In 2024, the national project "Means of Production and Automation" was developed in the Russian Federation, aimed at ensuring technological independence in the production of high-tech machines and increasing the level of industrial robotization. To achieve these goals, a number of support measures are being implemented, including:
- R&D subsidy - compensation of up to 70% of costs; granted for three years;
- Subsidies to customers for R&D - up to 2 billion rubles with a period of implementation of a comprehensive project of up to 5 years;
- Grants for small enterprises - from 5 million rubles to 50 million rubles, depending on the amount of extrabudgetary funding and the timing of the project;
- The Development Projects FRP program - loans of up to 1 billion rubles for up to 5 years with a preferential rate of 3% (upon receipt of a guarantee from a bank, ВЭБ.РФ, SME Corporation or RGO, or when buying Russian equipment in the amount of ≥ 50% of a loan);
- The program of the FRP "Components" - loans up to 1 billion rubles for up to 5 years with a preferential rate of 3% (upon receipt of a guarantee from a bank, ВЭБ.РФ, SME Corporation or RGO. Target sales of new products: ≥30% of the loan amount per year starting from 2 years of serial production);
- The program of preferential guarantees of ВЭБ.РФ - the rate on credit guarantees is 1.5%, on guarantees to secure the application and obligations - 1.1%;
- Concessional lending - up to 200 million rubles with a rate of 5% in the first year;
- Compensation to manufacturers of production facilities and automation of the discount provided to the buyer - from 20% to 50%;
- Subsidies for financial support of costs associated with the development and implementation of Russian software - for enterprises operating for at least 3 years, with an average number of employees of 30 people;
- Preferential loan for replenishment of working capital;
- Subsidies for certification of materials and additive equipment - compensation for up to 70% of the costs associated with the certification of Russian additive equipment and materials for it;
- Concessional lending to engineering companies - up to 1 billion rubles with a rate of no more than 8%;
- Subsidies for reimbursement of costs associated with the preparation of the main technological solutions during the implementation of complex projects for the supply of foundry and thermal equipment - up to 30% of the cost of the main technological solutions;
- Concessional lending to customers of foundry and thermal equipment - up to 1 billion rubles with a rate of no more than 8%;

The city offers specialized concessional lending programs for priority sectors of the economy. Borrowed financing is attracted at a reduced rate for the development of production. The Moscow Fund for Support of Industry and Entrepreneurship compensates for the cost of paying interest. Credit agreements are concluded by a subject of industry with a bank or leasing organization. The amount of compensation does not exceed ₽5 billion during the support period. The financial support period is up to five years for companies. The rate compensation is equal to 50% of the key rate of the Central Bank of Russia.
The Moscow Guarantee Fund provides guarantee support for credit obligations of enterprises. The problem of lack of own collateral for business is solved through the guarantee mechanism. The support measure covers up to 70% of the loan in the amount of up to ₽100 million. In total, with the support of the Moscow government, companies attracted over ₽500 million loan financing. Production of CNC machines in Russia doubled to 1183 units at the end of the year

In 2024, 8255 woodworking machines were produced in Russia, while in 2019 5413 such machines were manufactured. Thus, the domestic machine tool industry is gaining momentum.
According to the Ministry of Industry and Trade, in monetary terms, the volume of machine tool production in Russia in 2024 reached 89 billion rubles, which is 28% more than in the previous year. At the same time, metalworking equipment accounted for about 63 billion rubles - plus 31% compared to 2023. The annual output of forging and pressing equipment rose by 23%, reaching 18.6 billion rubles. In the segment of woodworking equipment, a result of 7.3 billion rubles was recorded - plus 12% compared to 2023.
At the same time, in 2024, foreign suppliers of machine tools dominated the Russian market. According to the ATK + consulting company, foreign machines accounted for up to 98.3% of sales in quantitative terms: Russian enterprises purchased about 693 thousand machines abroad. Moreover, 71% of supplies were provided by China. Another 7% of the equipment was supplied by Taiwan, 4% by Japan, 3% by Germany, 2.5% by South Korea, 2% each by India and Turkey[6]

At the same time, the share of imported machines is about 75%, while exports account for less than 4% of the total sector. In addition, there is a shortage of personnel, which analysts estimate at 240 thousand people.
Machine tool building in the Russian Federation is concentrated in several key regions where industrial clusters have been formed: the Moscow region, the Urals, the Volga region and Central Russia. In particular, the Moscow region is the leader in terms of production and innovative activity: the key enterprises here are called "Stan," "PPE" Twintos, "the Competence Center in Rudnevo and the GRC Group of Companies. Ural traditionally remains the center of heavy machine tools, where companies such as Stankotekh and Kolomna Mechanical Plant (KMZ) operate. The Volga region is developing as a center for high-tech engineering: Ryazan Machine Tool Plant and Grinders operate in the region. In Central Russia there are enterprises with the potential for digitalization: NPO Stankospetsmash and Ivanovo Machine Tool Plant.
The authors of the study note that one of the main drivers of the market will be the state program "Strategy for the Development of the Machine Tool Industry until 2035." It provides, among other things, a reduction in dependence on imports to 30% and a decrease in equipment wear to less than 40%. At the same time, the volume of production should grow to 79.5 billion rubles, and the volume of exports - to 16.5 billion rubles.[7]

