2024: The register of monuments of the Great Patriotic War is launched in Russia
In April 2024, the law on the launch of the register of monuments of the Great Patriotic War in the general register of cultural heritage objects comes into force. This initiative will help to obtain accurate information on the number of such monuments.
According to the law, an obligation is introduced to enter the designation of the object as a monument in the register of cultural heritage objects; currently, the placement of this information is not provided.
In addition, the concept of a monument is expanding. Now it also includes burials of those killed in the defense of the Fatherland during the war and burials of victims of the Great Patriotic War with tombstones, monuments, steles, obelisks and elements of fences.
The bill on the creation of a separate section in the register of objects of cultural heritage of the peoples of the Russian Federation with information about objects that perpetuate the memory of events and participants in the Great Patriotic War was submitted to the chamber in April 2023 by a group of State Duma deputies. In the third, final reading, the document was adopted at a plenary meeting on September 26, 2023.
According to the law, municipalities will be able to carry out repairs at cultural heritage sites that perpetuate the memory of events, participants and victims of the Great Patriotic War, in a simplified manner, that is, more quickly. According to Dmitry Vasilenko, First Deputy Chairman of the Federation Council Committee on Science, Education and Culture, the law will simplify the restoration of such objects.
Elena Yampolskaya, chairman of the State Duma Committee on Culture, said that a specific number of monuments that will be included in the register cannot be named, but this will affect "many thousands."

2021: QR codes will appear on the monuments of the Great Patriotic War
On June 1, 2021, the State Duma adopted in the first reading a bill according to which QR codes with information about these objects should be applied to all monuments of the Great Patriotic War.
The initiative, prepared by Deputy Speaker of the State Duma Irina Yarovaya, involves the mandatory entry into the passport of a military burial of a historical certificate containing information about events and persons in honor of whom an object was installed that perpetuates the memory of those killed in the defense of the Fatherland, as well as "extracts from available documents and other information, including photo, video materials about events and heroes." The form of the passport, the procedure for its registration and issuance, according to the document, will be approved by the Ministry of Defense of the Russian Federation.
This is a convenient mobile format for disseminating reliable information about significant historical events, including among foreign tourists and abroad. It will allow you to touch the living history of those events, find out the details of what happened in a particular village or city, on each piece of land saved and saved for future generations, the explanatory note says.
This approach, according to the authors of the initiative, will help preserve the memory of the defenders of the Fatherland, ensure the protection of historical truth and prevent diminishing the significance of the feat of the Soviet people in defending the Fatherland, which is directly provided for in the Constitution of the Russian Federation.
State Duma deputy, pilot-cosmonaut Roman Romanenko said that the new format of information about places and events will make the historical heritage more attractive to young people. He also stressed that the use of progressive Internet technologies and services is an indispensable condition for "the development of the modern person and society as a whole."
Earlier, the amendments received support from the Ministry of Defense, the Ministry of Culture, the Ministry of Justice and the United Russia Duma faction. [2]
2016: Installation of a monument to Leningrad children who died during evacuation in Tikhvin
On October 14, 1941, more than 2,000 people died at the railway station in the city of Tikhvin - wounded Red Army soldiers, women and children evacuated from Leningrad. In 2016, on the 75th anniversary of the tragedy, a monument to Leningrad children who died during the evacuation in October 1941 was erected on the station square of Tikhvin.
