The enterprise with the ample technological capabilities allowing to perform both a complete, and partial cycle of production of electronic and home appliances.

The enterprise provides the partners with production of a full stroke - beginning from development of design documentation, creation of prototypes, programming of microprocessors and finishing with the automated inline assembly of finished products. Cooperation and in separate production processes is also possible. Such range of services allows partners of the ARSENAL plant to focus on the best organization of sales and service maintenance of products, getting at the same time an additional profit.

History

The plant works since 1999 and has wide experience of cooperation with domestic and foreign brands: Falcon, Polar, AKAI, SHIVAKI, Philips, HYUNDAI, MATRIX, PRESTIGIO, ALEKS, KVN, MILOFON, SIEMENS/BOSH, Rover, LG and others.

Arsenal the first in Russia began release of plasma TVs, LCD monitors and LCD TVs, speaker systems of home theaters.

October, 2002 - production is certified in ISO - 9001.

2007: The plant is sold to Rover Computers

Rover Computers purchased the Arsenal plant in 2007 for $4 million. With its help it was going to increase significantly production and sale of mobile products, to return positions of one of the leading producers of notebooks in Russia and to change alignment of forces in the market of communicators. At the time of purchase in the company also predicted that large Asian players of the market of notebooks – Acer, Asus – gradually level the shares. The president of Rover Sergey Shunyaev connected it with the fact that low cost value of assembly on Arsenal in comparison with Moscow and flexibility of a configuration on average and a high price range will allow the company to compete with them.

2010

In July, 2010 the co-owner and the vice president of Rover Computers Kayrat Zharaspayev told CNews that assembly of the equipment under own brand at the Arsenal plant in the Vladimir region practically stopped, and the plant lives due to non-core services. Production of foam packaging, casting of plastic under pressure, metal working and a metal construction belongs to them, for example. The plant is also used for reassembly of electronics with defects from other producers.

So, according to Zharaspayev, recently to them on reassembly the large party of the rejected readers of PocketBook arrived. The vice president of Rover explained that the equipment for rendering such services existed at the plant initially and from the moment of purchase of the plant did not stop using it.

Participants of IT market said CNews that Rover tried to sell the Arsenal plant. But Zharaspayev did not confirm information on similar intentions of the company. He mentioned, however, that before crisis addressed to the company with offers on purchase of this plant and if the offered price was rather high, then the company did not exclude sales opportunity of an asset.

According to Zharaspayev, production volumes of communicators and notebooks at the Arsenal plant for July, 2010 are about 1-2 thousand pieces a month and that under the order while in 2009 the number of assembled devices was calculated by tens of thousands. All other devices, including tablets and netbooks, are delivered in finished form of China. Zharaspayev also noted that production capacities of the plant are used for debugging and completion of products delivered from China.

As the vice president of Rover explained, at the moment it is more profitable to company to deliver ready devices from China, but not to manufacture them in Russia. However, according to Zharaspayev, similar self-produced recession is a temporary phenomenon. If there are large orders on products, assembly if necessary can be recovered in full, he considers. The maximum production capacity of the Arsenal plant is about 50 thousand devices a month.

2011: Transition of the plant under control of VZRT

On March 23, 2011 it became known that Rover Computers decided to transfer the Arsenal plant to the consolidated enterprise with the Vyazniki plant of radio electronics (VZRT) in exchange for the blocking packet in the united company.

Under the terms of the agreement, VZRT receives a controlling stake of the united company. Rover will have a blocking packet. In the course of consolidation of the company will make exchange of assets for total amount more than $10 million, speak in Rover. The transaction will be cashless.

After completion of the transaction VZRT will be responsible for operational production management, and Rover will focus on product development under own brand. The release of the devices of Rover will transfer on in a row united company.

The parties are calculated that the consolidated enterprise will become one of the largest contract producers of electronics in Russia and on total revenue in 2011 can already enter TOP 100 of the European providers EMS (Electronic Manufacturing Services).

Nevertheless, "in the coming months" Rover intends to sell a part of the shares of the united company to owners of VZRT. According to Zharaspayev, proceeds will allow Rover to pay off a credit debt to the Kazakhstan Kazkommertsbank.

After merge at the plant in the city of Vyazniki the equipment on production of the plastic and metal body for electronics will be concentrated, and installation of printed circuit boards and final assembly will move to Alexandrov. Besides, in Alexandrov the equipment on production of TVs which VZRT redeemed in the fall of 2010 from the Turkish company "BEKO" will be placed.

For March, 2011 performs services in contract manufacturing of VZRT electronics in partnership with Altonika company - at its enterprise some orders arriving to VZRT are issued. Further decrease in a share of products which are turned out on Altonika for benefit of Arsenal is planned, CNews told the chairman of the board of directors of VZRT Sergey Zorin[1].
