Throughout the history the DPI company experienced a number of deep organizational conversions. In the beginning it was known under the name DPI Computers and delivered generally the equipment of Apple on the Russian market. After change of owners (Gens Georgy Vladimirovich sold a share in the company) and company management in 2011 focal work with organizations of formation of all types, from kindergartens to universities and the centers of additional education became the strategy of DPI.

The company delivers not only the ICT equipment, but also the educational laboratory equipment, educational robotics, game sets, solutions for children with limited opportunities of health and also complex equipment of educational classes, offices of teachers of profile offices and laboratories.

History

2009: Charges of participation in corruption schemes

The order of the deputy minister educations Russia approved requirements to the PC, deliverable handicapped children of the whole country to which there conforms only one device – Mac Mini of the American company Apple. Earns from the program the DPI Computers integrator controlled by the president Lanit Georgy Gens[1].

On June 23, 2009 the prime minister Vladimir Putin signed government decree No. 525 "About providing in 2009 subsidies from the federal budget to budgets of territorial subjects of the Russian Federation on the organization of remote education of handicapped children". In the document it was said that for receiving a subsidy to the region it is necessary to assume liabilities on the organization of such training and to sign the agreement with the Federal agency (FAO) by training.

The volume of the federal help to training programs of handicapped children depends on fiscal capacity of the region. As stated in the resolution, the average level of federal joint financing over the country will be 50%, at the same time for each territorial subject of the federation it cannot be lower than 40% and higher than 95%.

Requirements to computers which will be used in the centers of distance learning and at home training of handicapped children affirm as the order signed in September, 2009 by the Deputy Minister of Education Vladimir Miklushevsky.

About house jobs which will be financed by the budget, it is said that "for the purpose of movement process simplification the mass of the system unit should not exceed 1.5 kg, and the sizes of the body should be no more than 20 cm on each of the parties". Also from the machine not less than five ports USB 2.0 and the dual-core processor with clock rate not less than 2.2 GHz and a cache memory of the second level with a capacity not less than 3 MB are required.

From the serial devices delivered in Russia only one computer — Mac Mini Apple meets such requirements, Konstantin Terentyev, the expert of Zoom.CNews says: "Compact nettopa of other producers approach under requirements of the Ministry of Education for dimensions, but processors Intel Atom which frequency does not exceed 2 GHz are, as a rule, completed. The device of the Russian development — Kraftway Urban — is equipped with the Intel processor Core 2 Duo, but does not approach by the sizes – length of the body is 22.6 cm".

The analysis of the order of Vladimir Miklushevsky on compliance to the antitrust law is carried out by Federal Antimonopoly Service, Vladimir Kudryavtsev, the head of department of IT of FAS reported CNews.

It should be noted that Mac computers are not the most budget devices in the market. "The cost of Mac Mini Apple in the minimum complete set meeting Minobranauki's requirements is 27 thousand rubles — Terentyev estimates. — The cost of the new desktop PC of other producers with similar opportunities, as a rule, does not exceed 15–16 thousand rubles".

Not less high requirements, according to Vladimir Miklushevsky's order, are shown to computers in the remote centers: the system unit and the monitor should make a uniform structural element, the screen with diagonal not less than 20 inches with the resolution of 1680×1050, the dual-core processor with clock rate not less than 2.0 GHz and a cache memory of the second level with a capacity not less than 3 MB, the hard drive with a capacity not less than 500 GB.

Conforms to these requirements iMac Apple computers monoblocks which cost in Russia is 54 thousand rubles and also some other, for example, Sony Vaio VGC. Its cost also exceeds 50 thousand rubles.

Moscow "I-school" became the first project on equipping of the centers of training of handicapped children computers of Apple in Russia. Let's remind that it was open in 2003 and is equipped with appliances of Apple. Deliveries of Mac computers were performed by DPI Computers entering into the ECS group and specializing in projects in the field of education, Butman Evgeny, the CEO of ECS reported CNews. Revenue of ECS and, in particular, DPI is considered in a total turnover of the Lanit group. The controlling shareholder of group is Georgy Gens.

