, Moscow Region. This is a project of the company "August." The volume of investments in the creation of the center exceeded ₽8 billion. 1.5% reduction in plant protection herbicide production to 133.5 kt
The production of herbicides in Russia in 2024 amounted to 133.5 thousand tons, having decreased by 1.5% compared to 2023. This is evidenced by the data of the analytical company Alto Consulting Group, released in October 2025.
Despite a slight reduction in volumes, the market remains robust due to the high demand of agriculture for plant protection products. The Volga Federal District became a regional leader, providing 47.4% of the total output.
The high concentration of production in the Volga Federal District is explained by the developed agricultural base of the region. The presence of powerful chemical industry enterprises forms the technological potential. A favorable logistics location ensures the availability of raw materials and proximity to the main agricultural regions.
Large chemical plants in the Volga region have competencies in the production of complex organic compounds. The infrastructure for transporting dangerous goods meets safety requirements. Qualified personnel ensure process stability.
Herbicides continue to play a key role in agricultural production. Chemical agents provide stable yields by suppressing weed vegetation. The use of herbicides helps to reduce the cost of manual processing of fields.
Modern crop production is impossible without effective protection of crops. Selective herbicides destroy weeds without damaging cultivated plants. Reducing competition for nutrients and moisture increases yields by 15-30%.
For the period from 2022 to 2024, the average cost of herbicides in manufacturers decreased by 1.2%. The price decreased from ₽505 641.4 per ton to ₽499 740.7 per ton. The trend is related to the strengthening of domestic production and a decrease in dependence on imported supplies.
The gradual stabilization of commodity prices supported the price dynamics. Localization of the production of active substances reduced currency risks. Increased competition between domestic producers has held back price hikes.[1]
The production of insecticides for plant protection from insects in Russia for the year increased by 8.5% to 31.4 thousand tons
The production of insecticides in Russia in 2024 amounted to 31.4 thousand tons, an increase of 8.5% compared to 2023. This is evidenced by the data of the analytical company Alto Consulting Group, released in October 2025.
The increase in output is associated with an increase in demand from the agricultural sector, the active introduction of modern plant protection technologies and the expansion of the range of protective equipment. The Central Federal District became the regional leader, providing 45.0% of the total output.
The leadership of the Central Federal District is due to the high concentration of large chemical enterprises. Logistics advantages allow you to efficiently supply products to various regions of the country.
Proximity to essential consumers reduces transportation costs. The developed infrastructure ensures the rapid delivery of perishable chemical components to production.
The insecticide market in Russia is developing in conditions of high competition and changing demand structure:

The Volga Federal District is actively developing its own plant protection facilities. Reducing dependence on imports stimulates local production. The Siberian Federal District shows an increase in consumption due to an increase in farmland areas. Expanding agribusiness requires large amounts of plant protection. The Northwestern Federal District is developing innovative projects in the field of the chemical industry. Diversification of production centers allows the Russian market to be more resistant to external challenges.[2]
2023: Pesticide production in Russia increased by 9% over the year to 177.7 thousand tons
In 2023, 177.7 thousand tons of pesticides were produced in Russia. This is about 9% more than in the previous year, when the volume of output was estimated at 163.4 thousand tons. An overview of the market situation is provided in BusinesStat materials published on July 23, 2024.
It is noted that the capacities of pesticide production plants located in the Russian Federation significantly exceed domestic needs, which allows domestic companies to quickly increase production in response to an increase in demand from agricultural producers. According to estimates, in 2019 the volume of pesticide production in Russia amounted to 105.4 thousand tons. In 2020, an increase of 27.2% was noted - up to 134.1 thousand tons, and in 2021 an increase was recorded at the level of 14.4% - up to 153.5 thousand tons. In 2022, an increase of 6.5% followed with a final result of 163.4 thousand tons.
In general, in the period from 2019 to 2023, the volume of pesticide production in the Russian Federation increased by 68.6%. The key drivers of the industry are the modernization of existing plants, the opening of new enterprises for the production of chemicals and state support (compensation for the costs of agricultural producers to purchase pesticides, creating favorable conditions for contract production, strengthening control over the import of imported agrochemicals). At the same time, the authors of the study also name several restraining factors that hinder the faster development of the market: this is a complete dependence on the import of active substances and competition with international manufacturers of plant protection products.[3]
2022: Growth of 40% over 5 years - up to 216 thousand tons
In 2022, pesticide sales in Russia reached 216 thousand tons, which is 12.6% and 40% more than 2021 and 2018. Such data are given in the BusinesStat study published in May 2023.
According to experts of the analytical agency, crisis economic processes in 2022 did not lead to a decrease in sales of chemical plant protection products (CPPD) in the domestic market. Pesticide producers, together with the Ministry of Agriculture of the Russian Federation, took the necessary measures to timely provide farmers with the necessary products.
Analysts note that Russian manufacturers of chemical plant protection products have increased the production of drugs even in the face of worsening foreign policy tensions and sanctions. In turn, the Ministry of Agriculture organized constant monitoring of problematic issues with the physical and affordability of pesticides, which came from regions, industry unions and farmers. Incoming requests were promptly worked out. The need of agricultural producers for the necessary drugs was covered.
At the same time, the Russian market for chemical plant protection products is influenced by many factors. State regulation complicates the procedures for registering new active substances and finished formulations at the legislative level. Increasing the manufacturability of plant protection products aimed at increasing yields per hectare contributes to the demand for pesticides.
An important role in the formation of the market for chemical plant protection products in Russia was made by the State Program for the Development of Agriculture and the Regulation of Markets for Agricultural Products, Raw Materials and Food in 2013-2021. As part of the project, part of the cost of purchasing elite seeds, mineral fertilizers and pesticides by agricultural producers was reimbursed.[4]
