A consortium has been created in Russia to develop neonatal technology

In August 2024, it became known that a new consortium was created in Russia aimed at developing advanced neonatal technology. Within its framework, the efforts of leading industrial, medical and educational institutions of the Sverdlovsk region will be combined. The Government of the Russian Federation allocated 346.3 million rubles for the purchase of equipment for neonatal screening of newborns

On August 1, 2024, Prime Minister RFMikhail Mishustin signed an order on the purchase of equipment for expanded neonatal screening of newborns. For these purposes, an additional 346.3 million rubles are allocated from the federal budget.

Equipment is necessary to examine children for congenital and/or hereditary diseases. Such studies help to identify severe diseases at the initial stage, to provide assistance to children faster, and in some cases to save lives.

The project provides for the purchase of seven tandem mass spectrometers complete with a nitrogen generator and neonatal screening software. In addition, eight automatic stations for excavating PCR mixtures will be purchased. A complex for ultrasonic fragmentation of DNA is also purchased.

The purchase of equipment will be carried out by the Federal Center for Planning and Organizing Drug Provision for Citizens, subordinate to the Ministry of Health. It will go to federal and regional medical organizations.

2023: IT system keeps records of newborns in Krasnoyarsk and monitors neonatal screening

On August 16, 2023, TechLAB announced that a centralized regional information system has been introduced in the Krasnoyarsk Territory, which allows monitoring compliance with the deadlines for each stage of neonatal screening. By incorporating this digital solution into mass survey practice it became possible for newborns to monitor the time of diagnosis of serious diseases and increase the efficiency of providing data on the health of each baby in the region. A kit for screening monogenic diseases in newborns has been developed in Russia

In December 2022, the National Medical Research Center of Obstetrics, Gynecology and Perinatology named after V.I. Kulakova announced the creation of a set of reagents for high-throughput sequencing for the diagnosis of monogenic diseases in newborns, which in practice are not detected during neonatal screening. On December 1, 2022, the Government of the Russian Federation announced the launch of an expanded neonatal screening program - studies for the presence of hereditary and congenital diseases in newborn children. The relevant rules for the provision of subsidies were approved by Prime Minister Mikhail Mishustin.

The state program, in particular, has added rules for the provision and distribution of subsidies to regions for events for expanded neonatal screening. Such screening covers 36 groups of diseases instead of the standard five. Early research helps to identify severe diseases at the initial stage and quickly provide children with the necessary assistance, the Cabinet emphasized.

The federal budget for extended screening in 2023 provides for more than 2.3 billion rubles. Subsidies are provided to the regions for the primary, and, if necessary, re-laboratory examination of newborn blood samples, confirming biochemical, molecular genetic or molecular cytogenetic diagnostics.

The condition for providing money is the presence in the region of an approved program providing for a list of measures to ensure expanded neonatal screening, during the implementation of which the expenditure obligations of the region arise.

The calculation of the amount of the subsidy is determined taking into account the parameters of the average version of the forecast of the number of births by region. The money is provided on the basis of an agreement concluded between the Ministry of Health of the Russian Federation and the highest executive body of the region.

Earlier, at the V.I. Kulakov Center, Mikhail Mishustin held a meeting with the participation of specialists from Russian perinatal centers. It was discussed what needs to be done to protect the health of children, to improve medical care. At the same time, it was decided to expand the screening of newborns and conduct it in all regions of the country. As a result, a new federal project "Ensuring expanded neonatal screening" was approved and the necessary funding was provided.[2]

Mishustin allocated 2.6 billion rubles for the purchase of medical equipment for expanded neonatal screening

In June 2022, Prime Minister Mikhail Mishustin signed an order to equip medical organizations for extended neonatal screening. hereditary and congenital diseases. In 2022, 2.6 billion rubles are provided for these purposes in the federal budget.

The document signed by Mishustin approves the list of necessary equipment. Its purchase will be carried out by the Federal Center for Planning and Organizing Drug Provision for Citizens, subordinate to the Ministry of Health of the Russian Federation.

The order also determines the list of medical organizations in which expanded screening will be carried out for children from all regions of the country. This list includes 11 state institutions. Kulakov (Moscow), Morozov Children's Clinical Hospital (Moscow), Rostov State Medical University (Rostov-on-Don), Tomsk National Research Medical Center (Tomsk ), Scientific Center for Family Health and Human Reproduction (Irkutsk ), Republican Medical and Genetic Center (Ufa), Clinical and Diagnostic Center "Protection of Mother and Child Health" (Yekaterinburg).
