Revenues of PR agencies in Russia for the first time exceeded 1 trillion rubles

Annual revenues of PR agencies in Russia for the first time exceeded 1 trillion rubles, which indicates a significant growth in the PR services market. This figure has been achieved despite the challenges of recent years, including the COVID-19 pandemic and economic difficulties. Such data in mid-June 2024 are given in a study conducted by Buman Media and the online recruiting platform hh.ru.

The COVID-19 pandemic has had a significant impact on the PR services market, leading to a 15.1% decrease in volumes in 2020. However, already in 2021, the market showed an increase of 21.9%, although it remained unstable. In 2022, the growth trend continued and the market volume increased by 5.9%.

According to the study, about a third of PR agencies in Russia noted a decrease in income and a decrease in business in 2022. Nevertheless, the structure of PR departments within companies turned out to be quite stable - 74% of respondents reported no changes in the functionality of the PR department.

In 2023, the volume of the PR services market in Russia reached 1.006 trillion rubles. This was due to an increase in demand for anti-crisis and digital communications, as well as an increase in the importance of PR in corporate structures. According to the survey, about half of the companies surveyed note an increase in PR costs, which is associated with the need to maintain reputation and public relations in a crisis.

PR budgets remained ambiguous: 26% of respondents reported a reduction in PR budgets, the same amount - about the redistribution of funds, and another 26% - about the absence of changes. However, 11% of companies were able to increase their PR budgets by funneling funds to outside agencies or consultants.

According to the study, the most common budget for PR in 2023 was over 7 million rubles, which is most often allocated by companies with a staff of 1 thousand to 3 thousand people. At the same time, companies with a staff of up to 50 people most often operate with budgets of up to 2 million rubles or do not have a separate budget for PR at all.[2]