According to analysts of the company, the Northwest Federal District remains the leading federal district for the production of processing centers, aggregate machines and multi-position metal processing machines. It accounts for 63.7% of production for the period from 2017 to 2024.
The second place is occupied by the Central Federal District with an indicator of 17.1% of production for the same period. This distribution demonstrates the concentration of machine tools in the European part of Russia.
President of the Chamber of Commerce and Industry of Russia Sergei Katyrin claims that the volume of domestic production of machine tools in monetary terms is growing and ahead of the dynamics in quantitative terms. In his opinion, this trend indicates a transition to the production of more expensive and technologically complex equipment.
Katyrin stressed that the main pillar of the further development of the industry should be the national project "Means of Production and Automation," launched in 2025. This project provides for a separate federal project "Development of the machine tool industry."
The total funding for the national project until 2030 is ₽490 billion. Such a scale of investments should ensure a qualitative breakthrough in the development of domestic machine tool construction and increase its competitiveness.

At the same time, 847 forging and pressing machines were produced in December 2024.
The woodworking equipment segment is recovering from the recession of 2022-2023. Since August 2024, a continuous increase in production has been recorded. December output reached 603 machines, which is 16.4% higher than in December 2023.
November indicators of 2024 showed a slight decrease - the volume of production of processing centers and aggregate machines amounted to ₽429,6 million, which is 5.7% lower than the level of November 2023.
Between 2017 and 2023, the production of metalworking equipment showed steady growth. The increase in capacity occurred mainly in traditional industrial regions, where the main machine tool-building enterprises are concentrated.
Over the past two years, the Russian machine tool industry has shown significant progress in import substitution, expanding the range of manufactured equipment and increasing production volumes in key categories of metal-working machines.[11]

The study notes that in 2021-2023, the production of metalworking machines in Russia rose 2.4 times. Analysts attribute such rapid development of the industry to several factors:
- State support for manufacturers of metalworking machines, in particular, in the form of import restrictions;
- Increasing the size of the state defense order in order to re-equip enterprises;
- Devaluation of the ruble, which led to a rise in the cost of imported equipment;
- A rush increase in demand for machine tools in 2022-2023.[13]

In 2023, as stated in the BusinesStat study, a rush demand for equipment was formed in Russia due to the need to restructure industry against the background of severing ties with Western countries. Domestic manufacturers required a large number of machines for import substitution of many goods and components. In addition, difficulties arose in maintaining European and Japanese equipment. In such a situation, the import of machine tools from China increased by 20.5 thousand units at the end of 2023.[14]

Increase in imports of metalworking machines by 27% to 20.9 thousand units

The report also said sanctions and a gradual end to trade with Western countries had caused uncertainty among consumers about future deliveries of metalworking equipment. Importers sought to purchase affordable European and Asian machines as soon as possible, until a complete ban was imposed on deliveries, as well as to purchase inexpensive Chinese equipment for future use. The low exchange rate dollar and high export revenues of Russian corporations in 2022 contributed to investing in expensive foreign equipment, including metalworking machines, analysts emphasize.
They add in a study (published in November 2023) that after a sharp increase in imports in 2022, demand from domestic buyers is expected to decline in the next couple of years due to the exhaustion of rush demand, the weakening of the ruble, as well as difficult international logistics amid sanctions. The departure of European manufacturers from the Russian market will also play a role.[15]
Significant increase in demand for domestic machines after the departure of foreign suppliers during the conflict in Ukraine
The departure of foreign machine tool companies from the Russian market during the conflict in Ukraine in 2022 led to the fact that the demand for products from domestic manufacturers in this industry has grown significantly. However, it is not yet possible to completely replace the "foreigners."
The goal of the Ministry of Industry and Trade is to increase the sales rate of domestic machine tools in Russia from 30% to 50% by 2050. The rest, officials believe, will cover imports.
2021: Share of Russian machines in the domestic market - 30%
Russia is not included in the top 10 machine tool manufacturing countries, being in this indicator only in 33rd place in the world. According to the Ministry of Industry and Trade, the share of Russian machine tool production from 2017 to 2021 from 15% increased to 30%.
