Exit of LLC "UK ATOL" and Alexander Galitsky from among the founders

According to the Unified State Register of Legal Entities, on October 14, 2022, the company UK ATOL LLC left the list of founders, and on November 28, 2022, Galitsky Alexander ceased to be the founder of Digital Tax Technologies LLC. From the same date, Yuri Ivashkov became one of the founders.

Anatoly Haverdovsky's share increased to 74.9%

IT-The representative, who Anatoly Haverdovsky previously acted as vice president and head of operations countries CIS at the company, Epam took control of the Digital Tax Technologies (CNT) IT structure. This became known at the end of April 2022.

As follows from the Unified State Register of Legal Entities, on April 14, 2022, Haverdovsky's share in the eponymous LLC increased from 47.9% to 74.9%. The remaining shares in the organization belong to a well-known IT investor Alexandru Galitsky (15.97%) and Management Company LLC (ATOL 9.12%). The Atol brand is known on the market as a manufacturer. cash registers

Comparing the information from the Unified State Register of Legal Entities, we can conclude that the increase in Haverdovsky's share was due to the fact that the company's second most important stake in 27.01%, which previously belonged to Igor Borovikov, the founder and controlling owner of IT integrator Softline, was transferred to his disposal.

According to TAdviser, in January 2022, the current CNT website was located at digitaltaxtech.com. For April 2022, an error message is issued on it, and judging by the "blindness" of search engines, for a long time.

The Digital Tax Technologies LLC under consideration dates back to September 8, 2015. Its founders for the first years were individuals not known on the market, and the organization itself did not show itself in the public field. Haverdovsky, Borovikov, Galitsky and Atol became co-founders of the company on February 18, 2021[1].

2021: Developers of IT solutions of the Federal Tax Service for levying a "tax on Google" and marking monetize their experience abroad, referring to Mishustin

Well-known IT entrepreneurs - former vice president of EpamAnatoly Haverdovsky, IT investor Alexander Galitsky and chairman of the board of directors of SoftlineIgor Borovikov created the Digital Tax Technologies (CNT) company, which will export IT solutions developed for the Federal Tax Service of Russia.

They have been co-founders of CNT since February 2021, but at that time there was no information about the directions of the company's activities, since the owners do not want to talk about it publicly. But in January 2022, TAdviser discovered that CNT had an Internet site (digitaltaxtech.com) listing its solutions and services.

The CNT website states that the company offers solutions for collecting VAT from non-residents ("tax on Google") and taxes from the self-employed, collecting taxes from retail (online cash registers), solutions for marking and tracking goods, as well as strategic consulting services. CNT makes turnkey projects: it helps the customer to form a technical assignment, develop a product and implement it, trains employees, and also supports and develops the product further.

Anatoly Haverdovsky has the largest share in CNT of all founders

According to CNT on its website, its team has launched more than 20 successful projects to transform and digitalize tax administration in Kyrgyzstan, Saudi Arabia, Abkhazia and other countries.

CNT is positioned as a company that is a strategic partner of the Federal Tax Service of Russia: "it is about our tools and technologies that Mikhail Mishustin speaks in his speeches." The company's website contains Mishustin's statements about the Russian tax system even when he was the head of the Federal Tax Service.

I must say that the practice of digitalization of tax processes in Russia is recognized by the international professional community as one of the best in the world. Thus, in 2020, within the framework of the International Forum on Tax Administration (FTA) of the Organization for Economic Cooperation and Development (OECD), which brought together heads of tax administrations from 53 countries, the report "Tax Administration 3.0: Digital Transformation of Tax Administration" was published. He summarized the best world practices of digital transformation of tax administration, and tax monitoring of the Federal Tax Service of Russia was included in it as one of the seven best examples of building digital interaction between the state and business.

And Mishustin previously said that in terms of the tax system, they take an example from Russia and come here to study. Including specialists from China[2] of [3].

