2024: Rape in Russia up 0.3% to 3,104 cases
In 2024, 3104 rapes and attempted rapes were registered in Russia, which is 0.3% more compared to 2023. Such data are given in the report of the Ministry of Internal Affairs of the Russian Federation, which TAdviser got acquainted with in early March 2025.
Of the crimes, cases and materials about which were in production in 2024, 2807 cases of rape and attempted rape were disclosed: according to this indicator, a decrease of 7.2% on an annualized basis was noted. Employees of the internal affairs bodies identified 2613 such acts, which is 4% more than a year by year.

In public places and on the streets, as well as on roads, highways outside settlements in 2024, 253 rapes and attempted rape were recorded - this is 14.5% less than in 2023. In total, 257 such crimes were previously investigated - plus 0.4% on an annualized basis. Three rapes and attempted rapes were registered on transport in 2024. Of such atrocities, cases and materials about which were in production, one crime was solved and one criminal was identified.
In addition, 241 rapes and attempted rapes, which were committed in previous years, were disclosed in 2024. According to this indicator, there was a decrease of 14.8% on an annualized basis.
In August 2024, a group of State Duma deputies introduced a bill to the lower house of parliament, which provides for the possibility of depriving foreigners of Russian citizenship for committing any violent act or coercion into sexual acts. The explanatory note to the document states that "in 2024, the number of rape by migrants in Russia increased by 40%." Such incidents, as the authors of the bill declare, cause a resonance from the citizens of the Russian Federation.[1]
2023: Kyrgyzstan approved the castration of pedophiles
In January 2023, the Kyrgyz parliament approved a bill on surgical castration of pedophiles. The document, in particular, involves a medical examination of a convicted pedophilia and a psychiatric examination in order to determine his tendency to sex crimes. 2022: Regions of the Russian Federation recommended to strengthen work on the prevention of sexual violence
In the minutes of the meeting of the government commission on juvenile affairs, which was chaired by Deputy Prime Minister Tatyana Golikova on December 7, 2022, 16 regions, including the Moscow and Leningrad regions, were recommended to strengthen work on the prevention of sexual violence.
The Ministry of Education was supposed to submit the composition of the group by December 20, 2022 and, together with the regions, "develop a list of additional measures aimed at coordinating the activities of bodies and institutions of the system for the prevention of neglect and juvenile delinquency to prevent criminal acts against the sexual inviolability of minors." The department should report on the results of the work done to the government by April 3, 2023.
According to a survey conducted in August 2022, VCIOM Russians have become less likely to resort to physical punishment against children when raising them. 13% respondents use "flip flops, clicks and slaps," and 2012 year 33% respondents resorted to such methods. The share of respondents who use a belt for educational purposes over 10 years has decreased from 17 to 7%.
20% reported that they faced flip-flops and slaps in childhood, 21% beat with a belt. In 2012, there were more such people: almost half of the respondents admitted that they were brought up with clicks and slaps (47%), and every third was punished with a belt (34%).
2021: The number of sexual crimes against children in Russia increased by 44%
According to the Prosecutor General's Office of the Russian Federation, which were published on December 22, 2022, in 2021, 16,887 crimes of a sexual nature against children were registered in Russia, which is 44% more than in 2010 (9524).
It is noted that 50% of such crimes are committed by a person familiar to the child, one in five - by family members, 11% - by parents or legal representatives, 25% - by persons intoxicated and persons suffering from mental illness.[2]
