Federal State Unitary Enterprise GVTs Ministry of Agriculture of the Russian Federation was created in 1974 as republican industry computer center for solving of tasks in the field of information support of the agro-industrial industry of RSFSR. For more than 35-year history of vigorous activity by federal state unitary enterprise industry databases are created, tens of software and hardware complexes and information processing systems are developed and implemented.

GVTs of the Ministry of Agriculture first of all solves problems of information technological support of the office of the Ministry of Agriculture and its interaction with regional governing bodies of HSC, including on maintenance, management and information filling of the official website and a corporate portal of department.

Also the center actively implements geoinformation technologies in HSC, monitoring systems of financial and economic activity of the agrarian and industrial complex enterprises for subsectors, develops specialized software and databases for the benefit of structural divisions of the Ministry of Agriculture, creates and accompanies online projects.

Among strategic tasks of GVTs - entry into the "external" market on condition of incorporating in 2015 and occurrence by 2015 into the five of the largest organizations rendering services in monitoring of the agricultural land.

History

GVTs of the Ministry of Agriculture imperceptibly borrowed millions at Lanita

In the fall of 2013.The Ministry of Agriculture failed in attempt to sue out recognition invalid loan agreements for the total amount more than 20 million rubles which GVTs of the Ministry of Agriculture subordinated to it concluded with Lanit earlier.

As it appears from case papers, from May, 2011 to June, 2012 several agreements were signed with supplementary agreements according to which GVTs of the Ministry of Agriculture granted Lanit loans for the amounts of 2.1 million rubles, 3 million rubles and 15 million rubles. Under the terms of these agreements, the interest rate for loans was 5% per annum, and terms of their return were designated September, 2012. Comments of the Ministry of Agriculture for what purposes of GVTs of department borrowed these means, at the time of the publication of material it was not succeeded to receive.

Returned loans under the first two agreements GVTs of the Ministry of Agriculture with delays, and at all did not wait for loan repayment on 15 million rubles Lanit. With respect thereto the company in the summer of 2013 took legal action, requiring to collect from GVTs of the Ministry of Agriculture this amount and also interest for using means in the amount of 1.45 million rubles and a penalty fee for violation of payment due dates of loans in the amount of 7.89 million rubles.

The Ministry of Agriculture made demands to nullify these agreements within the same claim, referring to the fact that controversial loan agreements are large deal which, according to the law, had to be approved by the owner of property of the unitary enterprise what it was not made. The Ministry of Agriculture stated to court that it learned about perfect transactions only after Lanit took legal action as the management of GVTs of the Ministry of Agriculture "suppressed the loan facts", follows from case papers.

The court refused to meet requirements of the Ministry of Agriculture, having considered that the term of limitation period on demand about recognition of the transaction invalid, expired the making one year. According to court, the Ministry of Agriculture had enough time before Lanit took legal action to pay attention to the disputed transaction as public industries provide to managers annual accounting records where also borrowed funds, within 90 days from the termination of financial year appear.

"Thus, the third party (The Ministry of Agriculture is a comment of TAdviser) according to controversial loan agreements had to learn not later about the fact of receiving money 4/2/2012 - dates of submission of accounting records for which check of reliability, especially regarding the conclusion and execution of the voidable transactions, the relevant documents could be requested", said in case papers.

In the same place it is noted that to court the evidence that the Ministry of Agriculture took measures to verification of the received reporting and that the management of GVTs of the Ministry of Agriculture evaded from submission of documents was not produced.

Case of GVTs of the Ministry of Agriculture and Lanita was considered in two instances. The first of them decided that in addition to directly rest of a loan Lanita the required amount of interest and a penalty fee on loans in full should be paid. The appeal instance where GVTs of the Ministry of Agriculture addressed, directed to change the solution of the first instance regarding the amount of these amounts and eventually to pay Lanita only of 2 million rubles a penalty fee.

The former head of GVTs of the Ministry of Agriculture is suspected of fraud

In November, 2013 the Ministry of Internal Affairs announced identification of plunder of 52 million rubles of which the former heads of public industries of the Ministry of Agriculture are suspected.

As the investigation found, in September, 2010 Rosagropromstandart Federal State Institution signed with GVTs of the Ministry of Agriculture the agreement on accomplishment of a complex of the research, developmental and technology works connected with inventory of the land plots belonging to the organizations subordinated to the Ministry of Agriculture.

On these purposes from the state budget to the contractor 62 million rubles from which 52 million rubles were transferred according to imaginary deals of subcontracting for accounts of the controlled firms having signs of the dummy organizations arrived. Then suspects signed acts on acceptance of the works provided by the contract of most of which part was actually executed by employees of the enterprise within execution of day job responsibilities, says bodies.

On the basis of collected materials concerning the ex-head of GVTs of the Ministry of Agriculture, the ex-director of Rosagropromstandart Federal State Institution and his deputy criminal case under the article "Large scale fraud" is brought.

In work locations and accommodation of persons involved and also at offices of the organizations involved in the illegal scheme 25 searches were carried out, more than 50 printings of phony companies, objects and documents important for the investigation are withdrawn.
