2025: Launch of a new milk production enterprise for 2.8 billion rubles

On October 27, 2025, in the Asinovsky district of the Tomsk region, the grand opening of the new livestock complex Bolshedorokhovskoe Milk, which is part of Holding Milk LLC, took place. The total cost of the project amounted to 2.8 billion rubles. The event was attended by the governor of the region Vladimir Mazur, the chairman of the Tomsk Legislative Duma Oksana Kozlovskaya and other officials.

As the holding's press service told Milknews, the construction of a dairy complex for 1999 cows was carried out in the village of Bolshe-Dorokhovo from 2022 to 2025. In 2023, VTB, with the support of the Ministry of Agriculture of the Russian Federation, provided the company with a preferential investment loan - 2 billion rubles.

According to Milknews, the new complex includes two barns (the area of ​ ​ each is almost 11 thousand square meters. m), a modern milking room "Carousel," a maternity ward for 319 cows and a feed center, capable of providing a balanced diet not only a new enterprise, but also other farms of the region. The company has introduced a system for automated monitoring of the condition of breeding high-impact animals.

According to Milknews, 120 jobs have been created at the complex. The herd is 1,740 heads of Holstein-Frisian breed, acquired in the leading agricultural enterprises of the Tver, Kursk and Belgorod regions. By the end of the year, it is planned to purchase another 259 heads of cattle. After reaching the design capacity in 2027, the enterprise will produce 22.66 thousand tons of milk annually.

Governor Vladimir Mazur noted that, thanks to the new farm, the Tomsk region became the only region of the Siberian Federal District with a positive increase in the number of dairy cows - 107.2% compared to the same period in 2024.[1]

2023: Former Tomsk Duma deputy buys 40% of holding

The main owner of Tomskvodokanal, a former deputy of the Tomsk Duma, Kirill Novozhilov, became the owner of 40% of Aktiv LLC, which controls a large dairy holding in the Tomsk Region (combines farms and a dairy) - Holding Milk LLC. The corresponding entry appeared in the Unified State Register of Legal Entities (Unified State Register of Legal Entities) on October 24, 2023.

According to Interfax, citing data from this register, as a result of the transaction, the authorized capital of Asset was increased from 10 thousand rubles to 40 million rubles. Novozhilov became the owner of 40% of the Criminal Code, 20% each became owned by Svetlana Khismatullina and Mauye Sultanova (previously they owned 50% each with a Criminal Code of 10 thousand rubles). Another 10% became owned by Invest 70 LLC, which is a subsidiary of Tomskvodokanal. Novozhilov is also the direct owner of 10% of Holding Milk LLC, the agency notes on October 25, 2023.

Kirill Novozhilov acquired 40% of the Milk holding

According to him, the effective shares of the owners of the Milk holding (taking into account ownership directly, through Aktiv and Invest 70) are now as follows: Novozhilov owns 48.57%, Khismatullina and Sultanova - 20.09% each, the general director of Milk Dmitry Urusov - 7.2%, businessman Andrei Kasatkin - 2.44%, minority shareholder of Tomskvodokanal Tatyana Maltseva (she owns 20% of Tomskvodokanal - 1.6%).

As of October 2023, the Milk holding includes LLC Village Milk (dairy plant in Seversk), LLC Siberian Milk (farm in the Asinovsky district of the Tomsk region), LLC Bolshedorokhovskoe milk (farm under construction), as well as LLC Village milk - cheese yard "(cheese production, also Tomsk region).

Previously, the Village Milk was part of the Siberian Agrarian Group (now Sibagro). Later, the company passed to Aktiv LLC, which was owned by the first deputy general director of the agrarian group Timur Khismatullin. And at the end of 2022, Khismatullin left the authorized capital of Asset[2]
