According to plans of the okolopravitelstvenny organization "League of the Safe Internet (LSI)" minor net surfers will be able to visit only the entrusted sites from "white list" soon. For this purpose in Russia "The national filtering system of Internet traffic (NASFIT)" will be developed.

2020: Mintsifra refused creation of national filtering system of Internet traffic
In November, 2020 it became known of Mintsifra's failure from creation of national filtering system of Internet traffic. For its development till 2024 it was going to spend slightly less than 4.2 billion rubles, including 645 million rubles (direct financing) in the 2021st.
Vedomosti paid attention to failure from construction of the All-Russian system of access restriction on children to undesirable traffic — on the regulation.gov.ru portal the relevant draft resolution of the government prepared Mintsifra is published.
The ministry suggests to exclude absolutely this action from the program and not to select for it financing to the Center of monitoring and network management of a public communication, subordinated Roskomnadzor. A system was going to start until the end of 2021.
Authors of an initiative claimed that the developed mechanism will allow to protect children from an inappropriate content. It was supposed that a system using the special equipment will block access to certain content from devices of minor users. Thus to children would allow to visit only in advance approved sites entered in "white list".
In the explanatory note to Mintsifra's project published in November, 2020 it is said that similar developments are already widespread in educational institutions and at telecom operators in this connection implementation of one more similar system will become an excess measure.
Besides, the concept of information security approved by the government in 2015 assumes that it is necessary to protect from an inappropriate content of children joint efforts of family, public organizations and the state, emphasize in Mintsifry. It means, in particular, existence of skills of independent assessment of content. Therefore development of an automated system will not lead to operational identification of risks of safety of children, concluded in department.[1]
2017: The plan of start of a system in the Digital Economy program
Creation of a system is provided by the state program "Digital economy" which was approved on July 31, 2017 by the prime minister Russia Dmitry Medvedev. NASFIT it has to be put into operation until the end of 2020. Paved the way for emergence of a system, including, senator Elena Mizulina thanks to whom In 2012 in Runet there was a unified register of the prohibited information which generates Roskomnadzor[2].
Two ways
Still the issue of is not resolved whether traffic will be filtered only in educational institutions or for all users of Runet. In the second case to get access to "the free Internet", the Internet service provider will need to write the application. The league of the safe Internet already tests the system of "white list" in a number of regions of Russia, in particular in Kostroma.
We will not cope
Authors of a system wait for assistance from legislators and also from distributors of information (i.e., for example, social networks) whom want to oblige to reveal and block content banned in the Russian Federation independently. According to them, without legislative bans adult users of Runet will be able to switch off filtering and children will not be protected from dangerous content.
Presumption of innocence
Experts are sure that the system of "white list" breaks "presumption of innocence" — in the world daily there is a large number of the most different websites and to be included in the list the permitted each of them should prove that he does not break the law. Experts called a system "the soft version of North Korean model".
Why NASFIT can do harm?
The representative of MTS Solodovnikov Dmitry says that the operator heard before nothing about this offer. "We consider similar initiatives harmful, capable to cause damage to subscribers because of possible decline in quality of Internet access". First of all it can happen because of decrease in speed of construction of networks and development of new services.
In addition to users of NASFIT can cause a loss of all telecom and the IT industries. Providers and operators should spend huge resources "for implementation of ineffective solutions on traffic filtering instead of investing in digital economy and construction of networks 5G", the press secretary of MTS[3] complains[4].
