Rosstat estimated the growth of salaries of officials
According to Rosstat data released in mid-January 2022, the average salary of officials at the end of 2020 amounted to 65,800 rubles, which is 9.2% more compared to 2019.
According to the department's calculations, the average salary in Russia in 2020 reached 51,344 rubles (+ 7.3%). Thus, officials earned 28.1% more than the average citizen of the country.
At the same time, Rosstat stressed that no additional budget funds were received by officials in the salary fund. The only step on the part of the Government of the Russian Federation was the indexation of salaries by 3% in October 2020. The main incentive for income growth was the reduction of employees in federal and regional bodies.
In December 2021, the State Duma changed the standards for remuneration of officials so that bonuses act "not only as a measure of encouragement for the performance of individual tasks by civil servants characterized by criteria of particular importance and complexity, but also in general for conscientious performance of official duties."
The highest average wage for employees of the legislative authorities is 110,900 rubles in 2020 (+ 7.6% by 2019), and the lowest is for representatives of the judiciary and prosecutor's office - 46,400 rubles (+ 2.7%). Officials from executive authorities in 2020 received an average of 67,300 rubles a month, from other state bodies - 92,000 rubles. This is 10.4 and 12.3%, respectively, more than in 2019.
The number of officials in 2020 fell by 9.2%, so the salary fund has not grown. We are talking about employees who fill the positions of the state civil service in state federal and regional bodies. The decrease in their number is associated with the reform of the state apparatus.[1]
Regions with civil servants with the highest incomes

According to the data, the Rosstat average salary of civil servants in the central offices of federal authorities at rubles the end of 2019 amounted to about 140 thousand, which is 10.6% more than a year earlier. The average salary for all civil servants increased by almost 13%, to 60 thousand rubles.
As explained in Rosstat, the payroll of civil and municipal employees includes all the amounts of wages accrued to employees in monetary and non-monetary forms (including personal income tax and other deductions in accordance with the legislation of the Russian Federation) for time worked and not worked, compensation payments related to working conditions and working hours, additional payments and allowances to official salaries, bonuses, one-time incentive and other payments of a systematic nature.
In legislative authorities, the average monthly salary of federal officials grew slower than inflation - by 1.2%, to 170.8 thousand rubles. Salaries of federal officials in the executive branch of government increased by 11.2% on average over the year, to 128.2 thousand rubles a month, in the judicial branch of government and the prosecutor's office - by 11.7%, to 120.7 thousand rubles, in other authorities - by 8.1%, to 178.3 thousand rubles.
At the regional level, the average monthly salary of civil servants amounted to 55.7 thousand rubles, of which 49.9 thousand rubles in federal state bodies, 69.4 thousand rubles in state bodies of subjects. The average monthly salary of municipal employees was estimated by Rosstat at 45.5 thousand rubles.
By the end of 2019, there were 727.5 thousand civil servants in Russia. Including 688.3 thousand civil servants at the regional level (without central offices), of which 484.5 thousand people in federal state bodies, 203.8 thousand people in state bodies of the constituent entities of the Russian Federation. There were 296.1 thousand people in the municipal service. The states were 91.2% staffed[2]

At the end of 2012, the salaries of regional officials are 56% higher than the average level of salaries in the country, and immediately in 12 regions, officials are twice as rich as their fellow countrymen. This is stated in a fresh study by the audit and consulting company FBK.
The rating is based on the latest Rosstat data for 2012, the situation in 84 regions was analyzed. To calculate the rating, only data on employees of regional authorities were used, indicators on salaries of territorial representative offices of federal executive bodies and employees of local governments were not taken into account.
The main conclusion is that the difference between the salaries of regional officials and the average level of wages in the country is decreasing. If in 2010 the average salary of employees of the executive authorities of the regions exceeded the average salary in the country by 65%, in 2011 the difference decreased to 62%, then in 2012 this figure decreased to 56% (46,038 rubles for officials against 29,572 rubles on average in the country).
- This is explained by two groups of factors, - says the director of the regional direction "Expert RA" Vladimir Gorchakov. - Thus, in 2012, the salaries of public sector employees continued to increase (in pursuance of presidential decrees of May 7, 2012). We are talking primarily about the salaries of doctors and teachers, which are paid from regional budgets. Accordingly, the average level of salaries in the economy is increasing, and in local budgets there are less funds for public administration costs, including salaries for officials themselves. In addition, in 2012, the salaries of the extra-budgetary sector continued to grow in Russia, which also led to a narrowing of the gap.
However, in a number of regions, employees of executive authorities still receive more than twice the population.
At the end of 2012, officials of the Tyumen region (with the exception of the Khanty-Mansiysk and Yamalo-Nenets Autonomous Districts) "broke away" from the people the most, where the salaries of officials exceeded the average salary in the region by 2.32 times. Thus, the earnings of employees of executive authorities in this region amounted to 75,766 rubles, while citizens - 32,728 rubles. Compared to 2011, the Tyumen region has risen in the ranking by 5 positions from 6th place. The leader at the end of 2011, Khabarovsk Territory, dropped to fourth place in the ranking. In 2012, the salaries of officials in this region were 2.22 times higher than the income of the population (78,069 rubles against 35,236 rubles).
According to the results of 2012, the Volgograd and Leningrad regions also entered the top 3. In the first of them, officials receive 2.31 times more citizens (47,082 rubles against 20,342 rubles), compared to 2011, the position of the region in the rating has not changed. However, the gap between the income of employees of executive authorities and the population decreased: in 2011, the salaries of officials exceeded the earnings of citizens by 2.41 times. In the Leningrad region, this figure was 2.24 times (67,112 rubles against 29,952 rubles).
The highest salary of regional officials in 2012 was in the Yamalo-Nenets Autonomous Okrug (125,895 rubles, which is 1.91 times the income of the population). The lowest salary of employees of executive authorities is in the Republic of Dagestan: 22,671 rubles (1.53 times higher than the average monthly salary of the population in the region). They are 15th and 47th in the ranking, respectively.
In last place in the ranking, as in 2011, was Moscow, where the salary of a regional official (64,310 rubles) is only 7% higher than the average city salary (60,171 rubles). It is noteworthy that in another metropolitan city - St. Petersburg - the salaries of officials (67,495 rubles) turned out to be 77% higher than the average monthly salary in the city (38,030 rubles).
According to FBK, the number of regions in which salaries are 1.5 or more times higher than the average monthly salary in these regions, in 2012 decreased from 66 to 56[3].
