Beltelecom RUE

Company

National Telecommunication Operator of the Republic of Belarus. It was founded on July 3, 1995 in the form of the Republican State Association. On August 1, 2004, it was transformed into the Republican Unitary Enterprise (RUE) with the transformation of enterprises that were part of the association into branches by joining. The company owns a network of trunk fiber-optic communication lines and is a monopoly provider of external gateways to the Internet, approved by the state. Beltelecom RUE is the only fixed-line telephone operator in Belarus and provides long-distance and international communication. It provides broadband Internet access services using ADSL and Wi-Fi technologies, as well as IP-TV interactive television services.

The Republic of Belarus is one of the main participants in the CIS with a population of about 10 million people. BelTelecom is the country's leading fixed-line operator, serving all fixed-line services and being the exclusive provider of data services.

The results of its activities in 2023 were summed up in the winter of 2024 by the Belarusian republican unitary enterprise Beltelecom. The company announced the construction of more than 7 thousand km of fiber-optic communication lines (VOLS) and the creation of a network of 100 electric charging stations for electric vehicles under the Evika brand.

According to Beltelecom, the total length of modern communication lines operated by the company has reached 200 thousand km. Particular attention was paid to connecting small settlements with households from 50 to 100, 82% of which are already provided with a fiber optic approach. In 2024, it is planned to increase this figure to 90%.

First Deputy General Director of Beltelecom RUE Gennady Melnikov noted that in 2023 Beltelecom RUE met all the key indicators reflecting the development of the enterprise. He stressed that the main investments were directed to the implementation of projects within the framework of the state program "Digital Development of Belarus" for 2021-2025.

The company also announced the expansion of its subscriber base. The number of technology users GPON reached 2.95 million, and the total number of subscribers to multiservice networks amounted to 3.77 million. Beltelecom is actively developing the Video Control service, installing 50,000 video cameras in 2023. The total number of cameras exceeded 150 thousand, and the service is used by more than 270 thousand subscribers of residential buildings and almost 10 thousand legal entities.

The company also presented the mobile application "My City," which operates already in 45 cities of Belarus, including two regional centers - Mogilev and Vitebsk. Another 18 cities are preparing to launch this service.

In the business segment, unlimited Internet, Business Case and Video Control service packages remain the most popular services. Beltelecom also actively creates local area networks and connects functional cloud PBXs for corporate clients.[1]

2016

The net profit of the state operator amounted to 118 million Belarusian rubles, or about $64 million. In 2015, the company's net profit amounted to 117.1 million Belarusian rubles (about $59.5 million).

The penetration of stationary broadband access to 100 residents of Belarus as of January 01, 2017 amounted to 25 percent. The number of subscribers amounted to more than 2.3 million. The average speed of broadband Internet access per subscriber increased from 5.7 Mbps at the beginning of the year to 8.8 Mbps at the end of the year (+ 3.1 Mbps). The number of subscribers connected using GPON technology reached 1 million (a million subscriber was connected at the end of October 2016). Over the past year, the company's branches have built and commissioned about 6,000 km of fiber-optic communication lines.

In 2016, 150.98 thousand Wi-Fi access points were installed. In total, 530.34 thousand Wi-Fi access points have been installed in the Republic of Belarus, of which 122.45 thousand are in Minsk.

The total coverage of the population of the Republic of Belarus with a publicly available digital TV package increased from 99.41% to 99.47%, on commercial TV: 2nd multiplex from 95.1% to 95.23%, 3rd multiplex from 93.62% to 93.72%.

2020: Former head of Beltelecom confesses to hundreds of thousands of dollars in bribes

On March 10, 2020, the Supreme Court of Belarus began to consider a criminal case on the numerous facts of receiving and paying bribes during the supply of telecommunication equipment, computer equipment and software to the republic against 16 persons.
