Construction supercustomer
According to the newspaper Vedomosti, the city authorities can delegate to the Moscow center of children's, family holiday and improvement (GAU MTSDSO) construction of all social objects, the official of the mayor's office and the person, close to this center, told. Now changes in documentation regulating activity of this state enterprise prepare. It will be renamed into Management of civil engineering.
The center is already a customer on design and construction of kindergartens and municipal housing. Last year on the targeted investment program (TIP) of the city he received 60.354 billion rubles of the budget investments (on 24 kindergartens and 51 residential complexes of 591,500 sq.m). And in 2012-2014 according to AIP it will be given on gardens and housing of 226 more billion rubles.
The issue of transfer of functions to the center for construction of schools, hospitals, clinics, sports and improving complexes, i.e. all objects of AIP, except for roads and the subway is now resolved. These are 272.5 more billion rubles for 2012-2014.
In the amount it turns out nearly 0.5 trillion rub for three years.
However, the representative of the Moscow building complex says that this solution not final. And the official of the mayor's office specifies that one more option is considered: leave housing and kindergartens to the center, and for hospitals, schools, etc. to create the new state enterprise.
The idea of officials anyway remains they are to transfer distribution of money for construction of social objects from the government to the state enterprise.
The government is obliged to do it under the law on state procurements — at auctions where the main indicator — the price. As a result, officials complain, buildings slip. So, received the first Center of Rest and Improvement kindergartens on completion from contractors who won tenders with reduction of price of 40-50%, but then were not able to execute the order.
The state enterprise receives budget money in the form of investments and further can distribute them under the law "About Purchases of Goods, Works, Services as Separate Types of Legal Entities" (works since January 1). From the point of view of the customer, it is more effective type of purchase — it is possible to cut all unfair contractors, the law on state procurements does not give the chance to cut the unqualified companies, the CEO of the Center of placement of the state order Alexander Stroganov explains.
At the end of last year the Center of rest and improvement approved the regulations on tendering, having toughened requirements to contractors. So, the company is admitted to trading for the right to construct an object, only if "power" is no more than this object, than cumulative "power" of objects which she put into operation for the previous two years; annual revenue of the company for three previous years should make not less than 50% of the starting price of the contract. There were requirements to the company executive: if the cost of the contract is higher than 1 billion rubles, he should spend on executive positions in construction companies (not below the chief engineer) not less than 10 years if there is lower than 1 billion rubles ―-not less than five years.
Advantage of such scheme is unevident as the transparency of mastering of budgetary funds decreases, Igor Nikolaev, the director of the department of strategic analysis of FBK considers.
