The decree of the President of the Russian Federation of May 7, 2012 No. 601 "About the main directions of improvement of a system of public administration" establishes (point "v") that the share of the citizens using the mechanism of receiving the public and municipal services electronically by 2018 should reach value not less than 70%.
The Information Society state program sets intermediate indicators of achievement of the decree. In 2015 the share of users of electronic state services should make 40%, in 2016 - 50%, in 2017 - 60%.
Survey results of Rosstat
2016: leaders Tatarstan, KhMAO, Chuvashia
At the end of 2016 on average in the country 51.3% of the population of Russia use electronic state services, reported TAdviser in the Ministry of Telecom and Mass Communications with reference to survey results of Rosstat.
The first place on this indicator as well as occupies a year ago Tatarstan (79.7%), the second - Khanty-Mansi Autonomous Okrug (74.1%), the third - Chuvashia (69%).
The maximum growth of a share of users of electronic state services is recorded in KhMAO (from 27 to 74.1%), Ingushetia (from 8.5 to 54%) and Kursk region (from 13.1 to 53.8%).
In Moscow, according to data of Rosstat, 65.3% of the population, in St. Petersburg - 49% use public services in electronic form.
In a year the indicators worsened 10 regions at once. Among them there are a Republic of Tyva, Yamalo-Nenets Autonomous Area, Altai Krai and also the Pskov, Murmansk, Kurgan, Kaliningrad, Saratov, Leningrad and Arkhangelsk regions.
Worst of all the situation with state services in electronic form is observed in the Jewish Autonomous Region (16%), the Karachay-Cherkess Republic (19.3%) and the Nenets Autonomous Okrug (19.4%).

At the end of 2015 on average in the country users of electronic state services are 39.6% of the population of Russia.
First place on this indicator is won by Tatarstan (65.2%), the second - Moscow (64.2%), the third - the Kaliningrad region (58.4%).
Worst of all the situation is in Dagestan (2.5%), the Magadan region (6.4%) and Chukotka Autonomous Okrug (8.3%), and the last two regions, according to data of Rosstat, worsened the indicators in comparison with 2014.
The Ministry of Telecom and Mass Communications told TAdviser that consider tasks for 2015 on provision of services in electronic form executed.
Objective statistical data of functioning of infrastructure of the electronic government testify to it. Users of the portal in 2015 ordered federal services in electronic form of 49.9 million times against 17.7 million in 2014. For 192% the number of the ordered regional services in comparison with 2014 — from 343 thousand increased up to 997 thousand. Municipal services showed growth by 67% — from 399 thousand to 668 thousand. We connect such dynamics as with the general growth of number of the citizens using the Uniform portal of state services and with growth of popularity of electronic state services. The average daily number of visitors of the Uniform portal of state services in 2015 grew by 28%. The number of the Russians registered in the Unified identification and authentication system (Unified identification and authentication system) in 2015 grew by 9.5 million. Technique of assessment of number of users of electronic state services
Assessment of number of applicants - the citizens using the mechanism of receiving the public and municipal services electronically is carried out by Rosstat (the technique was approved by the order of Rosstat of 7/8/2013 No. 273).
The indicator is calculated by selective poll of citizens aged from 15 up to 72 years. The volume of selection is 69 thousand people living in all territorial subjects of the Russian Federation. Data retrieveds extend to population.
To respondents the following questions are set:
- Whether you interacted with public authorities and local government and suppliers of the public and municipal services in the last 12 months and what at the same time used methods?
- Call, please, types of the public or municipal services which you received through the official sites and portals of the public and municipal services for the last 12 months.
- Whether you are registered on the Uniform portal of the public and municipal services, the regional portal of the public and municipal services?
Imperfection of a technique
The technique of calculation of a share of the citizens using electronic state services, assuming poll of Rosstat is admissible, but is not ideal, respondents of TAdviser experts consider.
Poll is a forced method of measurement since, unfortunately, we cannot measure this indicator directly, - Mikhail Braude-Zolotarev, the director of the center of IT researches and examination of a RANEPA considers. - Normal there has to be a state service accurate determination what is considered receiving state services electronically (for example, simple visit of EPGU is it or not?) and automatic accounting of such facts |

