The Russian authorities decided to extend the experiment on digital labeling of radio-electronic products to laptops, smartphones and mobile phones in force from December 1, 2023. The corresponding decree was approved by the government of the Russian Federation at the end of May 2024.

As explained in the Ministry of Industry and Trade, testing the system for laptops and smartphones will last from June 10, 2024 to April 30, 2025, and for printed circuit boards - from July 1, 2024 to August 31, 2025. The labeling operator will be the Center for the Development of Advanced Technologies (CRPT). The CRPT reported that the initiators of the experiment were specialized enterprises that are interested in combating counterfeit products. The Federal Customs Service (FCS) of Russia supported the initiative to launch an experiment on labeling radio electronics with special means of identification, RIA Novosti reports, citing a letter from the department.

Sources of Kommersant say that the experiment on the labeling of radio electronics was planned to be launched back in July 2022, but this did not happen due to disagreements between officials and companies around the nomenclature of labeled components. Market participants, one of the newspaper's interlocutors explains, fear difficulties due to the fact that some of the components that are planned to be labeled are used not only in lighting engineering, but also in industrial equipment, ventilation systems, video surveillance, etc.[2]

2022: Roselectronics will become a participant in an experiment on the labeling of radio electronics

The Roselectronics holding of the Rostec State Corporation on June 17, 2022 announced that it was ready to become a participant in an experiment on the labeling of radioelectronic products, which is planned to be launched in Russia from July 1, 2022. The corresponding agreement was signed between the company and the Center for the Development of Advanced Technologies (CRPT), the operator of the Honest Sign marking system.

The document was signed by Mikhail Dubin, Chairman of the Board of Directors of the CRPT, and Sergey Sakhnenko, General Director of the United Instrument-Making Corporation (the management company of the Roselectronics holding).

We are glad that even before the start of the experiment, we have acquired a reliable partner, together with which we will be able to standardize possible approaches to controlling the turnover of a number of types of electronic products. In the course of cooperation, the parties plan to jointly determine the most suitable technologies for introducing labeling of radioelectronic products, establish information exchange, test the possibilities of applying identification tools to certain types of radioelectronic products and the composition of the information contained in them, as well as determine the optimal methods of labeling. Interaction with manufacturers, importers of certain types of radioelectronic products, wholesale and retail trade organizations will be worked out.
