National standard of barcoding of payment details

GOST P ISO/IEC 16480-2017: Information technologies. Technologies of automatic identification and data collection

As it became known CNews, Federal Agency for Technical Regulation of Metrology (Rosstandart) on September 13, 2017 the national standard for the mobile applications using in work characters of shaped codes[1] was approved[2].

The press service of department explains that modern mobile devices can use classical one-dimensional barcodes and two-dimensional QR codes by two methods. In the first case the code is displayed on the device screen that the scanner — for example could consider it to identify the user of the device as valid acquirer of the e-ticket on the Internet.

Within the second method the mobile device itself reads out the code from the external carrier using the camera which is built in it, for example from a wall of an architectural object. The code in this case makes as the admission on the Internet page detailed information on this object.

In either case for normal display and reading barcodes need to have certain minimum characteristics of clearness and the optimal geometrical sizes. New official GOST also sets these parameters.

Rosstandart notes that the approved standard is intended for voluntary application and is aimed at developers of mobile applications. "The new national standard will allow to increase quality of functioning of mobile devices" — are sure of the organization.

What was earlier

As the technical specialists of Rosstandart adopted before standards earlier explained in a conversation with CNews set quality requirements of drawing characters — as on paper carrier (for example, the label), and directly on the marked subject — by an engraving or a sputtering.

In the new standard in a technical sense "nonconventional" substrates for the code — screens of mobile devices and advertizing surfaces with the image of characters of the sizes huge in the usual sense are considered.

Some details

Rosstandart specifies that the quality of drawing characters of barcodes is estimated on a five-ball scale — as by separate parameters of the character and its components, and integrally on their set. For quality evaluation of drawing use special devices — verifiers of the shaped code, requirements to which are also object of standardization.

New GOST is identical to the international standard developed by International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) and published in 2015.

Acted as the developer of the Russian standard the Association of automatic identification of "Yuniskan/Gs1 rus" (Gs1 Rus) acted.

The complete name of the new standard looks as GOST P ISO/IEC 16480-2017 "Information technologies. Technologies of automatic identification and data collection. Reading and display of optical mediums of data mobile devices".

GOST P 56042-2014: Two-dimensional characters of the shaped code for implementation of payments of individuals

In June, 2014 Rosstandart approved the national standard "Two-dimensional Characters of the Shaped Code for Implementation of Payments of Individuals" (GOST P 56042-2014) intended for automation of input of details of payment documents in points of payment by payers and staff of the accepting organizations. It is expected that the document will be enacted since September 1.

Premises to development and contents of the standard

The national standard regulates admissible formats of barcodes (two-dimensional QR codes) which are applied on the payment document, uniform rules of inclusion of payment details in barcodes, structure of obligatory details without which the barcode should not form the list of names of additional details of payment.

Besides, it describes rules of inclusion in a barcode of additional details, including unique for service provider and also contains recommendations about a transient period from old barcodes to new.

Sberbank notes that earlier use of barcodes on payment documents were not regulated by any regulating documents. By June, 2013 Sberbank developed the uniform standard of barcodes, and in the third quarter the same year he was supported by "National payment council" which initiated development of the corresponding GOST in Rosstandart. In June, 2014 the document was approved.

To creation of the national standard in bank give a number of factors as premises. For example, the fact that the existing linear barcodes do not provide inclusion of all necessary details of payment and also a significant amount of errors at manual entry of payments or a dovvoda of the details which are absent in a barcode.

Other factors in Sberbank call lack of uniform rules of inclusion of payment details in structure of barcodes in this connection credit institutions are forced to adapt to "payment orders" of each service provider, and big time – about 3-5 minutes – on a payment registration according to free details without input automation.

Advantages

Sberbank notes that the linear barcode is the most often used barcode type on payment documents. Information in it is coded only in one direction – in horizontal direction that creates serious restrictions on amount of data. Besides, in a linear barcode only digits and Latin letters are coded, and Cyrillics is not supported. Unlike linear barcodes, two-dimensional barcodes allow to code information in two directions – in vertical direction and horizontals, providing high capacity.

The representative of Sberbank explained TAdviser that at the same time the barcodes used usually – both linear, and two-dimensional – as a rule, represent the identifier which is the link to a system from which it is possible to finish loading necessary data for payment while the two-dimensional barcode IN ACCORDANCE WITH GOST already comprises all necessary details.

Use of the standard minimizes manual entry of details by payers and employees that means reduction of labor costs and also reduces the number of the wrong and hung-up payments and costs for analysis of customer appeals, speak in Sberbank. According to bank representatives, use of the standard can raise a customer loyalty and collecting of payments for the account of simplification of payment procedure and reduction of queues in credit institutions.

Use

The representative of Sberbank told TAdviser that as of the end of July, 2014 about 250-300 different organizations for all Russia already use barcoding according to the national standard. The largest of them having a big share of payments in structure of payments of Sberbank are the traffic police,the Pension fund,Federal Bailiff Service. Directly in Moscow MGTS and Mosenergosbyt also treats like those. It is expected that since December, 2014 on payment documents FTS will also begin to print two-dimensional barcodes.

Provided data in Sberbank that across Moscow, in particular, as of the middle of 2014 about 24% of the payment documents processed by it contain a two-dimensional barcode. In addition to Sberbank, from the large organizations payment documents with barcodes in accordance with GOST are also accepted by Russian Post,VTB and Alfa-Bank. Support of the standard in the software developers of accounting software implemented 1C and Parus.

Use of the national standard on barcoding, as well as other state standard specifications, is not obligatory, and it is only recommended to application. Sberbank expressed a regret about it.

According to the vice-president of board of Sberbank Alexander Torbakhov, the bank conducts serious work to increase number of the organizations using the national standard. He noted that third parties have no basic objections, however many of them are inclined to postpone implementation of the standard indefinitely. Considerable part of them at the same time refers to existence of more important issues, and some state concerns that use of two-dimensional barcodes will increase expenses on printing of payment documents because such barcode requires more paint, than for linear.
