2025: The Ministry of Transport of the Russian Federation gives Moscow the right to regulate the movement of river vessels and fine violators using automatic cameras

It includes the coordination of routes and schedules of water passenger traffic. We are talking about any ships in the water area of ​ ​ the city, with the exception of transit.

The Moscow government will also be able to determine the locations of electric filling stations and establish additional environmental requirements for ships to prevent pollution with waste, wastewater and oily water. As the head of the board of the Association of Lawyers of Russia Vladimir Gruzdev notes, the bill provides Moscow with the right to raise and dispose of sunken ships.

A separate clause stipulates the possibility of placing automatic means of photo and video recording of violations of swimming rules by the city authorities. The cameras will identify violations provided for in Article 11.7 of the Code of Administrative Offenses of the Russian Federation, the sanctions on which include fines of up to 25 thousand rubles or deprivation of the rights to control the ship.

According to Kommersant, the initiative to expand water control for more than a year was discussed in the Ministry of Transport of the Russian Federation. The Moscow administration was preparing for changes: in September 2024, the Traffic Management Center announced a tender for the supply of 200 CCTV cameras, and in November the transport department announced the installation of 500 cameras for the Moscow River. To analyze the data, the Moskva.Reka system will be used.

The head of the National Association of Small Shipping Alexei Smirnov believes that the amendments may also affect small vessels. He fears that additional environmental restrictions will lead to a ban on the Moscow Round the World route and other transit through the city center, since small vessels are not classified as exceptions.[1]

2024

Moscow allocated ₽3,5 billion for the development of river electric transport

On November 11, 2024, it became known that the Moscow government allocated ₽3,5 billion to launch and ensure the operation of the third route of river electric transport in the southern part of the city in 2025. The decision was presented at a meeting of the Moscow City Duma Commission on Economic and Social Policy.

According to TASS, Roman Latypov, First Deputy Head of the Department of Transport and Development of Road Transport Infrastructure of Moscow, said that the new route will be a continuation of the existing second line.

To service the new direction, a contract has already been signed for the construction of ten electric ships. The current network of river electric transport includes 18 stations on two routes with a total length of 20 kilometers.

During the first year of operation, passenger traffic on existing routes almost doubled. Electric power runs daily from 07:00 to 23:00 on schedule.

The first regular route of river electric transport from the Kievsky pier to the Heart of the Capital stop began work on June 20, 2023. Later, the Krasnopresnensky Park pier was added to it.

The second route "ZIL - Pechatniki" opened on September 29, 2023, connecting the regions of the south and southeast of the capital. Subsequently, three additional stopping points appeared on the line: Nagatinsky, Zaton Novinki and Kolomenskaya Naberezhnaya.

Trips by river electric transport are integrated into the city travel system "Unified." Season ticket holders for 30, 90 and 365 days can use electric ships at no extra cost.

The development of river electric transport is part of the program to create an environmentally friendly transport system in Moscow. Electric power does not produce harmful emissions and helps to reduce the load on ground transport.

The new route will expand the transport accessibility of the southern regions of the capital and create additional opportunities for the movement of citizens along the Moscow River.[2]

Moscow buys tens of billions of rubles worth of electric power for use as public transport

In September 2024, it became known that Moscow continues to expand the fleet of electric ships intended for use as public transport. The city authorities signed a contract for the purchase and maintenance of ten more electric ships, worth tens of billions of rubles. These ships will be used to transport passengers along the Moskva River and will enter a new route by October 1, 2024.

According to Kommersant, new electric power systems of increased capacity will be able to carry up to 54 passengers, which is four more people compared to current models. In addition, the capacity of their batteries will increase from 470 kWh to 740 kWh, which will significantly increase the duration of flights without additional recharging. Judging by the terms of the updated contract, the routes of the ships will also be expanded. The new route, which will begin to operate in October, will connect the ZIL and the Novospassky pier, located near the Paveletsky railway station. In this direction, it is planned to launch up to 75 flights per day.

Moscow buys tens of billions of rubles worth of electric power for public transport

According to the public procurement portal, by the beginning of September 2024, the total cost of the project since its launch in 2021 increased to ₽56,9 billion. Initially, the contract concluded for 15 years was estimated at ₽19,5 billion, but as a result of numerous adjustments, the number of ships and berths was increased. In addition to ten new vessels, the authorities will also add five pontoon berths and one additional coastal charging station, which will improve the infrastructure for the further development of river transport in the city.

Electric river trams began operating in Moscow in June 2023, and then they were launched on two routes. The first route connected the Kyiv railway station and Shelepikha, subsequently it was extended to Filya. The second route started from the ZIL pier and reached Pechatnikov. In 2024, four new berths were added on these routes: Krasnopresnensky Park, Zaton Novinki, Kolomenskaya Naberezhnaya and Nagatinsky. The price of tickets varies from ₽200 to ₽500, while with the Troika card you can use free travel when choosing the Unified tariff for 30 days or more.[3]

According to him, the plant is planned to be built on the territory of the former Moscow Shipbuilding and Ship Repair Plant, which was closed in 2014. By June 2023, the River Park residential complex is located on its territory. Part of the territory remained undeveloped, the boathouse and berths were preserved, the source explained.

The interlocutor of the newspaper in Sitronics says that the area of ​ ​ the Northern River Station is considered as an alternative site. The company, which will be engaged in the creation of the enterprise and the construction of ships, has not been determined by June 20, 2023, he says.

The source of the publication, familiar with the project of passenger ships for 50 people Sitronics, claims that one ship costs 260 million rubles, which makes the payback of ships an extremely difficult task. The general director of Infoline Analytics, Mikhail Burmistrov, says that Moscow, as the main interest in the project, can offer the future investor in the production site the most favorable conditions.
