Requirements of Roskomnadzor on blocking prohibited content
Roskomnadzor (RKN) sent the administration of the Discord messenger a demand to remove 947 illegal materials, including those containing child pornography, calls for extremism, involving minors in illegal actions, calls for suicide, LGBT propaganda, and pro-drug content. This was announced on October 1, 2024 by the press service of Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technology and Communications.
At the same time, as noted in the ILV, as of October 2024, a number of Internet pages with such materials have not been deleted. For non-removal of images with child pornography, the messenger was fined 6 million rubles.
Since March 2024, Discord has been included in the Register of Social Networks, which obliged it to independently identify and block illegal content. The company does not comply with the requirements of the law.
Roskomnadzor continues to monitor the platform.
Discord still disseminates prohibited information that contributes to the commission of serious criminal offenses, refuses to comply with the requirements of the law, ensuring the ability to identify criminals and suppress their activities against Russian citizens, the department added. |
The social network is most popular among children and adolescents than criminals use, "recruiting minors into" mortgages "of drugs, instilling in them the normality of their use," Roskomnadzor is sure.
{{quote 'Criminals here manage not only networks for the sale of prohibited substances, but involve young people in extremist cells, in the commission of terrorist attacks in the regions of the country. Blocking of information prohibited in the Russian Federation
On March 14, 2024, the Discord messenger for gamers began blocking the access of Russian users to servers that contain information prohibited in the Russian Federation. When trying to enter such communities from Russian IP addresses, a warning appears that the resource is unavailable in Russia.
On March 13 Roskomnadzor , 2024, he entered the Discord service and the application for watching and creating short Yappy videos into the register of social networks. Thus, these resources are obliged to independently identify and block information prohibited in Russia and provide a feedback form for user complaints about prohibited content.
It is reported that Discord blocks servers where information containing in one form or another prohibited in Russia or illegal content is discussed or published. The administration of one of the communities confirmed the blocking, reporting "forced changes."
Forced changes were made on the server due to restrictions on the territory of the Russian Federation (some channels had to be removed). We have now applied to remove the server restriction. We hope to unlock... While the server is in a state of revising the restriction, use the VPN and, just in case, switch to a new server, which will become the main one in the event of the Discord administration's refusal to remove this restriction, the notification of the affected community says. |
In accordance with the law on self-control in force in Russia, social networks are obliged to find and block prohibited content on their site, for example, child pornography. For user complaints about such information, the resource must implement a feedback form. For non-compliance with the law, site owners face a fine of up to 8 million rubles. The register includes resources whose attendance exceeds 500 thousand Russian users per day.[1]
Inclusion in the Social Media Registry
Discord and Yappy platforms are included in the register of social networks, which is maintained by Roskomnadzor. The owners of social networks were sent a notice of inclusion in the register indicating the requirements of the legislation of the Russian Federation. 17% of employees laid off due to lack of money
On January 11, 2024, Discord, the most popular messenger for hemeirs, announced an impending restructuring, in which the number of employees will decrease by 17%. This is a forced measure designed to partially compensate for the lack of money.
The upcoming organizational changes at the general corporate meeting were announced by platform CEO Jason Citron. According to him, during the COVID-19 pandemic, the company actively expanded its staff, as a result of which it has increased approximately fivefold since 2020. This led Discord to take over a large number of projects and become less efficient in operating. And therefore, measures are needed to reorganize.
We are increasingly aware of the need to focus on key challenges and improve collaboration practices to increase our organization's flexibility. This was largely the reason for the decision to reduce the number of our labor force. This means that we say goodbye to 170 of our talented colleagues. I express my deep appreciation and gratitude to those who leave us, "Citron says. |
All employees who are laid off will receive five months' pay (plus a weekly salary for each year they work at Discord). In addition, the company will provide additional support in the form of five months of extension of benefits, three months of outplaying services, access to Modern Health health insurance until the end of 2024, etc.
It is noted that the Discord service showed significant growth during the COVID-19 pandemic, but as of the end of 2023 it does not make a profit. Restructuring is necessary to improve the efficiency of operations, reduce costs and improve the financial situation.[2]

760 thousand messenger accounts put up for sale
In mid-August 2023, a major leak of Discord user data became known. The company itself, which develops the messenger of the same name popular among gamers, confirmed this information.
According to the Telegram channel "Information Leaks," a database of registered users and access to the discord.io server, a third-party interface for Discord, were put up for sale on the shadow forum. The seller claims that there are 760 thousand users in the database: email addresses, hashed passwords, etc.
The seller provided a test sample of the database, which was verified by cybersecurity experts. It turned out that the test logins are valid and correspond to real Discord users. This means that the database can be used for phishing, spam or other fraudulent activities, the Telegram channel notes.
There was a data breach in the Discord.io. We are stopping all operations in the foreseeable future, - says the project website. |
The company began to cancel all paid subscriptions. Experts recommend that messenger users change their passwords and enable two-factor authentication for their accounts.
According to Bleeping Computer, a hacker under the nickname Akhirah was able to obtain the following user data: name (username), email address, home address (a small number of users), hashed password (using bcrypt) and Discord ID. According to him, so far the Discord.io user database has not been sold to third-party companies. Akhirah warned that the sale could happen soon if service representatives do not contact it and remove all prohibited information from the platform, as well as links to illegal content.[3]
Fine of 6 million rubles for porn content
On July 11, 2023, the Discord communication service was fined 6 million rubles in Russia. The reason for this was the failure to remove pornographic images with minors (part 4 of article 13.41 of the Administrative Code). The company was found guilty of failure on notifications of Roskomnadzor 11 materials containing pornographic content with minors.
It is clarified that the protocol was drawn up for non-removal of pornographic images with minors and minors. The video depicts "vulgar photos of the genitals with minors," as well as a similar video of a girl with a dog, said judge Timur Vakhrameev, who sentenced Discord.
Such files should be deleted and moderated, said lawyer Ilya Khodokov, who represents the company's interests, during the meeting. At the same time, he explained that Discord constantly removes such content.
According to Interfax, the defenders of Discord explained in court that the service removed all prohibited materials even before drawing up a protocol on administrative violation. The service did not delete the prohibited materials after receiving the regulator's notification, since it was sent to e-mail not intended for such letters. Taking this into account, service representatives asked to impose a punishment on the company below the minimum possible.
The agency on July 11, 2023 recalled that over the past years, the largest Internet services - Google, Telegram, Facebook (an information resource of the Meta organization banned in the Russian Federation), Twitter, TikTok, the Wikimedia Foundation, etc. - have been repeatedly prosecuted in Russia for non-removal of prohibited content.[4]
