In most Russian regions, projects are being implemented to introduce artificial intelligence technologies, business applications, such as corporate email, video conferencing, etc., in the field of information security and in a number of other areas, such as IoT solutions in power and housing and communal services, the creation and import substitution of infrastructure and communication services, virtualization and implementation of Russian operating systems.

Key digitalization projects in the public sector implemented by IT companies

Currently, priorities in the digital transformation of government bodies are projects for the transfer of administrative and technological software to domestic solutions, on cyber resistance and information security. Certain difficulties associated with both environmental factors and the objective state of the market require a deeper immersion in the development of application and infrastructure software. Industry experts have high hopes for the implementation of the federal project "Digital Public Administration," which is part of the national project "Data Economics." Many of them note the need to introduce technologies and tools of artificial intelligence to increase the efficiency of systems used in government agencies, both for application and infrastructure software. Import substitution estimates in authorities from IT companies

The import substitution process has been going on in our country over the past 10 years, especially actively over the past two years. Many experts believe that there are many obstacles along the way and the process will continue for quite some time. A systematic, evolutionary approach in the transition to Russian solutions is important. It is undesirable to slide into traditional "patchwork automation" when not what is important is replaced, but what budget funds have been allocated for, experts say. It is necessary to consistently, without destroying the work of previously configured processes, public and internal services, including those provided within the framework of public services, to replace the elements of the IT structure with Russian solutions. At the same time, you need to start with the most vulnerable segments and gradually scale import substitution for other segments of the infrastructure, most experts say.

The KORUS Consulting Group of Companies noted that it is possible to carry out import substitution with minimal investments in money, temporary and human resources when IT solutions are used within the framework of the AWS (automated workplace) and are not very closely integrated with the internal and external ecosystems of organizations in which migration is carried out. It is more difficult to replace solutions that include a large set of functions and work with complex complex tasks (such as processes, scenarios, hierarchies - ed.). For example, databases that, in addition to the data itself, contain up to several tens of thousands of rules. Complex ERP systems that require a high degree of customization and integration to ensure security and reduce the risks of leaks and cyber attacks are difficult to replace. At the same time, from a technological point of view, the overwhelming majority of IT products that are now on the Russian market are able to close almost all the necessary tasks in the public sector. The main challenge is in the seamless transition to these products.

What difficulties is faced with the process of import substitution in state authorities?

Most experts note that this is influenced by the lack of qualified personnel capable of servicing and developing import-substituting systems, the desire of some government bodies to import substitution "one to one," without taking into account the factor of functionality and efficiency. At the same time, as already noted above, the more integrated and complex the system, the more difficult it is to succumb to import substitution. At the same time, the purpose of replacing the products of vendors from unfriendly countries is not to completely destroy the existing systems and not their uncritical reproduction on other software and hardware, but to analyze the goals, tasks, demanded functions and choose the most effective options that ensure the evolution of systems with a gradual transition to one hundred percent import substitution.

Some experts believe that regional authorities are demonstrating a higher speed of transition to domestic software. They explain this by the fact that the IT infrastructure in the regions is less large, includes fewer jobs and is usually not tiered, which simplifies the transition process. At the same time, the Moscow macro-region (Moscow and partly the Moscow region) is called by specialists the leader and driver of the development of IT infrastructure, the same can be said with regard to import substitution. In the case of federal authorities, the transition to Russian solutions requires more thorough preparation due to the larger scale.

Alisa Peskova, a marketer at Texnoprom, on the contrary, believes that import substitution in regional authorities is slower than in federal ones. This creates threats in the field of information security. Limited budgets and a lack of specialists, according to the expert, can lead to the use of outdated and less secure solutions, which increases the risk of incidents in the field of information security, external and internal threats to the functioning of the IT infrastructure. In the federal authorities, import substitution is more active, which allows you to use the most relevant means of ensuring cybersecurity.

Import substitution of IT products in Russia continues to remain, according to Yuri Lukovich, an urgent and difficult topic for authorities at both the federal and regional levels. The problem lies in the impossibility of completely replacing specialized solutions that still have no Russian analogues. Nevertheless, the dynamics are positive: the share of foreign products is gradually decreasing, and the level of import independence is confidently moving towards the intended goal. Import substitution in the field of industry software solutions causes the greatest difficulties. We are talking about complex multi-module systems that foreign companies have been developing for decades, constantly improving them. Such systems have many integrations and unique functions, which makes replacing them extremely difficult and time-consuming.

Vendors are now focusing on the cross-platform of their solutions. Import substitution in the public sector is underway, but this is a long process, and the implemented systems should work here and now, so you need the opportunity to choose compatible software. At the same time, at the regional level, there is a noticeable gap between the constituent entities of the Russian Federation in terms of digitalization and import substitution.

It can also be noted that the CII facilities under the jurisdiction of state-owned companies did not reach the level of import substitution required by law of 100% by January 1, 2025. The transition process is hindered by many external factors, such as a lack of funding and a shortage of qualified personnel), but there are also internal market factors, both in terms of the development of analogues of Western products and in ensuring mutual compatibility of software. Russian companies have not yet managed to create completely customer-satisfying analogues of such Western products as ERP systems, communication platforms, professional HRM systems, software for BigData, systems for controlling production processes (PCS) and robotic systems.

Cybersecurity will continue to be in the field of attention, in particular, the training of specialists in the field of information security. Specialized cyber polygons and "digital sandboxes" will be created, and large-scale unification of regional information systems in accordance with the unified standard of digitalization is also not excluded.

Tasks for the introduction of AI are among the priorities for leaders of the digital transformation of government bodies (OGV). Already, there are a number of domestic solutions that allow you to use AI to identify information security threats and respond to them. However, it is important to understand that information security systems based on AI technologies are also vulnerable, and the harm of hacking such systems can be much more dangerous: modern AI systems are usually an integral part of decision support systems (SPS) of government bodies and a failure in their work can lead to critical situations or to incorrect actions of the OGV in cases of emergency. And here a new task arises - the protection and provision of cybersecurity of artificial intelligence. In addition, experts distinguish such areas as "public safety" (video surveillance systems, traffic control, optimization of traffic flows, face and object recognition - ed.) And "energy efficiency" ("smart homes" and their infrastructure, IoT solutions in power and housing and communal services).

Also, among the promising areas of development, experts called blockchain technologies, digital education, initiatives and projects on open data (the formation of publicly available data sets and the adoption of standards for the creation of such data sets for use in the ML sphere). The development and implementation of trusted download tools (SDZ; software or hardware to monitor the integrity of downloaded files and check them against reference values), which are necessary to ensure the security of a critical information infrastructure.

One of the most important areas will remain, according to Yuri Lukovich, ensuring data security through innovative software, for example, using NGFW (Next-Generation Firewall) and the active development of biometric technologies. In the next two years, this direction will receive new development in areas such as multifunctional centers, urban transport and educational institutions.

The vendor's view on the processes of digitalization of the public sector helps to understand what often remains beyond the reporting of government bodies and regulatory directives. In particular, implementers of security systems and EDMS/ECM, unlike their colleagues involved in infrastructure software, rarely refer to environmental factors (personnel, finances) and much more often to a shortage of high-quality application software, including operating systems and long-term data storage systems .

The trends in the development of digitalization of the public sector "through the optics of the implementer" are mainly associated with the requirements of the regulator and the parameters of national projects in the field of digitalization of the economy.
