The Center for Strategic Research (CSR) is a non-profit organization founded in December 1999 that participates in the development and implementation of a strategy for the long-term development of the economy of the Russian Federation. The CSR is the author of the Strategy for Socio-Economic Development of the Russian Federation for the period up to 2010 (Strategy 2010), which was subsequently adopted by the country's top leadership. The CSR is conducting expert work in 19 areas of competence, including socio-economic research, legal development, the MPSC Development Institute, tax policy, spatial development, the economy of infrastructure industries and the non-resource sector, climate and green power and others.
History
2024: Allocation of 3.18 billion rubles of budget funds to the center for digital models of government agencies and the MPSC
In mid-September 2024, it became known that the Center for Strategic Research (CSR) will receive ₽3,18 billion from the federal budget for the development of digital models to improve the effectiveness of government agencies and multifunctional centers (MPSC). These funds will be used to implement the federal project "Digital Public Administration," which is part of the national program "Digital Economy."
According to CNews, the allocated funds will be used to create targeted digital models that will optimize the work of government agencies, including in the development and application of mandatory requirements, as well as permitting activities. The CSR will also deal with the digital transformation of the MPSC, ensuring the development of solutions to improve the efficiency of the provision of state and municipal services. The main objective of the project is to improve the quality of service to citizens and simplify interaction with government agencies.
Within the framework of this funding, it is planned to create target models, which will include tools for self-investigation and declaration of mandatory requirements, as well as mechanisms aimed at preventing and preventing violations. The models will be based on digital technologies and will reduce the volume of duplicate requirements, which should increase the transparency and efficiency of government agencies. An important part of the program will be the use of the federal state information system "Register of Mandatory Requirements," which will support the digitalization of processes.
Also, one of the directions of the CSR will be the development of digital models for reengineering existing rules and procedures for the provision of public services, taking into account the analysis of the so-called "client path." This will allow you to more accurately configure the processes of interaction with citizens and entrepreneurs, integrating digital solutions to simplify interaction with government agencies.[1]

2018: "The State as a Platform." Public Administration System Transformation Program
The Center for Strategic Research (CSR) of Alexei Kudrin on May 4, 2018 presented an expanded program for the transformation of the public administration system. According to the authors of the report "State as a Platform," developed by experts of the CSR, the existing system of public administration is "interested in preserving its current state" for the longest possible time. Therefore, it is necessary to move from the established management methods to promising ones - to the State-as-Platform (GKp) system. This process should be coordinated and maintained at the highest level - for this purpose, it will be necessary to introduce the position of Deputy Prime Minister for Digital Transformation, acting as the chief architect of the system, the report says. 2017: The Center for Strategic Research has drawn up a strategy for the development of Russia since 2018
In May 2017, the head of the CSR, Alexei Kudrin, in an interview with TASS, formulated the main directions for the country's successful development in a rapidly changing world: "The main priorities are people, technologies and public administration."[2] for [3].
The main theses of the strategy are the rethinking of the mechanism of trust in the authorities, the reform of the education system and the Ministry of Health.
In numbers, Alexei Kudrin's plan for the next 6 years looks very ambitious. The domestic economy should add in growth to 3.5% by 2024 - of which 2.7% next year. The well-being of Russians will rise by an average of 25%, and productivity - by 30%. At the same time, the share of non-resource exports will double.
Also, the CSR proposes to support education in the country, increasing its funding by 0.8% of GDP.
"The latest advances in robotics, biotechnology, genetics should become a common practice for students and teachers," says Kudrin.
People should be healthy, analysts say and suggest increasing health care funding by 0.7% of total GDP. The measure is necessary to add another five years of life to Russians and equalize the average mortality rate in the region of 76 years.
The next component of successful and technological Russia is the global digitalization of production capacities until 2024.
Alexei Kudrin believes that the government is "on its shoulder" to solve difficult problems that will require additional reforms of the judicial system and executive power.
The expert makes an optimistic forecast regarding the prospects of the ruble: "Maybe a little more than 60 rubles per dollar."
The CSR intends to personally present the "strategy for the modernization of public institutions and the economy" to Vladimir Putin by the end of May 2017.
