2025: Recovery of ₽22 million for disrupting the digitalization project of the Prosecutor General's Office

The Moscow Arbitration Court fully satisfied the claim of the Prosecutor General's Office of Russia to recover ₽22 million from ASBK Center LLC for non-fulfillment of the contract for the digital transformation of the department. The court decision was made in July 2025.

According to the Business News Agency, the contract for ₽131 million provided for the modernization of the personnel complex of the Prosecutor General's Office with the transfer of the system from Parus to 1C. The project was part of the digital transformation of the prosecutor's office, but the contractor did not cope with the tasks set.

The court took interim measures at the request of the Prosecutor General's Office, arresting funds in the company's accounts within the stated amount of the claim. The agency indicated that delay in limiting operations could complicate the execution of the court decision due to serious concerns about the financial condition of the defendant.

The contract provided for seven stages of work, of which ASBK Center completed only the first three for a total amount of about ₽55 million. The remaining four stages, including key work on the modernization of the system, remained unfulfilled despite the established deadline on December 25, 2023.

The contract expired on March 1, 2024. The company did not provide results for the fourth, fifth, sixth and seventh stages, which accounted for more than half of the project budget. The Prosecutor General's Office decided to unilaterally terminate the contract.

Execution problems arose in the early stages of the project. In the first three stages, ASBK Center made delays of one and a half to three months. Owner has repeatedly made comments indicating deficiencies in the materials provided.[1]
