2020: Transformation of FSUE TsENKI into JSC

2018: SC conducted searches of TsENKI employees

A criminal case against employees of the FSUE Center for the Operation of Ground Space Infrastructure Facilities (FSUE TsENKI) was initiated in April 2018 under Part 4 of Art. 159 of the Criminal Code of Russia (fraud), a source in the TFR told RBC. The information was confirmed by an interlocutor familiar with the investigation of the[1].

"It is known that in October 2017, the chief specialist of the investment support department of the budgeting and economics department of the economy department of FSUE TsENKI Safronov forged service supply agreements for 7.6 million rubles, and also forged statements, invoices and invoices for payment for services," - said a source in the TFR.

According to him, Safronov acted together with the employees of the Federal State Unitary Enterprise, who were not yet identified by the investigation. The participants in the criminal scheme entered into a fictitious agreement with Alt LLC. FSUE TsENKI acted as a buyer, and Alt LLC acted as a supplier. The money for the products not actually delivered was transferred to the company's current account in four payments, and then stolen.

Searches as part of the theft case at TsENKI took place in May 2018 to five addresses in Moscow and the Moscow region, an interlocutor familiar with the investigation said.

"Investigators searched the apartment of another person involved - the chief specialist of the investment support department, Alexander Parushkin, who could have documents related to the criminal case," the source said. According to him, in the materials of the criminal case, Parushkin passes as a witness.

2014: Main activities of FSUE TsENKI

FSUE "TsENKI" - a branch of the "Research Institute of Launch Complexes named after V.P. Harmin" (Research Institute of SK).

The main activities of the branch as of January 2014:

  • participation in the formation of a scientific and technical policy in the field of space activities of the Russian Federation on the ground segment of space infrastructure;
  • creation, maintenance and development:
    • rocket and space complexes with ground, air and sea bases to solve scientific and socio-economic problems of the Russian Federation, as well as problems under international cooperation programs,
    • components of rocket and space systems with ground, air and sea bases,
    • infrastructure facilities to support the operation of rocket and space complexes with ground, air and sea bases;

  • comprehensive design, manufacture, organization of construction and installation works, testing and provision of engineering services when creating equipment for rocket and space complexes, including for launching space rockets from sea-based launch platforms, infrastructure facilities for ensuring their functioning with ground, sea and air bases;
  • development of components of complexes for preparation and launch of space rockets, manned and automatic spacecraft, including:

    • command posts,
    • technical complexes,
    • starting complexes,
    • launchers,
    • complexes of measurements, collection and processing of information obtained during launch of space missiles,
    • other facilities and complexes;
    • provision of services in creation and modernization of facilities of foreign land, sea and air-based cosmodromes.

  • development and implementation of conversion programs for the creation of systems, units and machines in the interests of industry and other consumers (customers), including foreign ones;
  • development, manufacture, supply, installation, adjustment and testing of non-standardized means of technological equipment for maintenance of rolling stock in railway depots and other needs of railway transport organizations;
  • development, manufacture, supply, installation, testing, implementation and maintenance of units and industrial lines of the agro-industrial processing complex.

1994: Centre Education

The Center for the Operation of Ground Space Infrastructure Facilities (TsENKI) was established at the Russian Space Agency in 1994 in accordance with Decree of the Government of the Russian Federation of August 24, 1994 No. 996 "On Measures to Ensure the Implementation of the Agreement between the Russian Federation and the Republic of Kazakhstan" On the Basic Principles and Conditions for the Use of the Baikonur Cosmodrome "dated March 28, 1994."
