One of the first statements to the public of Minister Nikolai Nikiforov was that he does not plan to make global personnel changes, because the team of the Ministry of Communications consists of close-knit and strong employees.
But already on September 7, 2012, a letter was sent to Prime Minister Dmitry Medvedev with an initiative to improve the structure and increase the wage of employees of the Ministry of Telecom and Mass Communications. As of October 2012, the ministry has 329 full-time officials and 124 consultants who also receive salaries for their services. At the same time, according to the management, "the current level of employees of the Ministry of Telecom and Mass Communications does not correspond to the level of tasks that we face." Nikiforov wants to almost halve the number of employees in the first quarter of 2013 - to 205 people.
Ministry officials receive 2-10 times less than industry workers on average, he reported and proposed increasing the salary fund in the first quarter of 2013 from 298 million to 608 million rubles in order to attract highly qualified specialists. Nikiforov considered it possible to do this by reducing the number of employees of the Ministry of Communications from 453 (329 in the state, 124 in the state) to 250.