CNT was registered in August 2021, although as a legal entity it was formed back in 2015 by individuals who did not have time to loudly declare themselves. At that time, the company was called Light LLC. It has a state contract from 2018 with a volume of about $29 thousand for the supply of software for the server infrastructure to the Scientific and Production Association of Electromechanics (part of the largest rocket-building holding in Russia - the Military-Industrial Corporation NPO Mechanical Engineering). And at the end of 2020, the company's revenue was about 4.9 million rubles.

According to the database of legal entities Kontur.Fokus, "Anatoly Haverdovsky since February 2021 owns 47.9% in the authorized capital of CNT, Igor Borovikov - 27%, Alexander Galitsky - 16%. Another co-owner of CNT is Atol, a large IT company that creates solutions for business automation in retail, e-commerce, logistics, transport, housing and communal services, catering and services. "Atol" also produces cash equipment for retail. She owns 9.1% of the authorized capital of CNT.

Haverdovsky, when he was senior vice president of Epam, said that Epam is developing information and analytical systems for the Federal Tax Service[4]. And on his Facebook page it is indicated that since 2014 he has been an expert at the Federal Tax Service of Russia.

And investor Galitsky, among other things, is known for being related to a large-scale project for labeling goods in Russia. For example, through Elvis-Plus Group, he owns a 25% stake in the Center for the Development of Advanced Technologies (CRPT), a joint project with USM Alisher Usmanov (50%) and Rostec Group of Companies (Avtomatika concern, 25%).

In 2019, the website of the state marking and tracing system "Honest Sign" reported that in the next 15 years the CRPT will invest about 200 billion rubles in product labeling systems in Russia and will become the country's only operator of the state information system for product labeling[5]. In public statements, Galitsky is quite actively promoting the topic of labeling.

Investor Alexander Galitsky previously noted that labeling of goods is a chance to create startups [6] "(photo - Almaz Capital)"

This topic is not alien to Anatoly Haverdovsky either: by order of the Federal Tax Service in 2017, he became a member of the working group on the implementation of the "pilot" associated with the Labeling IT system[7]. And, according to Haverdovsky's page on the social network, in Facebook 2018-2019. he was the chief designer. "Honest Sign"

Haverdovsky and Galitsky business partners are not only in CNT. In 2020, Haverdovsky received a 49.8% stake in Open Digital Platforms, where before that the CRPT acted as a 100% founder. Galitsky and Yuesam Telecom, which is almost 40% owned by Alisher Usmanov, have owned 25.1% of Open Digital Platforms from the same moment.

The Open Digital Platforms website says that it performs the functions of a project office in the implementation and implementation of highly loaded responsible digital platforms for government and commercial customers. However, this is all that is said about this company on its website. Its owners, it seems, as in the case of CNT, are not eager to spread about the activities of Open Digital Platforms.

Softline, founded by Igor Borovikov, operates in 60 countries of the world "(photo - Softline)"

Before joint participation in CNT, Galitsky had already collaborated with Igor Borovikov: in 2019, against the background of Softline's preparation for the IPO, he joined the board of directors of the company[8]. The Softline website states that Galitsky holds the position of independent non-executive director.

As before, the owners of CNT and their representatives prefer not to comment on the activities of this company. An acquaintance of Igor Borovikov noted in a conversation with TAdviser that Softline has 10 offices in the countries of the former USSR - in Kazakhstan, Uzbekistan, Tajikistan, Belarus, Kyrgyzstan, Georgia, Armenia, Azerbaijan, Turkmenistan, Moldova.

Probably, Borovikov wants to use these offices as a sales channel for the expertise that the teams of Haverdovsky and Galitsky have, the TAdviser interlocutor suggests.

Softline's website says that it operates collectively in 60 countries and has significant growth potential in numerous markets in Asia, Latin America, Eastern Europe and Africa. And on the CNT website, information as of the beginning of 2022 is presented only in Russian. This, apparently, means that for now the company is focusing on projects in Russia and near abroad.