The ECS group also includes diHouse company – one of two official distributors of Apple in Russia.

Georgy Gens reported to CNews that the DPI project on deliveries of Mac computers according to the education program of handicapped children is familiar to it, but he does not know parts of the order of Vladimir Miklushevsky on requirements to the PC. Gens advised the correspondent of CNews to address the CEO of DPI Mikhail Zaydfodim who was not available by phone. Evgeny Butman also refused to discuss Miklushevsky's order: "We are not ready to comment on orders of state agencies".

In 2008 DPI disclosed the supply rate of computers of Apple according to different federal educational programs. Within the projects "Children of Russia", "Education", "Russian" and others about 22 thousand computers of Apple were implemented.

According to the Ministry of Education and Science for 2009, remotely in Russia houses study about 3 thousand handicapped children, and by the end of 2012 their number will increase up to 30 thousand people. 1 billion rubles was selected for the "Development of Remote Education of Handicapped Children" program from the federal budget in 2009, in 2010-2012 for these purposes it will be selected 2.5 billion rubles annually.

In December, 2009 almost all regions agreed to take part in the program. So, the representative of the Ministry of Education and Science of Chechnya Hussein Demiyev said that the center of remote education for handicapped children will begin work in January, 2010. 19.5 million rubles from which 16.5 million rubles came from Moscow are selected for the equipment and access to Network for it in 2009.

The Deputy Minister of Education of Bashkortostan Zulfia Akhmetova said to journalists that funds for distance learning of handicapped children and payment of Internet access also already came to the republic. From them about 13 million rubles — from the federal budget, and 10 million rubles — from the budget of the republic.

The Minister of Education of the Moscow region Lidiya Antonova said that distance learning of handicapped children will begin here in 2010: "From the federal budget in 2009 4.4 million rubles on these purposes will be received, the regional budget in return will select 3.9 million rubles".

In total in Russia since January 1, 2008 84 territorial subjects of the federation. Subsidies from the federal budget for the organization of training of handicapped children received 80 regions. "Information on the amount directed to purchase of the equipment will be known not earlier than January, 2010 when from all regions reports on use of means arrive — the representative of the press service of the Ministry of Education and Science Ksenia Zolotareva reported CNews. — Concerning relatively requirements to computers, unfortunately, the specialist who could give the answer in a business trip and will be now only in the second half of the next week".

According to CNews, tenders for deliveries of computers for training of handicapped children already passed in Moscow, the Nizhny Novgorod Region, the Altai, Stavropol and Kamchatka regions, the Chechen republic and Bashkortostan. From 27 open auctions and competitive lots in the 16th victory DPI Computers won. The amount of the requests DPI according to them was 12.2 million rubles. The Apple Ayemsi company which is also entering into the ECS group became the winner of the largest of the Moscow lots whose amount was 29.2 million rubles. Evgeny Butman says that the main part of the delivered computers is made by Apple company.

"DPI Computers is the only company in Russia having the status Solution Expert Apple in the field of education — Butman says. — The company participates in projects on equipping of handicapped children the equipment many years and completed them in several regions. Except Moscow we worked, for example, in Kaliningrad, Tatarstan, etc.".

2015: About interrelation of LANIT Education with DPI company

Ioannesyan Irina, the CEO of LANIT Education reported in April, 2015 that the known claims to activity of DPI company are connected with the personnel mistakes made in due time. The DPI company is closed, and her employees work at the market in the different companies, and the best and the most professional remained in structures of LANIT Education, and "personnel errors" found to themselves work in other place.

2003: Purchase of a controlling stake by Lanit company

In May the LANIT group purchased a controlling stake (70%) of stocks of DPI group. Evgeny Butman remained the president of DPI group and joined the board of Lanit holding in the status of the independent director.