Certainly, an opinion poll - the good tool, but it is worth to remember that we work in the field of Internet services where the owner of service has all statistics on all electronic transactions - quantity of personal accounts, inputs, viewings, the submitted applications, records, answers, etc. Of course there is a question how to exclude a possibility of manipulation with these data, but the solution can be precisely found. At assessment of a share of users of electronic state services it is important to consider channels of their rendering and also types of services, Timur Hafizov, the director of the IT-consulting center of Institute of the public and municipal administration of Higher School of Economics National Research University adds.
It is formal to check - like, looks in the infomat instead of the stand in the waiting room, the electronic service means it is rendered - it is impossible. It is also important to consider about what services there is a speech. There is a task to transfer to an electronic form not only payment of penalties and record to the doctor. Activities of the federal and regional authorities for promoting of electronic state services
2019
the Ministry of Telecom and Mass Communications selected half a billion rubles for promoting of electronic state services
On July 31, 2019 the Ministry of Telecom and Mass Communications of the Russian Federation announced competition on rendering services in informing on available electronic services and services of the digital state and also about advantages of use of mechanisms of receiving state services in electronic form, including by establishment of uniform standards of promoting of electronic services. The project is calculated till December 15, 2020. For its implementation it is going to spend to 526 million rubles.
One of problems of rendering services is formation of knowledge and trust of citizens and the commercial organizations to receiving services in electronic form, informing users on available services, services and functions in electronic form on the uniform portal and in mobile applications. Besides, within the project it is supposed to tell citizens about advantages of transition to digital interaction with the state and also about emergence of new services, services and functions, including newly created superservices.
All this is going to be performed due to placement of the promotional and informational and explaining materials on television, on the Internet and other channels.
For promoting the most demanded services grouped in subjects (a car, documents, family and children, etc.) and also superservices which list is approved at a meeting of presidium of the Government commission on digital development on March 28, 2019 are priority.
Within 20 days after signing of the contract the contractor of the project will have to develop the media flow-chart. Further during the different periods till December 1, 2020 promotional materials should be developed and placed on TV and on the Internet and also in the form of printed materials. Till December 15, 2020 from the contractor wait for the final expert analytical report.
The contractor of the project will be selected at the end of August, 2019.

Methodical recommendations for regions are approved
On October 15, 2015 at the Subcommittee meeting on use of information technologies when providing the public and municipal services the methodical recommendations about informing citizens of advantages of receiving public services in electronic form provided by the Ministry of Telecom and Mass Communications were approved.
The document was developed for creation of a single system of informing on advantages of electronic state services and formation of simple and clear language of communication with citizens at their promoting.
"We are in the home stretch on accomplishment of the Decree of Russian President No. 601[1] in terms of achievement of target indicators of a share of the citizens using public services in electronic form. Without actions for promoting it is impossible to make it. We will hold on this matter meetings on places, especially in problem regions. These methodical recommendations about study of the Gosuslugi brand — a certain procurement which allows us to save considerably time and money for promotion of tasks in a single region. Also I urge to send subjects to Ministry of Telecom and Mass Communications Russia the offers on promotion. We use the centralized efforts, but without work in each certain region this task not to solve" — the Minister of Communications told Nikolai Nikiforov.
Together with the Ministry of Economic Development till December 1, 2015 it was entrusted to Ministry of Telecom and Mass Communications to work inclusion of the made methodical recommendations in regulations of works of the multifunction centers (MFC) and sharing of the corporate styles "My documents" and Gosuslugi for informing citizens in departments of MFC about advantages of electronic state services.
Also methodical recommendations about achievement of target indicators of a share of the citizens using state services electronically were approved. The document contains standard steps which regions need to make for achievement of this indicator approved by the Decree of the Russian President No. 601.
"Use of methodical recommendations will allow to create and inform citizens of advantage of electronic state services over traditional, and, as a result, to raise a share of those who prefer to receive public services in an electronic format", - said in the Ministry of Telecom and Mass Communications.
Not all federal agencies approved plans of achievement of 70%
On July 3, 2015 the Government commission on use of IT for improvement of quality of life charged to the federal authorities and state non-budgetary funds rendering state services electronically to approve the plans for achievement of an indicator approved with the Ministry of Telecom and Mass Communications in 70% of the citizens using electronic state services.
As of October, 2015 it was made by 13 of 50 departments (cm a slide lower), said in documents of the Ministry of Telecom and Mass Communications which TAdviser studied. 4 more departments - FSB, the Ministry of Finance, Rostourism and Rospechat, according to the Ministry of Telecom and Mass Communications, already reached an indicator in 70%.
The Ministry of Education and Science will include training in the electronic government in the school program
In September, 2015 the Ministry of Telecom and Mass Communications approved "the plan of 70%" of the Ministry of Education and Science.
One of features of the draft of the plan is "Inclusion in the approximate working program of the subject "Social science" at the level of the main general and secondary general education of studying of methods of interaction of citizens and the state, including by means of the electronic government", said in documents of the Ministry of Telecom and Mass Communications which TAdviser studied.
In June, 2016 in the approximate working program of the subject "Social science" (it is studied from 6 on 9 class) the feature for studying of methods of interaction of citizens and the state, including by means of the electronic government will be added.
In turn, in the register of approximate main educational programs the corresponding "register" record will be made.
"Through this action of the Ministry of Education and Science of the Russian Federation is going to organize complex approach with long-term effect on increase in degree of the involvement of citizens into interaction with the state by means of the electronic government", - it is told in documents of the Ministry of Telecom and Mass Communications.
The Ministry of Telecom and Mass Communications ordered the advertizing campaign of electronic state services
In June, 2015 the Ministry of Telecom and Mass Communications held the tender for rendering services in informing users on available services on the Uniform portal, to increase in availability of the public and municipal services in electronic form, awareness on it of citizens and their satisfaction.
With the offer for the amount of 27.5 million rubles the "Didzhital Park Capital Group" company[2] won].
Works assume creation of promotional materials for regions and also holding an advertizing campaign on the Internet in 2015.
